More than a year has elapsed since the demolition of Odisha Bhawan in New Delhi, yet reconstruction of the much-anticipated new building remains stalled, raising serious concerns over administrative delays and escalating public expenditure.
The old structure was pulled down following official declarations that it was beyond economic repair and unsafe for habitation. In a report dated April 28, 2024, the Chief Engineer-cum-Additional Secretary of the Works Department stated that the building had deteriorated to a point where restoration was no longer viable. Acting on these recommendations, the Odisha Home Department formally declared the Bhawan unsafe and authorised its dismantling.
However, despite these decisive steps, tangible progress on rebuilding has been conspicuously absent. More than a year later, the site has seen only basic land-levelling work, with no visible signs of major construction activity. The delay has drawn criticism from various quarters, particularly given the financial implications.

In the absence of a functional Odisha Bhawan, leaders, ministers, and other dignitaries from the state visiting the national capital are currently being accommodated at the Ashok Hotel. Their stay is reportedly being funded by the state exchequer, adding to the government’s financial burden.
The prolonged inaction has prompted questions regarding project planning, execution timelines, and administrative accountability. With public funds at stake and a key state asset lying idle, stakeholders are demanding clarity on when construction will finally begin and when the new Odisha Bhawan will be ready for use.
