On the first day of 2026, Chief Minister Mohan Charan Majhi issued a 15-point directive aimed at energising the state administration and accelerating decision-making across departments.

Sources reported that the directives were formally communicated to the newly inducted Chief Secretary Anu Garg, with the Chief Minister instructing the administrative machinery to work on priority to achieve clearly defined targets.

According to the directives, the government has set a target of building a ‘prosperous Odisha’ by 2036, while positioning the state among the country’s top five developed states through a mixed-economy approach.

The instructions, therefore, gave particular focus to industrial growth, faster clearances at the district level and time-bound filling of government vacancies.

Focus On Fast-Tracking And Manpower

According to reports, as part of the 15-point agenda, district collectors have been directed to fast-track key administrative and development-related processes to reduce procedural delays. The Chief Minister also stressed the need for time-bound implementation of decisions, particularly those linked to investment proposals and public service delivery.

Another key component of the directive relates to human resources within the government. The administration has been instructed to take concrete steps to fill vacant government posts within the next two years.

Role Of Chief Secretary Highlighted

Notably, the directives were issued soon after Anu Garg assumed charge as Odisha’s first woman Chief Secretary, succeeding Manoj Ahuja at Lok Seva Bhawan.

CM Majhi stated that the role of the Chief Secretary in coordinating departments and ensuring that the priority areas identified by the government translate into measurable outcomes will be key to realising this vision.

Further, the new Chief Secretary had earlier highlighted the ‘Odisha Vision 2036–2047’ document, noting that coordinated executive action would be critical to meeting the benchmarks set for the coming years, in line with the CM’s directives.
