Residents of Balasore town are facing severe water drainage issues, with streets and house entrances frequently flooded even after moderate rainfall. The problem has intensified due to illegal encroachments on drains, unplanned construction, and the lack of proper drainage routes.
While the town has expanded significantly over the past decade, the necessary infrastructure for stormwater management has not kept pace. Roads, buildings, and markets have been constructed without leaving space for drains, leaving many areas waterlogged during the rains.
In some locations, households and businesses have encroached on drains, while in others, entire markets occupy drainage paths, blocking water flow.

Residents argue that eviction of illegal structures and acquisition of land for proper drainage channels are essential for a permanent solution.
“The problem is a lack of significant action by the administration & government and the irresponsibility of citizens. The only permanent solution would be brought about by the government implementing real schemes. If needed, free encroachment areas,” alleged Adip Kumar Jena, a local resident.
Municipal officials acknowledge the problem and say that evictions are carried out when necessary. Plans are underway to acquire private land and construct new drains to address the issue.
Former Deputy Municipal Commissioner Manoj Raut stated, “The major problem is encroachment in private lands. There is no awareness of drainage, and water cannot pass through the drains. If eviction and land acquisition are properly implemented, the municipality can find a permanent solution to the waterlogging problem in Balasore.”
The persistent waterlogging not only disrupts daily life but also raises health and safety concerns, highlighting the urgent need for planned urban development and effective drainage management.
