A youth in Bhubaneswar has been penalised after a video surfaced of him performing a dangerous stunt on a moving car along a city highway. The footage, which went viral on social media, showed the individual stepping out of the running vehicle and recording the act on a mobile phone while traffic moved around him.
According to reports, the Bhubaneswar Regional Transport Office (RTO), acting on the clip with assistance from Khandagiri Police, traced the vehicle and initiated action under the Motor Vehicles Act.
The State Transport Authority (STA) confirmed that the vehicle has been seized and a monetary penalty imposed.
“With the assistance of Khandagiri Police Station, @RtoBbsr_I has taken action in accordance with the Motor Vehicles Act. The vehicle has been seized, and a fine has been imposed,” the STA said in a statement on X.
Earlier Violations In Cuttack and Sambalpur
The incident is the latest in a series of cases where road users in Odisha have been booked for attempting life-threatening stunts to post on social media platforms.
In July, the Transport Department fined a couple from Athagarh in Cuttack district Rs 16,000 after a video showed them riding a motorcycle in violation of traffic rules. The man was riding a bullet motorcycle while his wife was seated in front of him, creating a highly unsafe condition.
The video, posted on Instagram, drew wide attention after a concerned user tagged senior state officials and shared the vehicle number. Acting on the alert, the Cuttack RTO identified the owner as Mohan Sahu and levied penalties under multiple provisions.
Around the same time in Sambalpur, seven youths were filmed riding on a single scooter in the Dhanupali area. Officials imposed fines totalling Rs 21,500 for violations that included overloading, riding without helmets, and dangerous driving.
According to transport officials, such cases are increasingly being detected through viral clips and citizen alerts. Once a video surfaces, enforcement officers trace the registration number, verify the identity of the vehicle owner, and initiate penalties under the Motor Vehicles Act.

The STA added in its tweet that similar monitoring will continue and that cooperation between RTOs and local police stations is being strengthened to act swiftly when such violations are reported.
