To address increasing traffic congestion along one of the capital city’s most crowded routes, the Odisha Works Department has proposed a comprehensive redesign of the Jayadev Vihar to Nandankanan corridor, drawing inspiration from Chandigarh’s urban road planning framework.
Works Minister Prithiviraj Harichandan on Wednesday stated that during a recent visit to Chandigarh, he examined its traffic management approach, particularly the integration of arterial roads with an efficient ring road system that keeps vehicular movement smooth and largely congestion-free.
Uninterrupted Traffic Plan
Based on those observations, the department is preparing to restructure the Jayadev Vihar–Nandankanan stretch with a high-capacity central roadway for uninterrupted through traffic, flanked by dedicated service lanes for local movement.
The busy corridor serves as a key link between Jayadev Vihar Square and Nandankanan, catering to daily office-goers, educational institutions, and vehicles travelling towards the northern parts of the city. Rapid urbanisation, expanding residential neighbourhoods, and growing commercial establishments along the stretch have contributed to frequent bottlenecks, especially during peak hours.

Under the proposed blueprint, heavy and long-distance vehicles will be directed to the main carriageway, while vehicles accessing markets, residential areas, and nearby establishments will use parallel service roads. Officials believe this separation of traffic streams will reduce conflict points at intersections and enhance overall travel efficiency.
Tendering Process Ending By Feb 25
The minister informed that the tendering process is expected to conclude by February 25, after which the project will move into implementation phase. The announcement follows the recent foundation stone laying ceremony for an elevated corridor connecting Jayadev Vihar and Nandankanan.
Last month, Chief Minister Mohan Charan Majhi inaugurated the Rs 952-crore project, which will be executed by OBCC Ltd. As part of the broader development plan, the department has proposed construction of 5.5-metre-wide service roads on both sides of the approximately 17.5-kilometre stretch. Additionally, 7.5-metre-wide slip roads covering nearly 9 kilometres are also planned to facilitate smoother merging and diversion of traffic.
The initiative is expected to significantly improve traffic flow and support Bhubaneswar’s expanding urban landscape.
