Bhubaneswar: The Directorate Of Elementary Education, Odisha has directed all the district education officers (DEOs) to submit action taken report (ATR) against private schools running without certificate of recognition (COR).

The DEOs had earlier been asked to issue draft show cause notice and take appropriate action against the private schools running without COR and to furnish the report for submission to the government.

“I am directed to say that you have been requested to issue draft show cause notice and take appropriate action against the private schools running without certificate of recognition and to furnish the report for submission to government. Hence, you are requested to furnish the report immediately for further action at this level,” Joint Director of Elementary Education said in a letter.

Earlier, the School and Mass Education Department had made it mandatory for privately managed elementary schools to obtain certificate of recognition in accordance with the Right of Children to free and compulsory Education Act, 2009 and the Odisha Right of Children to free and Compulsory Education Rules, 2010.

The school authorities can apply online for certificate of recognition to the concerned District Education Officer through Private School Management Portal (PSMP) in www.opepa.in. The District Education Officer will issue the certificate of recognition to the concerned school which will be valid for five years.

The schools will take on admission of students belonging to weaker sections and disadvantaged against 25% quota under RTE Act, 2009. If any violation of the conditions of COR is noticed, the DEOs shall take steps for withdrawal of recognition of the school.

As per the RTE norms, any person who establishes or runs a school without obtaining certificate of recognition or continues to run a school shall be liable to fine which may extend to one lakh rupees and in case of continuing contraventions to five of ten thousand rupees for each day during which such contravention continues.
