A fresh survey will be carried out to include the left-out beneficiaries of the 'Subhadra' scheme, Deputy CM Pravati Parida informed on Tuesday. A comprehensive survey will be conducted to identify the beneficiaries who were previously left out and deprived of the benefits of this initiative, she asserted.

Following this, those women found eligible will receive financial assistance equivalent to three installments at a time. This assessment will be undertaken by students from the Indian Institute of Management (IIM)-Sambalpur.
The scheme has already reached over 1 crore beneficiaries in six phases.
“Inquiries will come for the Subhadra Yojana. Male and female students of IIM-Sambalpur, who are now on summer vacation, will reach out to people. The unreached but eligible beneficiaries will be included,” the Deputy CM said while speaking to mediapersons.
“The beneficiaries will be paid three installments at a time,” the Deputy CM said.
The Direct Benefit Transfer (DBT) system ensures transparent delivery to the Aadhaar-linked bank accounts of eligible beneficiaries.
Eligibility criteria and exclusions
Eligibility requires Odisha residency, age 21-60 years, family income less than or equal to Rs 2.5 Lakh, and NFSA coverage. Exclusions apply to government employees, income taxpayers, families with less than five acres irrigated and/or 10 acres non-irrigated land.
Women receiving less than or equal to Rs 1,500 per month or less than or equal to Rs 18,000 per year from other schemes are also ineligible.
Application process and documentation
Applications are submitted via Anganwadi centers and CSCs with the Aadhaar-linked bank details. Mandatory e-KYC verification through facial authentication via the Subhadra Portal and Mobile App ensures security. Required documents include an Aadhaar card and proof of residence.
Common rejection reasons include Aadhaar-bank account mismatches or incomplete forms.
Impact on women’s empowerment
The scheme targets Rs 50K financial assistance over five years (Rs 10K annually in two installments) to economically empower women.
As of December 2024, over 1 crore applications have been received. Deputy CM Pravati Parida had previously emphasised the inclusion of rejected beneficiaries in the upcoming phases.

Digital incentives and financial literacy
Beneficiaries receive Subhadra Debit Cards for withdrawals and digital transactions. The top 100 users per gram panchayat and urban area in digital transactions earn Rs 500 incentives annually. This also promotes financial inclusion while aligning with India’s digital payment ecosystem goals.
