In a major crackdown against illegal tour operators in the holy town of Puri, police have launched a massive operation to curb the exploitation of pilgrims and tourists by unregistered travel agencies.

Authorities said that several travel agencies have been mushrooming across the city, luring visitors with promises of side trips to nearby tourist spots, only to overcharge and exploit them. Acting on growing complaints, Puri Police swung into action, conducting raids across different parts of the city. During the drive, officials demolished unauthorised kiosks and signboards belonging to illegal operators.

Shockingly, while only five travel agencies are officially registered, dozens of unlicensed firms have been thriving and making huge profits. However, there is still no exact record of how many such agencies operate in and around the pilgrim town.

Initially, 63 illegal travel agencies have been identified, and action has been taken against them, sources said.

“Though many people in Puri earn their livelihood through tourism, it does not mean we will cheat the tourists. I welcome the action by the police,” said Jugabrata Kar, a registered tour operator.

As per rules, any travel agency must first obtain permission from the Tourism Department, along with a trade license from the municipal authorities. In addition, agencies must employ staff with a diploma in tourism, maintain a valid GST certificate, submit income tax returns for the past three years, and operate from an office space of at least 150 square feet.

Officials have warned that unregistered operators will not be allowed to function any longer, and strict action will continue in order to ensure that devotees and tourists visiting the Jagannath Dham are not cheated.
