Odisha government entered into a significant partnership with Singapore to drive forward urban development in the State. In a ceremony marking this occasion, at least eight Memorandums of Understanding (MoUs) were signed on Friday in Bhubaneswar in the presence of Singapore President Tharman Shanmugaratnam.
According to official sources, these agreements, notable for their scales and ambitions, consist of projects encompassing diverse areas such as semiconductors, green hydrogen, and green shipping corridors.

Chief Minister Mohan Charan Majhi hailed the MoUs as milestones, voicing optimism for the potential of future collaborations, particularly with forthcoming Utkarsha Odisha Conclave scheduled on January 28 and 29. The conclave aims to further bolster investment.
During a two-day visit to the State, Singapore President Shanmugaratnam was part of the MoU signing, which includes agreements on industrial parks, semiconductors, and a new city development initiative.
The collaboration also extends to green technology, underscoring coalitions in green hydrogen production and green shipping routes.
Previously, Odisha CM and other senior ministers had visited Singapore to attract investment and explore similar synergies.
Highlighting the warmth in bilateral ties, the CM stated Singapore President had honoured their request to visit Odisha specially. During his visit, President Shanmugaratnam explored the World Skill Centre (WSC) in Bhubaneswar and assessed the developments at Paradip Port, India’s leading port facility.
In anticipation of this visit, a Singaporean delegation had previously conducted an evaluative tour of the port.
Odisha Industries Minister Sampad Swain commented on the significance of these announcements, with the Urban Development Minister revealing an agreement with Surbana Jurong for the establishment of new cities in Odisha. This initiative marks a progressive step towards upgrading existing Notified Area Councils (NACs) to municipalities, with formal decisions expected to be made by the State shortly.

“Eight MoUs were signed today with their (Singapore) government and this will help bring investments to Odisha,” the CM said to mediapersons.
“We inked MoUs to train Odia youths and make them skilled in semiconductors. Certainly, this day is an auspicious one for Odisha and also a day of happiness that we partnered with such a developed country like Singapore,” the Industries Minister stated.
