On Thursday, the Odisha government reshuffled 11 Odisha Administrative Service (OAS) officers, reassigning them to key administrative roles across districts and institutions. The General Administration & Public Grievance (GA & PG) Department issued the transfer orders, citing the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, for select appointments.
According to the notification, Judhisthir Naik, Registrar of Rajendra University in Bolangir, has now been appointed Additional District Magistrate of Jajpur. Similarly, Niranjan Sahoo, former Rasulpur Tehsildar, will now serve as an Administrative Officer at Pabitra Mohan Pradhan Medical College & Hospital in Talcher.
Kalpana, ex-Deputy Collector of Keonjhar, and Sudhir Kumar Nayak, former Ranapur Block Development Officer (BDO), are now posted as Deputy Commissioners of the Cuttack Municipal Corporation (CMC) and the Bhubaneswar Development Authority (BDA), respectively.
Trupti Barai, ex-BDO of Udala, is assigned as Project Administrator of the Integrated Tribal Development Agency (ITDA) in Jeypore, Koraput.

Medical and municipal roles:
The reshuffle included medical and municipal roles with Siriyal Subhra Patel, former Bhuban Tehsildar named Administrative Officer of the Chief District Medical & Public Health Office (CDM & PHO) in Jagatsinghpur. Meanwhile, Saubhagya Ranjan Panda, ex-Basudevpur Tehsildar, will oversee operations at Phulbani Government Medical College.
Cancellations among transfers
Two cancellations were noted. Pranaya Ranjan Behera’s earlier appointment as Keonjhar Municipality Executive Officer was revoked, allowing him to continue as ITDA Baripada Project Administrator. Similarly, Santanu Kumar Nayak’s transfer to ITDA Baripada was scrapped, and he retains his role as Additional Executive Officer of Mayurbhanj Zilla Parishad.

The reassignments aim to streamline administrative efficiency, with officers transitioning to roles in education, healthcare, urban governance, and tribal development.
