In a major crackdown, Vigilance officials have uncovered massive illegal assets belonging to Ashok Panda, an Assistant Engineer of the Roads & Buildings (R&B) division in Bhubaneswar. Raids revealed luxury flats, prime plots, and unaccounted wealth, raising serious corruption concerns, official sources said on Thursday.

Four flats of engineer Panda are one each in Grand Awaas, Utkal Utopia, Vipul Garden, and Cosmopolis. He also has a Benami flat that surfaced during the raids. The engineer owns two shops in Utkal Galeria, one each in Symphony Mall and DLF Cyber City.
The market value of Panda’s flats would be around Rs 2.5 to Rs 3 crore.
According to sources, Odisha Vigilance unraveled massive disproportionate assets allegedly owned by Ashok Panda, an Assistant Engineer in the Roads & Buildings (R&B) department. During a thorough search operation carried out at his flat in Bhubaneswar, officials found evidence of enormous property holdings and wealth.
Panda currently owns at least seven flats and eight plots spread across prime locations. Following the raid, information surfaced that he owns flats in Jatni town, Bhubaneswar, and Phulnakhara locality.
Additionally, the assistant engineer has a commercial shop in DLF Cyber City and two properties at Kalpana Square in the Utkal Kanika Galleria shopping complex.
Panda is also linked to a four-storey building in Dumduma. In terms of land assets, he holds seven high-value plots in Bhubaneswar and one in Puri. Financial records revealed his fixed deposits and bank balances amounting to around Rs 38 lakh, along with 125 grams of gold jewellery.
The source of these assets is currently under investigation, as preliminary evidence points to accumulation beyond known sources of income.
R&B assistant engineer Panda was posted in the Bhubaneswar office in 2020. He had joined the government services in 2007 as a junior engineer on a contractual basis.
