The Odisha government announced this Monday that it is moving ahead with plans for the proposed Bhubaneswar New City project. Further, it has roped in Singapore-based Surbana Jurong (SJ) to prepare the master plan for the new city.
According to The New Indian Express, the global consultancy firm, owned by Temasek Holdings, will design the new urban cluster across 800 acres in Daspur, Gothapatna, Mallipada, and Andharua on the city’s outskirts.
Surbana Jurong’s Role In Bhubaneswar New City Project
The reports added that the plan will cover 21.7 million sq ft of built-up area, including 10.45 million sq ft of residential space, 3.10 million sq ft of office space, 1 million sq ft for retail, 2.40 million sq ft for MICE facilities, 2.30 million sq ft of industrial area, and 2.35 million sq ft of neighbourhood shopping. The city is expected to accommodate up to 15,000 housing units and 60,000 residents.
Officials said the Detailed Project Report (DPR) is in progress and may be submitted within one to two months.
The Odisha Housing and Urban Development Department added that the new city will incorporate eco-friendly features, pedestrian walkways, non-polluting industries, and modern urban infrastructure, modelled on projects like Gujarat’s Dholera GIFT City.

Global Firm With Landmark Projects
Surbana Jurong, formed in 2015 through the merger of Surbana International Consultants and Jurong International Holdings, has over 16,000 employees across 40 countries.
The company’s portfolio includes some of the world’s most ambitious projects. Among them are the Kai Tak Sports Park in Hong Kong, the Australia 108 residential tower, which is the tallest in the Southern Hemisphere, the Kigali Masterplan in Rwanda, and China’s Ordos Industrial Park, the world’s first net-zero industrial park.
Other notable works include the Woodlands Health Campus in Singapore, the Msikaba River Bridge in South Africa, and the Hyderabad Pharma City in India.

Odisha’s Urban Expansion Vision
The Bhubaneswar Development Authority (BDA) outlined that the new township will focus on creating an economic hub with strong infrastructure. Drainage, sewage, and water supply systems will be prioritised before land allotment begins.
H&UD Secretary Usha Padhee said the project aims to balance industrial activity with residential and commercial growth. “It will be an ideally planned city with walkways, open spaces, accessibility for pedestrians, and scope for non-polluting industries,” she noted.
