The Union government has approved plans for a third terminal (T-3) at Biju Patnaik International Airport in Bhubaneswar to meet rising passenger demand. Union Civil Aviation Minister K. Ram Mohan Naidu, who chaired a regional review meeting in the city on Monday, confirmed that the expansion is in the planning stage.
Naidu said the upcoming terminal will not only enhance passenger handling capacity but also reflect Odisha’s art, culture, history, and legacy in its design. He stated that passengers landing at Bhubaneswar will get a glimpse of the state’s rich identity.
In addition, the government is considering constructing a new building at the site of the old terminal to further improve infrastructure.
Odisha’s Airstrip Development
Odisha currently has 20 airstrips, some of which are being considered for conversion into full-fledged airports in coordination with the state government.
Minister Naidu said the Centre is working closely with Odisha to expand connectivity, noting that cooperation has been strong on ongoing projects.

Puri Airport Clears Key Hurdle
On the long-awaited Puri airport project, the Minister clarified that it has already received in-principle approval from the Union government. He confirmed that the land and site issues have been resolved, and the approval has been granted, and that the next step depends on the Odisha government.
The addition of T-3 at Bhubaneswar, coupled with the planned Puri airport and upgrades to smaller airstrips, is expected to significantly improve Odisha’s aviation infrastructure. The move also aims to ease congestion at Bhubaneswar airport, boost tourism to heritage sites, and strengthen trade and connectivity across the state.
