Government functioning has been affected in several districts, including Ganjam, Gajapati, and Kandhamal districts, following mass leave by officers of the Odisha Administrative Service (OAS) and Odisha Revenue Service (ORS).
The officers have gone on leave in protest against the recent assault on Ratnakar Sahoo, Additional Commissioner of Bhubaneswar Municipal Corporation (BMC).
According to sources, more than 70 officers in Ganjam district alone have proceeded on mass leave. Similarly, 36 officers in Gajapati and 25 in Kandhamal have also opted for leave, expressing solidarity with the assaulted official and condemning the incident.
The unexpected absence of key administrative personnel has brought official work to a standstill in many government offices. Public service delivery, revenue administration, and file processing have been affected across departments.
Citizens visiting block offices and collectorates for routine work have been left waiting, with many being asked to return later due to the absence of concerned officials.

While the protesting officers demand strict action against those involved in the assault, the state government is yet to issue an official statement on the matter.
The situation remains tense as administrative paralysis threatens to deepen if the protest continues.
Earlier on Tuesday, the OAS and ORS employees across sixteen districts of the state commenced mass leave for an indefinite period.
Around 150 OAS and ORS officers in the Cuttack district alone took mass leave on Tuesday. However, they assured that they would return to work in case of any kind of emergency.
