PM Modi announces ‘Pratibha Setu’ portal for UPSC aspirants missing final merit list

Prime Minister Narendra Modi, in the 125th edition of his Mann Ki Baat address on Sunday, announced the launch of a new digital platform called Pratibha Setu. The initiative is designed for UPSC aspirants who successfully clear all stages of various examinations but fail to find a place in the final merit list.

Prime Minister Narendra Modi, in the 125th edition of his Mann Ki Baat address on Sunday, announced the launch of a new digital platform called Pratibha Setu. The initiative is designed for UPSC aspirants who successfully clear all stages of various examinations but fail to find a place in the final merit list.

The Prime Minister said the Civil Services Examination conducted by the UPSC is among the toughest in the country. Thousands of capable candidates fall short by a narrow margin and are forced to prepare again for other examinations, costing them both time and money.

To address this, the Pratibha Setu portal will store the data of such candidates; private companies will be able to access this information and employ these candidates.

From Public Disclosure Scheme to Pratibha Setu

The Pratibha Setu Portal was earlier known as the Public Disclosure Scheme (PDS) of the Commission. In line with a decision of the Department of Personnel & Training, the UPSC has been publishing details of non-recommended willing candidates of its examinations under the PDS since 20 August 2018. 

The Commission first disclosed such a list for the Combined Medical Services Examination, 2017. The scheme has now been renamed UPSC Pratibha Setu.

Exams Included and Excluded

The scheme covers non-recommended willing candidates from the following examinations: Civil Services, Indian Forest Service, Central Armed Police Forces (ACs), Engineering Services, Combined Geo-Scientist, Combined Defence Services, Indian Economic Service/Indian Statistical Service, and Combined Medical Services. 

Opportunities for Employers and Aspirants 

The platform provides employers with the option of recruiting non-recommended candidates who are almost as meritorious as those recommended. It offers UPSC aspirants a second opportunity to progress beyond the examination.

The Commission now issues login IDs to organisations for voluntary recruitment while private companies can also register independently on the portal.
