The decision of the Odisha government to make High-Security Registration Plates (HSRPs) mandatory for all classes of old vehicles registered prior to April 1, 2019 has created a buzz in the State.
Though there will be no penal action till December 2022, the enforcement agencies will impose penalties from January 2023. Already timelines for affixing HSRP has been issued by the State Transport Authority (STA).
Biswajeet Mukherjee, General Manager (Operations), Real Mazon India Ltd, authorised vendor in Odisha, on Friday highlighted the benefits of the HSRP.
Benefits:
HSRP will be available via online only after it is validated through Vahan which is governed by the Ministry of Road Transport and Highways.
-In normal registration plates, only a screw is used to fix the plates which can be easily removed. In case HSRP, it comes with a snap-lock.
-The numbers in HSRP come up with reflective properties which can easily be read with naked eye at night. It is also easily captured in CCTVs.
- HSRPs are made of aluminium. These plates are tamper-proof and come with two non-reusable locks.
- The vehicle identification number will be laser-encoded, which is easy to be scanned and difficult to be tampered with.
-The HSRPs comprise details like engine number and chassis number in a centralised database.
-The data helps in identifying a stolen vehicle. The stored data along with a 10 digit PIN (laser code) helps in identifying a stolen car.
Process: The vehicle owners can avail the service by visiting the official website of the Society of Indian Automobile Manufacturers (SIAM)-http://siam.in.
Penalty: No e-challan shall be issued and no fine shall be collected or no penal action shall be taken against any old vehicle registered prior to 1st April, 2019 for plying vehicles without HSRP till 31.08.2022.
After that challans will be issued in accordance with the last date given for various series of vehicle.
In case the vehicle is not affixed with HSRP within the scheduled, e-challan shall be issued against the offending vehicle and attract fine of Rs5000 or Rs10, 000 under Section 192 of the MV Act, 1988 as the case may be.
