The increase in ATM loot-related crimes in Odisha, especially in the Twin Cities of Bhubaneswar and Cuttack, has brought out worrying trends of loot in the state. The recent incident in Bhubaneswar where a cash dispensing machine was uprooted by robbers who decamped with the cash, is part of a broader pattern of ATM robberies.

A few days back, police had arrested four inter-state looters from Rajasthan and Haryana who were involved in the loot and burning of an SBI ATM in Dhenkanal. Similar incidents have been reported in other parts of Odisha. This suggests a well-coordinated and networked approach to ATM robberies across the state.

Reasons for Growing ATM Loots:

1.    Most of the ATMs do not have security guards. Despite RBI’s standard advisories to banks to adopt safety measures in ATMs, violation of safety guidelines is noticed in many ATM counters.

2.    Most of the ATMs are unguarded. There is a need for the deployment of trained security guards and the installation of good-quality CCTV cameras.

3.    Apart from poor quality, almost all ATMs are found positioning the cameras at the wrong locations, making it difficult to capture the clear images of looters’ during commission of offences.

4.    Many loot cases go unreported as victims hesitate to lodge complaints in police stations.

 

Techniques and Tools Used in ATM Robberies:

Gas cutter machines are a common tool in these robberies, as they allow the perpetrators to break into the ATM quickly and efficiently. This method was used in both the Dhenkanal and Bolangir incidents, indicating a preferred modus operandi for these gangs. These methods are often designed to minimize detection and maximize gain.

Law Enforcement Response and Challenges

Law enforcement agencies in Odisha have been proactive in responding to these incidents, often forming special teams and using advanced surveillance tools to track down the perpetrators. Despite these efforts, challenges remain with the need for continuous vigilance and improved security measures.
