In a major push toward cashless transactions and smoother highway travel, the Ministry of Road Transport and Highways on Saturday announced new amendments to the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
The new provisions, titled the Third Amendment Rules, 2025, will come into effect from November 15, 2025.
According to the revised rule, vehicles entering toll plazas without a valid and functional FASTag will face higher user fees.
Those opting to pay in cash will now be charged twice the applicable toll, while those paying through digital means like UPI will be charged 1.25 times the normal fee.

For instance, if a vehicle’s toll via FASTag is Rs 100, it will cost Rs 200 for cash payment and Rs 125 through UPI.
The move aims to encourage digital payments, reduce congestion at toll plazas, and enhance transparency in toll collection systems.
The government believes the step will strengthen fee collection efficiency and promote the ease of travel for highway users.
Officials said the amendment reflects India’s ongoing commitment to adopting technology for faster and more transparent toll operations. By incentivising UPI and other digital modes, the government hopes to further minimise cash handling, improve user experience, and promote seamless movement on national highways.
