Now, PAN card mandatory for buying & selling property
In a major policy overhaul aimed at curbing illegal and opaque real estate deals, the Uttar Pradesh government has made it mandatory for both buyers and sellers to produce a Permanent Account Number (PAN) card for any property transaction across the state.
The rule is now applicable to the registration of land, houses, and other immovable properties, and no deal will be processed without valid PAN verification.
Prevent Benami Transactions
The decision — issued by the state’s Registration Department and now in force statewide — comes as part of broader efforts to increase transparency in property dealings, prevent benami transactions, and clamp down on suspicious investments.

Officials say the new requirement will help authorities track the financial trail of property buyers and sellers, making it harder for fraudsters and black-money operators to exploit the market.
No More Tax Evasion
According to government directives, both the buyer and seller must provide their PAN card details at the time of registration, and these must be linked and verified through the online registry system before the deed can be processed. Previously, similar rules were enforced only in selected border districts, but the latest order expands the requirement to the entire state.
Officials implementing the rule said this step is crucial in combating not only tax evasion but also illegal property ownership structures often used to launder money or disguise true beneficiaries. With PAN details now part of the registry process, the Income Tax Department and enforcement agencies will be better placed to monitor unusual or high-value transactions.
