Washington: Asserting that Bashar al-Assad regime has squandered every chance for peace, the US today threw its hat behind the newly formed Syrian National Council (SNC) and declared it as a "legitimate" representative of the Syrian people.

In her intervention at the Friends of Syrian People meeting in Tunis, Tunisia, Clinton announced a humanitarian assistance of USD 10 million for Syrian people.

"If the Assad regime refuses to allow this life-saving aid to reach civilians, it will have even more blood on its hands. So too will those nations that continue to protect and arm the regime," Clinton said, in a apparent reference to China and Russia, which recently vetoed a UN Security Council resolution.

"We call on those states that are supplying weapons to kill civilians to halt immediately," she said.

Clinton alleged that the Syrian President is tearing the fabric of Syrian society and seeking to pit community against community.

"We view the Syrian National Council as a leading legitimate representative of Syrians seeking peaceful democratic change and as an effective representative for the Syrian people with governments and international organisation," she said and urged all Syrians to come under its umbrella.

Observing that only a genuine democratic transition will solve this crisis, Clinton said as the Arab League has said, the goal should be the formation of a national unity government followed by transparent and free elections under Arab and international supervision.

Assad`s departure must be part of this, she asserted. The end of Assad can mark a new beginning for Syria, she said, adding that it is a chance to rebuild and strengthen the foundations of the state.
