The Uttar Pradesh State Law Commission on Saturday (July 10) came up with a draft of the Uttar Pradesh Population (Control, Stabilisation, and Welfare) Bill, 2021, and has invited suggestions on it from the public at large. The law prohibits those with more than two children to benefit from Government grants or schemes. According to the draft bill, individuals who procreate more than two children in contravention of 2 child norm shall be ineligible to contest elections to local authority or anybody of local self-government. Moreover, a person shall also become ineligible to apply for government jobs under the State Government if he/she procreates more than two children. According to the draft bill, a couple living below the poverty line, having only one child and undergoes voluntary sterilization operation upon himself or spouse shall be eligible for a one-time lump-sum amount. The couple will avail Rs 80,000 if the single child is a boy, and Rs one lakh if the single child is a girl. After the Bar commencement of this Act, if any person in contravention of two-child norm procreates more than two children shall be ineligible to receive any kind of government subsidy or incentives. Further, on promotion in government services, any employee of the government job under the State Government shall be ineligible to get promotion in government services if he/she procreates more than two children, after the commencement of this Act. The Bar also stated that it shall be the duty of the government to introduce a compulsory subject relating to population control in all secondary schools. Moreover, compulsory insurance shall be provided to individuals to cover cases of failure of tubectomy or vasectomy.
