Born in Sultanpur of Uttar Pradesh, Pratibha was a Hindi medium student. She completed her Class X from a UP Board School and later went on to do her intermediate from the CBSE board. After passing with flying colours, she moved to Delhi to complete her B.Tech from IIT Delhi.
Being a student from IIT Delhi, she immediately got a high-paying job in a telecom company. However, her call was the UPSC due to which she left her job after working for two years and began her preparation in 2016.
However, her UPSC journey wasn’t a bed of roses. Pratibha failed in her first attempt and appeared for the second time and secured AIR-489. Although she was selected for the Indian Revenue Service (IRS) with AIR-489, her ultimate dream was to become an IAS officer.
With her patience and extreme determination, she started preparing to take the UPSC exam for a third time. However, she was affected by dengue and then typhoid. Her health ailments made it difficult for her to concentrate on studies and interviews.
After the interview round was postponed by two months because of Covid-19 pandemic, she resorted to power yoga and meditation. She also took special care of her food to get healthier. Her hard work finally paid off and she successfully achieved her dream.
Her dream of becoming an IAS officer was finally fulfilled. In her third attempt in 2019, she managed to become an IAS officer by securing the third rank in the UPSC exam.

Minister of State for Prime Minister's Office, Personnel, Public Grievances and Pensions, Jitendra Singh told ANI that there is no move by the Centre to alter the age criteria of eligibility to appear in civil service examinations and therefore, all the reports and speculations should be put to rest.
The rumours related to the same started hitting headlines after the Baswan committee submitted its suggestion and reportedly it suggested to reduce upper age limit for candidates appearing for IAS examination. It was then believed that UPSC may reduce the upper age limit to 26 to insulate the aspirants currently preparing for the exam.
Besides, reports were there that NITI Aayog had suggested reducing the upper age limit for joining the Civil Services from 30 to 27.
Currently, the lower age limit for all categories for appearing UPSC examination is 21 years and it is calculated as on August 1. For example, a candidate set to appear for 2018 prelims, needs to have attained 21 years as on August 1, 2018.
Similarly, the UPSC age limit for General Category candidates is 32 years while it is 35 and 37 years for OBC and SC/ST candidates respectively.

The arrangement will be implemented beginning with Engineering Services Examination, 2019, it said.
Addressing an event Monday, Union Public Service Commission chairman Arvind Saxena said the UPSC's experience with the civil services examination is that roughly 50 per cent of the 10 lakh plus candidates who fill in the application forms for the preliminary exams actually write the papers, the statement said.
The civil services examination is conducted annually by the UPSC in three stages -- preliminary, main and interview -- to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.
"The Commission has to book venues, print papers, hire invigilators and ship the documents for all the 10 lakh applicants - which turns out to be a 50 per cent waste of energy and resources," he said on the occasion of the 92nd foundation day celebrations Monday.
The committee had submitted its report to the Union Public Service Commission (UPSC) on August 9, 2016.
"The Baswan Committee's report along with UPSC's recommendations on it has been received on March 20, 2017 and the same is under examination," the Department of Personnel and Training said in response to an RTI query filed by a PTI correspondent.
Thousands of aspirants appear in the civil service exam conducted annually by the UPSC in three stages--preliminary, main and interview--to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.
The UPSC had constituted the expert committee under the chairmanship of former human resource development secretary and retired IAS officer B S Baswan, to review the scheme of civil service examination in August 2015.
The committee is understood to have recommended reduction in upper age limit of 32 years to appear in the civil service exam, official sources said.
"The recommendations made by the committee including on pattern of civil service examination and age limit are presently under consideration of the UPSC," Minister of State for Personnel Jitendra Singh had told Rajya Sabha in a written reply in November last year.
In a related development, the UPSC has fixed a seven-day time frame for candidates to report mistakes or discrepancies in questions asked in the various examinations conducted by it.
The publicly available scores will act as a useful database to other employers to enable them to identify good, employable candidates, UPSC has said.
The Commission has decided to disclose information like marks obtained and educational qualifications of candidates who appeared in the final stage of examination (interview) but were "not recommended , it said.
These details will be linked to the Integrated Information System for Public Recruitment Agencies -- a dedicated website being developed by the National Informatics Centre (NIC).
UPSC will be making a provision in the application form so candidates can either opt in or out of the disclosure scheme.
"Necessary instructions to the candidates about the disclosure scheme will be provided in the Commission's notice of all the examinations covered by this scheme," it said.
Candidates taking tests for recruitment to the armed forces and those applying for limited departmental competitive examinations and the Central Industrial Security Force will not be covered under the disclosure scheme.
The central government had last year approved a Niti Ayog proposal to make scores and ranking of candidates in recruitment examinations available through a portal for increasing access of the unemployed to job opportunities.
The move had come after Prime Minister Narendra Modi had said in March last year said that scores of candidates taking competitive examinations will be shared with prospective employers to help them choose quality talent.
"The government and public sector undertakings conduct a number of recruitment examinations. So far, the scores in these examinations have been retained by the government.
"Hereafter, we will make available the results and the candidate information openly to all employers, wherever consent is given by the candidate. This will create a positive externality," Modi had said.
UPSC selects officers for the Indian Administrative Service (IAS), the Indian Foreign Service (IFS) and the Indian Police Service (IPS) among others.
Another recruitment agency-- Staff Selection Commission (SSC) -- conducts examinations to select candidates for various government departments.
Results of government entrance examinations for engineering and medical colleges are already being used by private colleges for admissions.
As per the NIC proposal, each recruiting agency will develop its own web page.
Details like name, date of birth, category (whether SC, ST or physically handicapped) educational qualifications, total marks obtained in the written examination and interview based on which merit is formed, address, e-mail id and mobile number for only those candidates who have appeared in the final stage of examination but were not recommended will be made online for other recruitment agencies.
Delhi Police have arrested Jatinder Nagpal, who is personal assistant to the joint secretary in the ministry of environment, forests and climate change. He was arrested Wednesday night along with Vipan Kumar, who is personal assistant to a member of the UPSC.
Police said both of the accused were detained Tuesday and were questioned in connection with the petroleum and other ministries' document leakage case, which was unearthed Feb 17 night, with the arrest of two former MTS employees of Shastri Bhawan.
Police added that Vipan Kumar, who was earlier working with the ministry of petroleum and natural gas, used to get important/secret documents with his contacts in the ministry.
Informed sources said that Jatinder Nagpal, a resident of west Delhi's Hari Nagar area, was detained two days ago as his name was revealed during the interrogation of Lokesh Sharma, an employee of a Noida-based energy consultancy Infraline Energy.
Vipan Kumar's name also cropped up during Lokesh Sharma's interrogation.
Sharma, in his 30s, was formerly with the multi-tasking staff (MTS) at Shastri Bhawan. A resident of Vijay Nagar in west Delhi's Uttam Nagar area, he was arrested from Dwarka Feb 22. He is currently in judicial custody.
Sources added that both used to provide documents to Lokesh Sharma and Prayas Jain, an employee of Melbourne-based Metis Energy Consulting and Research Services -- with whom they had links for over two years.
Prayas Jain is in judicial custody till March 6. Both the accused would be produced at the Dwarka court after 2 p.m. Thursday, sources said adding that police would seek their remand.
So far, 16 people, including Jatinder Nagpal and Vipan Kumar, have been arrested and Delhi Police have registered two FIRs in connection with the leak of classified documents related to various ministries, including coal, petroleum and natural gas, and power.
Nagpal and Kumar's names are mentioned in the second FIR which was registered Feb 20.
Minister Jitendra Singh said, the merit of Civil Services (Preliminary) Examination was prepared on the basis of sum total of marks scored by the candidates in Paper-1 and Paper-2. This scheme of Preliminary Examination continued till Civil Services Examination, 2014. However, the English language comprehension as a part of General Studies Paper-2 in the scheme of Preliminary Examination was deleted in CSE, 2014.
The Government with the notification of Rules of CSE, 2015 made the Paper-2 of Civil Services (Preliminary) Examination qualifying with minimum marks of 33%.
The scheme of Civil Services (Main) Examination was revised with the Notification of Civil Services Examination, 2013 on consideration of the recommendations of Prof. Arun Nigavekar Committee constituted for the purpose. The list of optional subjects was revised.
The candidates were allowed to choose any one of the optional subjects from amongst the list of optional subjects given in the Scheme of Civil Services (Main) Examination. Four conventional (subjective) type papers of General Studies of 250 marks each and two papers of one Optional; subject each of 250 marks were introduced. The essay paper had a weightage of 250 marks.
The Government had increased two more attempts with consequential two years increase in the permissible upper age limits with the Civil Services Examination, 2014. This is still in existence.
The candidates who had appeared in CSE, 2011 and were not eligible in CSE, 2015 either in terms of attaining the maximum age or exhausting the number of attempts were allowed to appear in CSE, 2015 irrespective of their age and number of attempts taken. Prior to CSE, 2014 maximum number of attempts allowed for General Category candidates were four with the maximum age limit as 30 years.

The policy on age relaxation applicable for ex-servicemen for appearing in Civil Services Exam (Group ‘A’ & ‘B’ Posts) is governed by ‘Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979’ as amended vide DoP&T Notification No. 36034/1/06-Estt.(SCT) dated October 4, 2012.
The following provisions have been made:
For appointment to any vacancy in Group ‘A’ and ‘B’ services or posts filled by direct recruitment otherwise than on the result of an Open All India Competitive Examination, the upper age limit shall be relaxed by the length of military service increased by three years in the case of ex-servicemen and Commissioned Officers including Emergency Commissioned Officers or Short Service Commissioned Officers.

For appointment to any vacancy in Group ‘A’ and ‘B’ services or posts filled by direct recruitment on the result of an All India Competitive Examination, the ex-servicemen and Commissioned Officers including Emergency Commissioned Officers or Short Service Commissioned Officers who have rendered at least five years military service and have been released:
(i) on completion of assignment (including those whose assignment is due to be completed within one year otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; OR
(ii) on account of physical disability attributable to military service or on invalidment, shall be allowed maximum relaxation of five years in the upper age limit.
The recruitment in armed forces is governed by their respective policies, rules including recruitment rules, orders on the subject.
Speaking to the media on the concluding day of the two-day National Conference of Chairpersons of State Public Service Commissions here on Monday, UPSC Chairman Arvind Saxena said that the commission is working towards making the exams more candidate-friendly so that exam stress can be reduced and the best students can be selected.
"Students keep on trying for several jobs after graduation; all these examinations are graduate level entries, so the commission is suggesting one examination. Government ministries can also pick up students, who made it in the interview but eventually could not picked in the merit list, so that these young boys and girls will not have to appear for multiple examinations," said Saxena, adding that it will further reduce the exam stress.
He further said, "We want candidates to be serious about the examinations and well prepared. And in case they are not fully prepared they should have option of stepping down or withdrawing their candidature so that they can appear for the second time."
Earlier on Monday, he had said that the focus of UPSC is on more use of IT to make the entire process more candidate-friendly and the commission is also working on certain areas so that the exam stress of the candidates can be reduced.
"It will not only reduce the exam stress but also immensely help the deserving candidates. Besides, it will be time-saver," said a civil service aspirant.
"How much will it benefit us, can be known only after going through the details of the exams that will be covered under the said plan? Let's wait till UPSC takes the next level initiative in this regard," said another aspirant.

In a fresh notification, the Commission stated that the window for withdrawal of the application for the National Defence Academy & Naval Academy Examination (I), 2019 is active now and will be available till February 14, 2019 till 6 pm at the https://upsconline.nic.in.
On successful completion of withdrawal of application, email and SMS will be sent to the candidate to confirm the withdrawal. Once application has been withdrawn, it cannot be revived under any circumstances, the notification added.
The candidates who appeared for the exam can now check the cut off marks of UPSC IFS exam 2018 on the official website- upsc.gov.in.
The examination was conducted between December 2 to December 10, 2018 to fill up 110 vacancies.

As per sources, the Government has already acted upon this matter by taking a policy decision for providing an additional attempt in CSE 2015 to those candidates who appeared in CSE 2011.
This apart, the General Studies (Paper-II) of Preliminary Examination was made qualifying with effect from CSE-2015.
Further, the Government has already decided to allow two additional attempts to all category of candidates with effect from CSE 2014, with consequential relaxation of maximum age.

Amid the growing confusion over name change and photo identity card, the Commission recently issued a notification for the civil service aspirants.
As per the notification, "A candidate has to fill up his/her name in the Application Form of the Civil Services (Preliminary) Examination, 2019 (CSP Examination, 2019) as recorded in the School Leaving Board Examination Certificate. The said filled up name will appear in the e-Admit Card. A candidate is also required to upload a scanned copy of his Photo Identity Card issued by the Government. As required, the candidate will need to carry both e-Admit Card as well as the said Photo Identity Card for the Examination."
"For appearing in the CSP Examination, 2019, the Commission has been receiving queries from those candidates, who have changed their names after leaving the School by adopting due process of law including issue of Gazette Notification and have obtained valid Government issued Photo Identity Card in their changed name resulting in different names in the School Leaving Board Examination Certificate and the Photo Identity Card," the notification added.
What candidates need to do?
In the matter, it is hereby clarified for information of such candidates that they must carry along e-Admit Card, Government issued Photo Identity Card and original Gazette Notification of the changed name for the Examination (each Session) for their convenience. It may please be noted that name in the Gazette Notification should match with name mentioned in the Government issued Photo Identity Card. They would also be required to submit an undertaking at the time of the Examination.
