Addressing an event marking the 98th anniversary celebrations of Sadguru Sadafaldeo Vihangam Yog Sansthan at Swarved Mahamandir here, he said as India completes 75 years of independence, "su raj (good governance)" is as important as "swaraj (self-rule)" for the country.
In his remarks, Modi said the zero budget natural farming should become a mass movement and people should be made aware of its benefits.
Zero budget natural farming reduces the cost of agriculture by relying on traditional field-based technologies which lead to improved soil health.
In his remarks, Modi said the flow of tourists to Varanasi doubled in the year 2019-20 vis-a-vis in 2014-15, and attributed the growth in numbers despite the COVID-19 pandemic to the "will of Benares".
During 2019-20, when the country faced the Covid pandemic, Babatpur (Varanasi) airport alone, saw a traffic of over 30 lakh passengers, both ways, he said.
Recalling the Sadguru's mantra of Swadeshi, the prime minister said that in the same spirit, the country has started the 'Aatmanirbhar Bharat Mission'.
"Today the local business, employment and products of the country are gaining new strength. Local is going global," he said.
Going with the spirit of 'Sabka Prayas', Modi urged everyone to take resolutions which are focussed towards realising the Sadhguru's resolutions and include the aspirations of the country.
One resolution, the prime minister said could be about educating daughters and focussing on their skill development.
"Along with their families, those who can take responsibility in the society should also take the responsibility of skill development of one or two poor daughters," he said.
Another resolution, he said, can be about saving water by "keeping our rivers, Ganga ji and all our water sources clean".
Addressing the huge gathering on the second day of his visit to his home constituency, Modi also highlighted the development here in recent years and asserted that cities like Varanasi have preserved the seeds of India's identity, art and entrepreneurship in the toughest of times.
"Where there is a seed, the tree begins to expand from there. And that is why, today when we talk about the development of Benaras, it also forms the roadmap for the development of the whole of India," he said.
Modi, here on a two-day visit, went for an inspection of key development projects in the city late last night.
"After 12 o'clock last night, as soon as I got the opportunity, I went out again to see the work that is going on in my Kashi, the work that has been done...the beautification work that has been done in Gadolia locality has become a sight to behold. I interacted with so many people there. I also saw Banaras railway station in Manduadih. This station has also been renovated," Modi said.
"Embracing the novelty while retaining the old, Benaras is giving a new direction to the country," he said.
Modi said that even when he is in Delhi, he tries to keep a tab on the status of projects that have been completed or are underway in Varanasi.
Addressing the gathering, the prime minister recalled the dedication of grand 'Viswanath Dham' and said the energy of Kashi is not only perennial, it also continues to take new dimensions.
He also greeted people on Gita Jayanti.
Paying tributes to Sadguru Sadafaldeo, Modi said, "I bow to his spiritual presence. I also express my gratitude to Shri Swatantradev Ji Maharaj and Shri Vigyandev Ji Maharaj, who are keeping this tradition alive.
"Our country is so wonderful that, whenever the time is unfavourable, some saint emerges here to change the current of time. It is India whose biggest hero of freedom is called Mahatma by the world," he said.
On Monday, Modi had dedicated the first phase of the Kashi Vishwanath Dham to the people after offering prayers at the ancient temple.
During his visit, Modi also participated in a meeting with BJP chief ministers and deputy chief ministers.
As per an official statement, free training for skill development will be provided to unemployed youths (in the age group of 18-35 years) having minimum qualification as matriculation passed under the RKVY scheme, an initiative of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
Candidates successfully completing the skill training will get certificates.
In Odisha, the skill development training will be provided at Carriage Repair Workshop at Mancheswar in Bhubaneswar and Electric Loco Shed at Angul. This apart, two other railway locations -Diesel Loco Shed Visakhapatnam and Electric Loco Shed Visakhapatnam- in Andhra Pradesh have been selected as training institutes.
"The training will be given on various trades like welding, electrician and fitter at these institutions with 20 slots at each location. The training will consist of 100 hours in three weeks and will continue till 2023 covering around 1200 candidates in Odisha, said Suratha Jani, Chief Electrical Engineer (Planning) East Coast Railway.
Addressing the skill training ceremony inauguration event at the aforementioned locations through a video link from New Delhi, Union Minister Vaishnaw said unemployed youths of this region can learn different skills and develop themselves for entrepreneurship or for jobs in different industries after getting skill development training from the training centres under the RKVYs.
If the Naveen-government thinks that by publishing big advertisements highlighting false achievements can enhance skills among the youths in the State then there's nothing to say, he added.
Refuting the allegations of Pradhan, BJD said that Pradhan's statements against the State government are politically-motivated.
"The Centre is forcefully trying to impose its programmes on the States which we are unable to accept. With political motive and competition in mind, the Central government is doing all this," alleged BJD spokesperson, Amar Satpathy.
Earlier today, Pradhan laid the foundation stone for the National Skill Training Institute at Barang. The institute is all set to come up at a whopping cost of Rs 160 crore and will have state-of-the-art facilities to impart skill development training to youths in Odisha.
Under the programme, persons (above 18) with criminal record who want to change will be provided training with assistance from Odisha Skill Development Authority.
"In the first batch, nearly 50 candidates have been selected for various types of skill trainings and will be provided employment in their respective fields under the Odisha Skill Development Mission," said Sambalpur SP, Sanjeev Arora.
Arora further informed that the initiative has been launched to prevent persons arrested for petty crimes from indulging in criminal activities further.
The initiative will be implemented across the district, Arora added.
While highlighting 10 major achievements of the government, Patnaik thanked four crore people of the State for the tremendous faith they have reposed on the BJD government and its commitment and capabilities of working towards an empowered Odisha.
Stressing that 3 Ts- transparency, team work and technology are the 'mantras' of success of his government, Patnaik urged the leaders of the party and officials to work hard every minute with 3 D's - Determination, Dedication and Devotion.
"Be it the land rights to slum dwellers or the rural road connectivity, Odisha government has been working towards all round development of the State," said Patnaik at a press conference after the meeting of Council of Ministers.
Patnaik informed that Odisha is leading State in the country in Skilled Development programme as 9 lakh youths have been imparted training against the target of 11 lakh.
Besides, four medical colleges have been set up from among the proposed nine, Special Tribal Development Councils come up in nine districts, 70 lakh women empowered through various self help groups and nearly 30 lakh women covered under the Mamata Yojana.
Odisha is fast becoming a major sports hub with several international events being hosted at Bhubaneswar, Patnaik added.
While the Odisha unit of BJP slammed the State government saying that it is using the Prime Minister’s name as CM Naveen is facing an image crisis, the ruling party in its defence said the saffron party is levelling false charges out of desperation.
As per BJP, the State government has received the award under DDU-GKY and the ruling-BJD is using Prime Minister's name to publicise the same; while under the actual Pradhan Mantri Kaushal Yojana, the State government has failed to achieve the targets.
In a presser, BJP spokesperson, Golak Mohapatra stated the Odisha government should clarify how many youths in the State have got jobs. “They are just doing false publicity,” he stated.
The State has failed to achieve the target to provide training to 37,000 unemployed youths under the Pradhan Mantri Kaushal Yojana as only 59 have been trained so far, Mohapatra elaborated.
Refuting the charges, Odisha Panchayati Raj Minister, Pradeep Maharathy said, unlike last year when the award was christened as Deen Dayal Award, the Prime Minister’s Office this year had announced that it would be the termed as PM’s award.
“They (BJP) are making such allegations out of desperation only,” Maharathy added.
Head-Partnership Development and State Alliance at NSDC, Jaikant Singh informed the Ministry of Skill Development and Entrepreneurship and Ministry of Rural Development plans to hold the programmes in 164 blocks of 30 districts. The objective is to create awareness among the youth on government skill development and livelihood initiatives available and to impart to them skills relevant to traditional jobs and market demands.
While Union Skill Development and Entrepreneurship Minister Dharmendra Pradhan will launch the programmes, Union Tribal Affairs Minister Jual Oram will participate in programmes in different blocks under Sundergarh district.
Pradhan, while addressing the concluding ceremony of the two-day 'Odisha Skills 2018' in Bhubaneswar on Monday, had said State government needs to work hard to ensure skill development of its youths and the Centre would provide complete cooperation for it.
The Union Minister informed that a total of Rs 5,000 crore will be spent in next two years for development of skills. He also alleged that while the Centre had given Rs 88 crore to the Odisha government to train 58,000 students in four years, the allocated fund remains unutilised.

Speaking to media persons at BJP headquarters here in presence of party’s state unit chief Basant Panda, Rudy said Centre is aware of the unemployment scenario in Odisha and it will be taking initiatives so that youths do not remain unemployed.
Congratulating the state BJP unit chief and party workers for good performance in the Panchayat polls, the union minister said he hopes that the party will do better in coming days.
“People of Odisha have started to decide that they would choose BJP in the upcoming 2019 general elections. I think people are starting to believe that they would walk hand in hand with Prime Minister Narendra Modi, party chief Amit Shah.

An official notification in this regard has been issued by the apex body for technical education recently.
“Engineering colleges can also offer government-approved certificate courses on Skill Development programmes which in turn will make the students employable. This will certainly lessen the gap between the demand and supply ratio of skilled students in several industries. I am glad that the Centre has amended the All India Council for Technical Education (AICTE) regulations to this effect,” AICTE chairman Anil Sahasrabudhe said.
He said this on the sidelines of attending the Regional Convention on Polytechnic Education in Eastern States here on Saturday.
“But the institutes will need to take prior approval from the AICTE for offering such programmes under the National Council for Vocational Training,” he pointed out.
The technical education regulator has notified the amendment in an official gazette recently with approval of the Human Resource Development (HRD) Ministry.
Dignitaries attending the event said, AICTE has already allowed nearly 500 polytechnics across the country to offer skill development certificate programmes from their campuses.
“The institutes must maintain the quality and standards of the approved programme that they currently conduct and the skill development courses they would be offering henceforth,” an official said.
Expressing concern over large scale vacant seats in technical institutes, the AICTE chairman said around 200 technical colleges seek approval for close down every year due to lack of students. “We are going to relax the infrastructure norms and guidelines required for approval like separate classrooms and laboratories for degree and diploma courses. Even institutes can run evening courses in the same building provided with adequate and qualified faculties.”
Addressing at the OTV CSR Conclave 2016 here, Bagchi stated, “Inclusion of marginalized sections of the society into the supply chain is more than any CSR activity.”
Citing the example of ITC who had lifted agarbatis from the SHGs located in Jatni, Kendrapara and nearby places and procurement of mangoes by the supply chain of Mother Dairy from Baripada, Bagchi said, “As part of CSR activity, integration is more impactful.”
Besides, Bagchi said companies or corporations must work in the direction of benefit of people at their own backyard.
“They should note that beneficiaries are far removed from them,” Bagchi stated.
Reviewing the performance of the Skill Development and Technical Education department at the State Secretariat here, he hoped that the newly created Odisha Skill Development Authority will usher in qualitative improvement in the skill development programmes of the state government
To fulfill the commitment made in the ruling party's election manifesto, Patnaik directed the department authorities to ensure skill development training to at least 150 youth including women in each panchayat.
He also asked the authorities to expedite the process of setting up of Industrial Training Institute (ITI) in 68 blocks, which don't have such institutes now, at the earliest.
Skill Development and Technical Education minister Sanjay Dasburma, principal secretary of the department, chief secretary and development commissioner were present at the review meeting.
“The State government has proposed a few projects to World Bank in higher education and skill development in handloom and handicraft sectors. These two projects were put up for the consideration of World Bank. We have urged them to take these two projects forward and finance them. Moreover, it will be better for Odisha if the World Bank can undertake more projects next year which are funded under concessional finance mechanism,” said chief secretary Aditya Padhi.
Notably, the World Bank is already assisting Odisha government in irrigation, healthcare, energy reforms and reconstruction of cyclone affected areas.
With this assistance, youths in the age group of 15-34 years will be given skill development training to make them competent to get better work and higher paying jobs, a government statement said.
The total cost of the project is $193 million with the Odisha government contributing $108 million, it added.
In addition, the Japanese government will provide technical aid for capacity building through the Japan Fund for Poverty Reduction.
The ADB would also provide $2 million as technical assistance for capacity building component of the project.
In the project, the Odisha Skill Development Authority and ITE Education Services, Singapore will cooperate in the establishment and operation of World Skills Centre (WSC) in Bhubaneswar.
Training programmes at WSC have been designed to cater to the requirement of the industry through experiential learning.
The WSC would also act as a hub for all the Spoke ITIs to train the youths, advising on the curriculum development and developing the infrastructure of the ITIs.
The project aims to significantly reduce unemployment and under-employment rates in Odisha by 2025, it said.
"The annual target of skilling in the state would be around 6 lakh youth under institutional and non-instructional modes. Under Utkarsh Bangla, 6 lakh candidates are to be trained in 2018-19," said state Technical Education and Training and Skill Development Minister Purnendu Basu said.
The scheme is implemented by Paschim Banga Society for Skill Development.
Basu also said the intake capacity in polytechnics has gone up to 38,045 in the current year while the same for ITIs went up to 71,379.
The pass out figure of vocational (10+2 level) was 25,000 and (8+ level) was around 1,27,000, he said while addressing a programme organised by Bengal Chamber of Commerce and Industry.
According to him, the department supervises 250 ITIs, 152 polytechnics, and 2,714 vocational training centres operating all over the state.
"We are producing approximately 6 lakh skilled manpower and so far training has been supply driven. Now we want to make a paradigm shift to make the training demand driven. We need to interact with industries and also need support from chambers to facilitate it all," said the department's Principal Secretary Roshni Sen.

COVID-19 Lockdown Blow: Unemployment rate in Odisha zooms to 4-yr high in March!
Their registration of name in employment exchange has remained valid, Technical Education and Skill Development Department Minister said while replying to a query of Loisingha MLA Mukesh Mahaling in the Assembly on Sunday.
The Minister said that the government had formed State Employment Mission in 2005-06 with an aim to develop the skills of unemployed youths and make them employable. Under the mission, the youths have been imparted training through various skill development programmes for self employment, the minister said.
The State government has further constituted Odisha Skill Development Authority in 2016-17 to expedite the skill development programmes. The State employment Mission has been merged with it on December 6, 2016, he added.
The Minister's reply came in response to MLA Mukesh Mahaling's question about the unemployment figures in State and the educational qualification of the jobless youths and skill mapping.
He also requested the Minister to provide a district wise data on unemployment with the list of long-term programmes carried out by the government to address the job loss situation. The BJP member also sought an answer from the government on the expenses made from the State exchequer to give employment to the educated youths.
The Opposition parties had earlier targeted the government on different occasions over acute unemployment issue and large scale migration of youths to outside of the State.
