While talking to reporters today, Pradhan termed the Statement made by the Minister of State (Home) in Odisha Assembly over the incident as ‘unfortunate’.
“The statement of the Minister of State has certainly hurt the sentiments of people. What were the investigators (of the case) doing in the last four months. What drove the deceased girl’s parents to attempt suicide in front of the Odisha Assembly,” asked Pradhan.
Pradhan raised serious question over the veracity of investigation carried out by the Odisha Police in the case so far.
The murder of the minor girl has now sparked massive public outrage following suicide bid by her parents in front of the Odisha Assembly on Tuesday.
The Union Minister further said, “If whatever has been reported by the media pertaining to the case are found to be true, it is certainly a matter of grave concern. The case should be probed thoroughly. Those involved in the heinous crime should be punished,” Pradhan added.
It is pertinent to mention here that the Odisha government on Wednesday admitted that the five-year-old Pari was in fact kidnapped and murdered.
Minister of State (Home), Dibya Shankar Mishra said on the floor of the house, “The victim’s father from Jadupur village in Nayagarh, had lodged a complaint after the girl went missing on July 14, 2020. A case was registered on the same day. With the help of VHF waves and sniffer dogs, on July 23, the skeletal remains of the victim stuffed in a bag were traced in the backyard of their house.”
The Minister finally admitted that circumstantial evidence pointed out that the minor girl was in fact kidnapped and murdered.
Following massive protests by Opposition parties, the Odisha government was forced to order a probe by CID, Crime Branch yesterday.
In Patnagarh, Bothra had the parcel box. But the uphill task for the SIT in Nayagrah is, it has to join the ‘bones of crime’ to draw a sketch of the body of the crime.
Because, law stipulates that the prosecution has to pass the ‘Corpus delecti’ test. And as a coroner, IGP Arun Bothra has to unearth the cause of death. Since it’s a missing body case, the SIT has to rely only on circumstantial evidences to nail the accused.
It’s piecing the circumstantial evidences together, which is exactly a challenging task for SIT. Because, in investigation what one lacks is time. With every passing hour, the evidences slip away. SIT reached the ground zero nearly 4-months after incident occurred on July 14 this year.
How Nayagarh Police Missed the Golden Hour?
In any kidnapping or missing case, the golden hour is the first 72 hours from the time of the filing of the compliant. This is considered the best time to collect leads. Moreover, as per NCRB analysis, in cases of child kidnapping/missing, the case record details show a high chance of a child victim getting killed within 3-48 hours. Taking this fact into account, the country’s Apex Court in its ruling on missing/kidnapped children case, had made it mandatory for the law enforcement agencies to register FIR and launch investigation immediately.
In the Pari murder case at Nayagarh, skeletal remains of the minor girl was discovered at the backyard of victim’s house nine days after she went missing. More so, the police had questioned as many as 9 persons during the 4-month period, but failed to make any arrest till date. The clear cut SOP laid down by the SC and the flip-flops by Nayagarh police together point at lackadaisical crime investigation by the Nayagarh police.
The Evidence:The suspect/s had successfully disposed of the body, which has given rise to further suspicion that footprints of many key clues could have also been made to disappear.
SIT Hands Tied Now?
In his maiden reaction, post visiting ground zero, a reticent Arun Bothra following his talks with the victim’s parents, told the media, “I can’t say anything now. Will speak to you only at an appropriate time.”
According to senior lawyer Nishikant Mahapatra, in Pari murder case, facts unambiguously point to a death that has occurred by a criminal act, and the bone remains can tell the date of death also.“ SIT has only to identify the actor behind the criminal act,” he says.
So how will the SIT proceed? Electronic footprints will be clincher in such cases, he explained. Bothra and his team need to zero in on the CDR (call detail records) of the suspects in the case. Besides, the SIT has to also note down the last sightings of the victim, persons having proximity to victim, relationship and contact list of the victim and her parents, and lastly, the electronic transaction details of the suspects.
Why Organ trade motive pops up?
As per senior lawyers, in such missing body cases, the body as a whole is dumped or disposed of to destroy evidence. In this sensitive case, discovery of bone-stuffed gunny bag hints at the destruction of the body not by burning, which then further hints at the possible use of chemicals to destroy the corpus. “The chemical clean-up act by the accused points to the larger motive behind destroying the body. They were not afraid of letting know the victim’s parent that Pari was killed, but did everything to destroy victim’s body. The fear of the body hints at possible motive of organ trade”, Mahapatra added.
Will SIT achieve any breakthrough?
Speaking exclusively to Odishatv.in, former DGP Bipin Behari Mishra said, “I am least hopeful in this case.” He further added that Nayagarh police had already wasted the golden hour. ”Now the SIT can collect circumstantial evidences from the last sightings (of the victim) and persons known to her,” he explained.
The Court also directed the State government to submit the updated status report of the investigation into the case. The court has scheduled the next hearing on the petition on December 16.
The High Court’s direction came in response to a PIL filed by the Bharatiya Bikash Parishad, which sought protection for Pari's family on account of the alleged involvement of some politicians and local strongmen in the murder of the girl. The PIL also sought a CBI probe into the case and Rs 25 lakh compensation to the family of the minor girl.
The Odisha government and the Nayagarh district administration have been parties in the petition.
The alleged abduction and murder of the little girl has sparked massive public outrage across the state with the Opposition parties accusing Minister Arun Sahoo of shielding the accused.
The BJP has been demanding Sahoo’s expulsion from the Cabinet, alleging his role in the heinous crime. The saffron party alleged that the prime accused Babuli Nayak happens to be a close associate of the Minister. The BJP has also demanded a CBI probe into the case.
Matters took a dramatic turn after the parents of the deceased girl attempted to immolate themselves in front of the Odisha Assembly during the winter session to draw attention of the government. They had directly accused the Minister of protecting the main culprit.
On July 14, Pari was allegedly abducted when she was playing outside her residence at Jadupur village in Nayagarh. Though her parents ran from pillar to post seeking help of local police and administration to trace her, their desperate pleas were repeatedly ignored.
Exactly ten days later, the minor girls’ bones and body chopped in parts, stashed in a sack, were traced to the backyard of her house.
Briefing a presser, Sarangi said that the State government has no moral right to remain in power as it utterly failed to make a major breakthrough in the investigation into the brutal murder of the little girl.
He said that his party will take its fight to the grassroots level until the family gets justice. “We will take to the streets if needed,” he said.
Appreciating the local sarpanch of Pari's village- Soumya Ranjan, the Union Minister said that the young and dynamic leader needs to come forward in such cases. Sarangi also hailed the sarpanch for exposing the BJD Leader and Minister Arun Sahoo in the case.
The Union Minister asked "If Minister Arun Sahoo was not involved in the case, why he was threatening the sarpanch and influencing others. Allegations of Sahoo's involvement in many other cases have also surfaced in different occasions. Still, he is roaming scot-free as the government didn't bring him under the purview of investigation."
He was not even questioned by police once in the case even after the parents of Pari have directly accused him of giving shelter to the prime accused in the barbaric crime.
Sarangi also hit out at Congress for remaining soft on such a sensitive issue.
"Congress is looking for power and political favour but not justice for Pari. The party lent a hand to the BJD in this matter," the Union Minister alleged.
He raised suspicion over the SIT probe as the agency comes under the same government whose minister is allegedly involved. So, the entire case should be investigated by a transparent central agency like CBI, he added.
Summon have been issued based on complaints that alleged the involvement of a 'human organ trafficking' syndicate behind the ghastly murder.
The chairperson of NCPCR, Priyank Kanungo informed the development through a tweet.

"The Commission in pursuance of its functions and powers u/s 13 and 14 of the CPCR Act,2005 is compelled to issue this summon for you to appear before the Commission through video conferencing on 9th December 2020 at 12 noon on Wednesday," the Commission mentioned in a statement.
They have also been directed to present the detailed Action Taken Report (ATR) comprising action taken in the matter, copy of FIR and other relevant documents.
The NCPCR had earlier issued a notice to the Odisha Chief Secretary seeking a report on the status of the investigation into the abduction and murder of the little girl in July this year.
On Monday, The Commission had registered a suo motu case after taking cognizance of the reports published in Odishatv.in pertaining to the murder and alleged involvement of powerful politicians in shielding the perpetrators.
Earlier, BJP national spokesperson Sambit Patra, who had submitted a memorandum to the Commission in this regard, has expressed gratitude to the Commission for issuing summon to the Collector and SP. Through his memorandum, he had urged to constitute a special panel to probe the heinous crime and the allegations of organ trafficking racket.
Patra had also slammed Odisha Agriculture Minister Arun Sahoo for his alleged role in the entire episode after an audio-tape conversation went viral.
Sahoo is now in the eye of storm after parents of the victim attempted suicide near the Assembly building last week, accusing the minister of shielding the prime accused- Babuli Nayak.
The minor girl went missing on July 14 last while she was playing near her home. Ten days after, the skeletal remains of the girl stuffed in a gunny bag were traced to the backyard of her house.
The couple—Ashok Sahoo and Soudamini—from Jadupr village in Nayagarh district is languishing under abject poverty as their only source of income, an autorickshaw, has remained off the road for several days now. They said that they can’t even afford to repair the three-wheeler after miscreants broke it. Left with no options, they plan to sell off whatever has been left in the stationary junk.
“They damaged my auto which is my only source of income. I am unable to repair it as I have no money left with me. Earlier, I sold my cattle to run the household. Now, I am planning to sell my vehicle so with that money I can foot the expenses for some more days,” a hapless Ashok told OTV.
“My ‘Pari’ was like ‘Maa Laksmi’ for the family. Poverty entered the family ever since she was kidnapped and murdered,” said Ashok who now lives at his in-laws place, along with his wife, as the fear of an attack by the suspects continue to haunt the couple. “I am completely dependent on my in-laws for survival. God is my only saviour,” Sahu said while appealing to the government to provide some succour.
However, poverty and hunger has not shaken Ashok from demanding justice for his daughter.
“Killer ‘Babuli Nayak’ deserves nothing less than death. His protector (Minister) Arun Sahoo should be given exemplary punishment so that no one would dare misuse power and authority to unleash tyranny on the masses,” he added.
It is worth mentioning here that Pari’s parents had long identified Babuli Nayak, a local BJD strongman, as the person who is responsible for the disappearance and killing of Pari, while Arun Sahoo allegedly shielded Nayak from police action.
Ashok’s wife Soudamini said “we have become a burden on my father. We have been staying with him for the last few days. With no other option left, we want to sell our auto rickshaw.”
Ashok and Soudamini grabbed headlines after they attempted suicide in front of the Odisha Assembly to draw government attention over the alleged denial of justice to ‘Pari’.
The incident triggered furore across the state forcing the Government to constitute a Special Investigation Team (SIT) to investigate the case.
However, Pari’s parents have raised doubt over the outcome of SIT investigation as Minister Arun Sahoo, considered to be an influential figure in the power corridors, is allegedly involved in the heinous crime. They have reiterated their demand for CBI investigation into the case.
The members of BJP Mahila Morcha led by President Smruti Patnaik have tried to barge into the office of the SCPCR and sought information from the chairperson about the missing children in Odisha. However, the chairperson has failed to provide any information regarding the cases.
"We met the SCPCR chairperson and sought the data relating to the missing children in State. But, she failed to provide us any information. Her visit to Nayagarh is an attempt to shield Minister Arun Sahoo who is allegedly involved in Pari murder case. There is nothing more shame than the chairperson terming ‘Pari’ murder as an act of human sacrifice," said Smruti Patnaik .
Similarly, the members of the Congress party also staged demonstration out side the office of SCPCR, demanding justice to the families who have lost their children.
"The SCPCR is acting a puppet in the hands of Government. Children go missing one after another and the government has turned mute. The SCPCR has not opened up on such sensitive issues. When we take to the street for the plight of children, they (government) criticised us saying that we are politicising the issue. It is shame," Congress leader Bijaylaxmi Sahoo said.
Former MP and senior Congress leader Pradeep Majhi also questioned the government inaction over child missing cases. "Every family in the State is now in a state of shock following series of child missing incidents. They are afraid of allowing their children to go outside. What the government and police are doing? What is the role of SCPCR in the protection of children? Majhi asked.
Alleging Odisha Agriculture Minister Arun Sahoo's role in the murder case, she alleged that order for an SIT probe is an attempt to suppress the sensitive case
"We are demanding resignation of State Minister Arun Sahoo. We also appealed to the Chief Minister Naveen Patnaik to remove him from the ministry. We demand a CBI inquiry into the murder of 'Pari'. The State unit of the party is organising a 'Padayatra', covering the entire State to seek justice for 'Pari'," said BJP's Mahila Morcha national president.
Even as the parents of the victim directly accused Minister Arun Sahoo of shielding the killer, the Chief Minister is yet to act promptly on him.
Notably, the top BJP leader has arrived in Bhubaneswar to take part in the BJP's Padayatra from Sunday.
The party will kick off a five-day long rally starting tomorrow (December 20) demanding justice for Nayagarh girl Pari who was allegedly abducted and murdered in July this year.
The padayatra will be taken out from Lingaraj temple in Bhubaneswar. The party leaders and activists will reach Jadupur, the native village of the five-year-old girl, via Janla, Sarua, Pichukuli and Itamati. Later, a public meeting will be organised in Jadupur
Several central leaders of the party will take part in the rally which will continue till December 24, informed State party spokesperson Jatin Mohanty on Saturday.
Through a press release, the SIT confirmed that the arrestee is a resident of Jadupur in Nayagarh district, which is the native village of the minor girl who was allegedly kidnapped and murdered in July this year.
The accused, whose name is yet to be revealed, will be produced before a POCSO court in Nayagarh on Monday, the release stated.
The investigating team has booked the accused under sections 376-A, 376AB, 364, 302,201 of IPC read with section 6 of POCSO Act.
It is worth mentioning that the SIT had whisked away a man named Saroj Sethy of same village and his relatives two days before he accused the SIT chief Arun Bothra of offering him of Rs 5 lakh to take the blame of murdering the minor girl. Sethy claimed that he is being falsely implicated in the case even without his involvement in the incident.
