As per the OPSC statement, “A total of 1104 candidates qualified in the written examination which is approximately 1.5 times of the advertised vacancy. The Commission, while preparing the provisional list of candidates for document verification and skill test, followed the provision stipulated in the advertisement which states that the Commission shall be competent to fix up the qualifying marks in any or all the subjects of the examination.”

As per OPSC, the minimum qualifying marks has been fixed for different category of candidates for each paper. Similarly, the answerkeys were validated by an Expert Committee with due regards to the objections/ suggestions given by the candidates immediately after the examination on the basis of which the final evaluation was made. The wrong and ambiguous answers are pro-rated as per the policy of the Commission.
“The allegations by certain candidates in the mainstream and social media that candidates who were absent have been selected are baseless and false,” the OPSC statement read. OPSC further stated that it releases the answer keys, cut-off marks and individual candidate’s marks in the website after the publication of the final result which will followed in case of ASO recruitment.
“OPSC follows a fair and transparent policy in the selection of candidates. This is being followed in letter and spirit in all examinations including A.S.O recruitment. Merit is the only criteria for selection and the Commission strongly condemns any attempt to malign its fairness and merit-based selection criteria,” the statement added.
It is pertinent to mention here that the written examination for Assistant Section Officer (ASO) was conducted in three sittings on August 27, 2022. 1,48,888 candidates appeared in the examination as against the 796 advertised vacancies.
They also alleged that the valuation of ASO examinations is erroneous.
The agitating aspirants complained that many with less marks are selected whereas those with more marks are rejected.
“I want to share my own experience. I secured 272.5 and my friend got 236. Her name has been on the merit list whereas mine is missing. I want to ask the respected chairman of the OPSC on what basis my friend who secured less mark than me has been selected and I have been rejected,” complained Sangeeta Senapati, an aspirant.
Another aspirant Rajat Mishra rued, “Odisha Public Service Commission (OPSC) is a constitutional body. Despite being a constitutional body, there are several allegations against it. There are errors in question papers and answer keys. Whenever we report the errors, the authorities say nothing can be done now citing delay as the reason. Now aspirants are complaining that their names haven’t shown in the merit list whereas those having less marks than them have been selected.”
Over 300 aspirants took part in the protest demonstration staged in front of the OPSC office, holding placards against the commission. On the other hand, the Commission issued a clarification and said allegations is baseless.
Several candidates have been accused of malpractice as they were either caught cheating or were found using unfair means during the written exam held for recruitment to the post of ASO.
As per official notification of the OPSC released on November 1, 2022, the candidature of 11 candidates has been rejected on several grounds. OPSC in the notification mentioned the roll number of the rejected candidates along with the ground of rejection. It said nine candidates have been rejected for possession of mobile phones or Bluetooth devices during conduct of ASO written examination held on August 27, 2022. The roll number of these students as declared by the Commission is as follows: 631615, 654610, 202501, 202189, 311552, 619996, 620278, 686459, 609431.
Similarly, two candidates with roll numbers 503961 and 690565, respectively, have been rejected on the ground that they tore the OMR answer booklet during the written exam on the same day.
Notably, OPSC had conducted the ASO examination on August 27 to fill up 796 Group-B posts in the Odisha Secretariat Service. As far as results are concerned, OPSC Chairman Satyajit Mohanty had hinted that the written results of ASO exam will most likely be published by the first week of November, and the final results would be out by month end.
The prospective candidates can apply online on the official OPSC website from November 7 for recruitment to six posts of public prosecutor.
As per the OPSC advertisement, the pay scale for the post is Rs 67,700- 2,08,700 in level 13 of the pay matrix under ORSP rules, 2017 with usual dearness allowance as may be sanctioned by the government of Odisha from time to time.

The written examination will be held at Cuttack. It may also be held at Bhubaneswar, Balasore, Berhampur, Sambalpur depending on the number of candidates from the respective zones.

As per the OPSC advertisement, the written examination to the Odisha Education Service Officers will be held on November 26 and November 27, 2022.

Other Details: The written examination shall be objective type (OMR based) for subjects in General Knowledge and Education and subjective type for General English without any change to syllabus. There shall be negative marking for wrong answers in objective type OMR based test for two subjects- General Knowledge and Education.
As per OPSC, for each wrong answer 0.25 marks shall be deducted from the marks awarded for correct answers.
The preliminary examination will be held on October 16, 2022 (Sunday) in five zones i.e. Balasore, Berhampur, Bhubaneswar, Cuttack and Sambalpur.

While the commission has not made any official announcement yet regarding the declaration of the result, aspirants who appeared in the recruitment examination are eagerly waiting for the result.
The annual recruitment calendar of OPSC for 2022-23 says the skill test for the qualified candidates will be conducted and result will be published in the month of November.
Meanwhile, some aspirants have urged the OPSC to implement sectional qualifying marks in each subject while preparing merit list of the recruitment examination.
The sectional cutoff is the minimum score that candidates must obtain in respective sections of the paper whereas the overall cutoff is the minimum aggregate marks that candidates have to score in the exam.

One of the important revisions approved by the State Cabinet is the single optional paper choice for candidates. Earlier aspirants used to select optional papers but with the amendment to Odisha Civil Services (Combined Competitive Recruitment Examination) Rules, 1991, now candidates will have to appear examination of a single optional paper.
This apart, the total marks in the OCS examination has also been rationalised. Henceforth, candidates will have to appear for total 2000 marks instead of 2250 marks earlier.
The decision has been taken in order to empower Odia candidates to better prepare for OCS as well as the national level UPSC IAS and IPS examinations, Chief Secretary Suresh Mohapatra said.
Another change which has been promulgated is the English Essay section. Now candidates will have the option to write the essay either in English or Odia medium.
In another major amendment, the Cabinet has hiked the number of attempts for appearance of candidates in the exam. While earlier, unreserved category aspirants were allowed to appear the exam a maximum of 4 times, the same has now been raised to six attempts.
Similarly, SC/ST candidates can appear any number of times, SEBC can make a total of nine attempts in the state civil services exam as per the revised structure.
The Odisha Cabinet has also approved the Framing of Odisha Civil Services Method of Examination in Odia Medium Rules 2022.
Explaining the decision, Chief Secretary Suresh Mohapatra said normally question papers during examinations to state and district cadre posts are prepared in English and Odia but candidates often appear the test and interview in English language. But now with the amendment, candidates can appear such examinations in Odia and opt for English language if they desire.
The move will inspire aspirants from vernacular medium like Odia to excel in the civil services exam, said the Chief Secretary.
"The Commission has decided to conduct the Odisha Civil Services (Preliminary) Examination-2021 on 16.10.2022 (Sunday) in five zones i.e. Balasore, Berhampur, Bhubaneswar, Cuttack & Sambalpur...," read the official notice.

The Commission further informed, "All persons with disability (candidates) will be given 40 minutes extra in each sitting i.e. from 10.00 A.M. to 12.40 P.M. & 1.30 P.M. to 4.10 P.M. Admission Certificate and Instructions to candidates of the concerned eligible candidate will be available in the website of OPSC later."
The candidates are required to visit the website of the Commission to download their 'Admission Certificate' and 'Instructions to Candidates'.
It is worth mentioning that applications of as many as 7039 aspirants who had applied for the Odisha Civil Services (OCS), 2021 examination were earlier rejected by the Odisha Public Service Commission on several grounds.
The Commission had published the notification for the Odisha Civil Services Examination-2021 on December 31, 2021 to fill up 405 posts and services coming under Odisha Civil Services (Group A and Group B). The vacancy was later increased to 433.
On the other hand, reports were there that the Commission was struggling to find examiners and it had led to the delay in declaration of the OCS exam results. A letter from the OPSC to the State Higher Education Department has revealed the same.
"OPSC is experiencing difficulties for timely evaluation of descriptive papers in Odisha Civil Services and OJS examination etc. due to non-availability of examiners in the rank of Professors and Associate Professors," the letter read.
OPSC Chairman Satyajit Mohanty informed the same after concerns were raised regarding the possible clash of the OCS-2022 interview with the UPSC Mains exam.

The OPSC declared the results of the OCS-2020 (Main) written test on Friday. A total of 785 candidates including 287 women have qualified in the exam. The list of roll numbers of qualified aspirants is available on the website of the Commission- http://opsc.gov.in.
The Commission also announced to conduct the Document Verification and Personality Test of candidates provisionally qualified in the written exam from 19.09.2022 onwards in the office of the Commission at 19, Dr. P.K. Parija Road, Cuttack.

Recently it came to the fore that the Odisha Civil Services (OCS) and the Odisha Judicial Services (OJS) results are getting delayed due to the unavailability of examiners to evaluate descriptive papers of the exams.
The Odisha Public Service Commission (OPSC), in a letter to the State Higher Education Department, said that it is unable to find suitable professors and associate professors for the evaluation of the papers. The Commission also urged the department to submit the list of serving faculties of government colleges and universities whose services can be spared for evaluation.
The Commission is reportedly struggling to find examiners and this had led to the delay in declaration of the OCS and OJS exam results. As per reports, efforts are on to find suitable professors and associate professors for the job.
A recent letter from the OPSC to the State Higher Education Department has revealed the same. "OPSC is experiencing difficulties for timely evaluation of descriptive papers in Odisha Civil Services and OJS examination etc. due to non-availability of examiners in the rank of Professors and Associate Professors," the letter read.
Stating that the non-availability has led to delay in finalisation and declaration of results, the Commission has requested the department to submit the list of serving faculties of government colleges/universities in some disciplines (as enclosed in the letter) whose services can be spared for a period of 10 working days for evaluation on rotation basis.
Subsequently, the department has written to the Registrars of the State public universities to furnish the list of professors and associate professors immediately for further course of action.
On the other hand, the OCS and OJS aspirants, who had appeared for the Mains exams in January this year, are eagerly waiting for the announcement of the results.
"When an exam is not conducted as per the calendar, it pushes candidates into an uncertainty. It is affecting our preparation plans entirely. Timely conduct and declaration of results are in the interest of all candidates," said an OCS aspirant.
Another aspirant said, "One preparing for the OCS exam faces several difficulties in writing another exam as the syllabus is completely different. So, delay mars aspirants' chances to appear for other exams."
The OCS Mains result, which is being awaited now, is of 2020. Prelims of the same was conducted in 2021 and the Mains in 2022. But the results are yet to be declared. As per the calendar, the result was to be declared in August and the interview was set to be held in September. The delay has made the aspirants anxious, said an educationist.
Educationists also opined that OPSC can rope in eligible examiners from outside the state if there is dearth in Odisha. They also believe that the Commission is currently marred with tremendous work pressure and corruption.
The Commission had earlier said that the Admission Certificate downloaded earlier from the OPSC website for the ASO written examination scheduled to be held on August 21 is also valid for the rescheduled ASO written examination on August 27.
As many as 139 educational institutions in Khordha district will remain closed today in view of the scheduled ASO exam. All these institutions have been designated as the ASO exam centre.
Meanwhile, ahead of the exam, here are 20 important instructions that the aspirants must go through before appearing for the ASO exam on Saturday. The candidates must study carefully the following instructions and observe the same meticulously without fail.
Important Instructions
(1) Candidates are advised to bring his/ her Admission Certificate (AC) to the examination hall/ room to secure admission. They must read the instructions printed on the admission certificate.
(2) The candidate must also bring his/her Identity proof in original (i.e., Voter Identity Card/ Driving License/ PAN Card/ Adhaar Card/ E-Adhaar Printout/ Passport/ Identity Card of Educational Institution) and its photocopy. On the copy of Identity proof the candidates should write his/her Roll No. on the top and put his /her full signature and date at the bottom.
(3) The candidate is required to put his/her full signature in the attendance sheet in presence of the concerned Invigilator. Such signature of the candidate should tally with his/ her signature already submitted earlier in his/ her application.
(4) The candidate is advised to bring his/her own ball point pen containing blue or black ink. (v)The candidate must handover the admission certificate and copy of Identity Proof to the Invigilator after completion of the examination.
(5) Any kind of digital and manual wrist watches shall not be allowed since there will be wall-clock Installed in every room of examination Centre.
(6) No SCRIBE shall be allowed to PwD candidates since the candidates are to write the answer in their own hand.
(7) The candidates are required to occupy their seats in the Examination Hall at least 30 minutes prior to commencement of the examination and 15 minutes prior to each sitting they should get seated against their allotted roll numbers. No candidate shall be admitted into the Examination Hall after the scheduled time of commencement of the examination under any circumstances.
(8) Electronic or any other type of calculators, cellular/mobile phones, pagers, pen-drive or any other electronic equipment or device or any other equipment capable of being used as a communication device are not allowed inside the premises where the examination is being conducted. Any infringement of the above instruction shall entail disciplinary action including ban/ expulsion from the present and future examinations.
(9) The candidate must not write anything on his/her admission certificate.
(10) The candidate should carefully read and follow the instructions printed on the cover of the Test Booklet/ Question Booklet and on the Answer Sheet, which will be provided to him/ her in the examination hall.
(11) As soon as the candidate receives the Answer Sheet, he/ she should check that it is numbered. If it is found un-numbered, he/she should at once get it replaced by a numbered one.
(12) The candidate should write clearly his/ her Roll No. in Ball Point Pen, and darken the Roll No. in Ball Point Pen at the appropriate spaces provided for the purpose on the Answer Sheet. In case any corrections/ changes are required by the candidate as well as by the Invigilator it must be countersigned by the Centre Supervisor.
(13) The candidate should write in Ball Point Pen the name of Service/ Examination, Date of Examination, Subject/ Paper, name of Centre etc. at the appropriate spaces provided for the purpose on the Answer Sheet.
(14) The candidate is required to make entries for serial numbers of Answer Sheet and Test Booklet/Question Booklet and Series No. of Test Booklet/Question Booklet issued to him/her in the Attendance Sheet in each sitting against his/her name and Roll Number. Any change in the above particulars owing to replacement of defective Test Booklet/Question Booklet / Answer Sheet should be reflected correctly by the candidates.
(15) The candidate is also required to put his/her full signature in Ball Point Pen and to put his/her Left Thumb Impression in stamp pad ink at the appropriate spaces provided in the Attendance Sheet.
(16) The Answer Sheet contains 200 slots having 4 (Four) ovals each. However, depending upon the no. of questions in the Test Booklet, the candidates have to darken the required no of spaces and others may be left blank. For example, if Test Booklet contains only 100 questions, the candidates will darken the answers within 1-100 and if it contains 80 questions, then within 1-80.
(17) Immediately after the commencement of the examination, the candidate should check that the Test Booklet/Question Booklet supplied to him/her does not have any unprinted or torn or missing pages or items etc. If so, he/she should bring it to the notice of the Invigilator and get it replaced by a complete Test Booklet/Question Booklet of the same series.
(18) The candidate must not write on the Answer Sheet, his/her name or anything else except the specific items of information asked for. He/she must not put any distinguished marks/signature/initial on the Answer Sheet. If he/she does so, he/she will be debarred from the present recruitment and future recruitment as may be decided by the O.P.S.C.
(19) Smoking or taking tea etc in the examination hall/room is strictly prohibited. Match Box or Cigarette lighter is not allowed in the examination hall/room. If a candidate fails to do so or indulges any disorderly or improper conduct, he/she will render himself/herself liable for expulsion from the present and/or future examinations and/or such other punishment as the Commission may deem fit to impose.
(20) Any misconduct on the part of candidate during the examination will be seriously viewed by the Commission and his/her candidature will be liable for rejection.
Besides, all candidates should wear Masks and maintain Covid protocol. A candidate must note that his/ her admission to the examination is strictly provisional. In the event of any information furnished by the candidate being found false or incorrect or ineligibility being detected at any stage after admission of the candidate to the examination, his/her candidature shall be rejected.
Meanwhile, candidates must abide by the instructions of the OPSC for the ASO exam and other such instructions as may be given by the Invigilator during the examination. Moreover, candidates should regularly visit the official website of OPSC for the latest updates.
"It is for information of all concerned that the Examination Centres allocated earlier for ASO written examination scheduled to be held on 21.08.2022 will remain unchanged for the ASO written examination rescheduled to be held on 27 08.2022 (Saturday)," the OPSC said.
The Commission further said that the Admission Certificate downloaded earlier from the OPSC website for the ASO written examination scheduled to be held on August 21 is also valid for the rescheduled ASO written examination on August 27.
The candidates need not download Admission Certificate afresh, it added.
On the other hand, a total of 139 educational institutions in Khordha district will remain closed on August 27 in view of the scheduled ASO exam. All these institutions have been designated as ASO exam centre.
Earlier, OPSC had postponed the ASO examination due to the prevailing flood situation in the State. The exam was then rescheduled on August 27, 2022 (Saturday).
A total of 796 (265 women) Group-B posts in the Odisha Secretariat Service will be filled through the recruitment drive.
The ASO will draw a monthly salary in the scale of pay of Rs 35,400 in Level 9, Cell 1 as per the Pay Matrix provided under Rule- 3 of ORSP Rules, 2017 with usual Dearness and other Allowances.
In its latest notification, OPSC announced for the postponement of the ASO written exam in view of the dislocation caused by the severe flood in Odisha.
“In view of the dislocation caused by the severe flood in state, the ASO written examination is hereby postponed until further order,” the OPSC notification read.
OPSC further said that the rescheduled date and time will be notified shortly.
Earlier, hundreds of job aspirants sought intervention of the Odisha government and OPSC demanding postponement of the Assistant Section Officer (ASO) examination. Several candidates from the flood-hit districts took to Twitter and demanded for rescheduling the examination owing to inundation caused due to the flood situation in the state.
Apart from the flood, many other aspirants had demanded to reschedule the ASO examination citing that the SSC CGL tier-3 examination is scheduled the same day, August 21. Besides, RRB PO and Railway Group D examinations will also be held on the same date.
The ASO written examination is to be conducted for 796 posts. OPSC had earlier announced that any kind of digital and manual wrist watches will not be allowed inside the examination.
Chairing a high-level meeting on recruitment to vacant posts of various grades under different cadres of the State government, Chief Secretary SC Mahapatra has directed the departments to expedite the process for regular posting in vacant positions.
"Government recruiting bodies like OPSC, OSSC, OSSSC, OPRB were advised to expedite the process of examination and selection. They were also requested to quickly recommend the list of candidates already selected for appointment by respective departments," tweeted the State I&PR Department.
In the post-covid scenario, the State government has waived application and exam fees for different posts and services. The upper age limit for entry into government service has also been enhanced from 32 to 38 years for the advertisements already made/to be made during three calendar years.

- OPSC has initiated the process for recruitment of another 5893 officers of Group A and B (pay level 10 and above), and OSSC started the process for recruitment of 2376 Group-B (level 9) and Group-C officers of State cadre.

- Mostly, a good number of JEs, Stenographers, Sls of Excise, DEOs, Block Social Security Officers, Auditors, Rls, ARIs, Amins, Forest Guards, Excise Constables, Nursing Officers, and LI Inspectors would be recruited.
Besides, officers in OCSC, Assistant Professors for medical colleges, Assistant Agriculture Officers, PG Teachers, Geologists, and Assistant Professor of government colleges would also be recruited soon, the department tweeted.
The commission will fill up 27 posts under the recruitment drive.

In its latest notice, OPSC said, “It is for information of all concerned that, the Commission has decided to conduct the OCS Preliminary examination, 2021, pursuant to Advt No 25 of 2021-22, tentatively on October 16, 2022.”
OPSC further informed that the details of the programme of the said examination shall be notified later. “The candidates are advised to visit the website of the Commission for further information,” the OPSC notice added.

It is pertinent to mention here that the Odisha Public Service Commission (OPSC) recently rejected applications of as many as 7039 Odisha Civil Services aspirants. Sources said that applications of most of the candidates were rejected on the ground of not furnishing address, qualification and physical measurement details.
Besides, many candidates also failed to pay examination fee and uploaded their photographs while filling up the online application form which led to their rejection.
The OPSC had published the notification for the Odisha Civil Services Examination-2021 on December 31, 2021 to fill up 405 posts and services coming under Odisha Civil Services (Group A and Group B). The vacancy was increased to 433 later. Online applications were invited from interested candidates from January 10, 2022 to February 18, 2022.
Candidates set to appear for the test can download the admit card from the official website of OPSC at www.opsc.gov.in.
The OPSC AAO Written Examination will be held on July 10 in two shifts – Paper I from 10.00 AM to 12 noon and Paper II 2.00 PM to 4.00 PM.
PWD candidates will be allowed extra 40 minutes of exam time, the Commission said in a notification.
The test will be conducted at Indira Gandhi Women’s College, Shelter Chhak, Cuttack.

As per the notice, the written examination will be conducted on July 10 at Indira Gandhi Women’s College, Shelter chhak in Cuttack.
As per the schedule, the exam for paper 1 will be held in the first session from 10 am to 12 noon and for the PwD candidates, the exam will be over at 12:40 pm. The second session sitting from start from 2 pm and continue till 4 pm. The exam timing for PwD candidates is from 2 pm to 4:40 pm.
The candidates can download their admission certificate and instructions from the OPSC website from July 4.
In another notice, the OPSC has also released examination schedule for the recruitment to the post of Assistant Section Officer.
The examination will be held on August 21 at different educational institutions of 30 districts and 3 sub-divisions in the State. The paper 1 (General Awareness) will be held from 9 am to 10:30 am. The timing for second sitting (test of reasoning and mental ability and mathematics) is 11:30 am to 1 pm.
The timing for the PwD candidates is from 9 am to 11 am and 11:30 am to 1:30 pm, respectively.
As per the notice, the third sitting paper III (language-Odia, English) will be held from 2:30 pm to 4:30 pm.
The OPSC on Friday called off the programme of interview for the post of Assistant Professor Physics which was scheduled to commence from 04.06.2022 as notified earlier. Similarly, the Commission has also cancelled the document verification for the post of Assistant Professor Commerce. The programme was slated to begin from 06.06.2022.
This apart, the OPSC is also said to have put on hold the results of the English Assistant Professor exam.
As per UGC rules, the academic staff in universities are recruited by selection panel of the varsity concerned, however under the amended guidelines, OPSC has earned such recruitment power.
In light of the matter, the UGC filed a special leave petition citing violation of its regulations, 2018 in the Supreme Court, especially in the selection of faculty members and vice-chancellors.
The apex court on May 20 stayed the operation of impugned judgment for a period of three months. However, the OPSC and State Higher Education Department violated the SC rule and undertook recruitment to the post of teacher.
As per the latest notification issued by the Commission, 19 candidates have been called for verification of original documents which will be held in the office of the Commission at 19, Dr P K Parija Road in Cuttack on 17 May 2022, the notification read.
Candidates are required to submit the following documents at the time of verification:
1. The hard copies of online application forms indicating their PPSAN at the top right hand corner.
2. Five passport size photographs.
3. Self-attested photocopies of all relevant certificates and such other documents with originals as per Pam-9 of the advertisement.
4. Duly filled in & attested "Attestation Form" and duly filled in "Bio-data Form", (downloaded from the website of the Commission).
5. One set of Xerox copies of Published Research Papers.
Candidate (s) shall be allowed to face the interview subject to fulfillment of their eligibility criterion in all respect after completion of verification of documents. It is also made clear that the candidature of these candidates for the recruitment is purely provisional. The candidature is liable for rejection in the event of inadequacy/ deficiency found at any stage during or after the selection process and is subject to fulfillment of the terms and conditions laid down in the advertisement, the notice mentioned.

As per the result of the Odisha Judicial Service (OJS) examination 2021 published by the OPSC, 864 candidates including 469 women have cleared the preliminary examination and they have been provisionally selected for the main examination. The preliminary written examination was conducted on March 27, 2022.
The Commission's statement came in the backdrop of candidates seeking a postponement of the examination owing to the present Covid-19 situation in the State.
As per the schedule, the OCS examination 2020 will start from January 20 to February 6, 2022 (except on January 26 & February 5, 2022).
Apart from the OCS exam, the OPSC has also released guidelines for the smooth conduct of the Assistant Surgeon Examination which will be held on January 23, 2022.
In its latest notification, OPSC has released the following guidelines:
- Wearing face Mask (N95) is mandatory for all candidates. Candidates without mask will not be allowed to enter the venue.
-Candidates will have to remove their masks for verification, whenever required by the examination functionaries.
-Candidates may carry his/her hand sanitizer (small size) in a transparent bottle. However, provisions have been made for sanitization of hands at each examination hall.
-Candidates must follow Covid-19 norms of social distancing as well as personal hygiene inside the examination hall as well as in the premises of the venue.
-The sitting arrangements have been made accordingly keeping in view the social distancing norms.
-In case a candidate develops Covid symptoms, he/she shall bring it to the notice of the Invigilator immediately. Isolation-cum-Examination hall has been arranged for such candidates.
The Commission through a press release today informed that the exam will be conducted amid the Covid-19 pandemic.
So, the Main examination will now be conducted as per the earlier schedule from January 20, 2022 to February 6, 2022 (except on January 26 & February 5, 2022). The Assistant Surgeon examination will be held on January 23.
Several candidates had earlier demanded postponement of the exam in view of the increase in Covid-19 cases in the State. They had also sought the intervention of Chief Minister Naveen Patnaik to postpone the exam till the situation improves.
In a letter, the candidates had expressed apprehension that some of them may miss the scheduled Main exam due to the prevailing Covid pandemic.
Meanwhile, the Commission has advised candidates to wear N95 masks while coming to the exam centre and said that seperate room facility will be there for candidates having any Covid-19 symptoms.
Citing the relentless uptrend of Covid-19 case graph in the State, the agitating students urged the OPSC Chairman to consider the health of the candidates before the conduct of examinations. Many alleged that hundreds of OAS aspirants are down with infection so it is imperative that the Commission should put the examination on hold for now and conduct it only after the peak of ongoing third wave of the pandemic.
As per the schedule, the OAS Mains examination will be held from January 20 till February 8. Around 5,000 candidates are eligible to sit for the examination.
If the examination is not deferred and a notification with regard to the deferrment is not announced soon, the protest over the same would intensify in the coming days, warned the agitating students.
“Dozens of candidates, who are down with Covid-19 infection, have already dispatched their health status reports for the knowledge of the OPSC through micro-blogging site Twitter and mail. Our primary concern is that if the exam continues for 20 days and a candidate gets infected with Covid-19 during the exam, a year of his/her labour will go waste. So we demand that the exam should be held after the peak period of the pandemic because only then candidates can have the opportunity to sit for the exam without any fear,” said Binay Kumar, an aspirant.
Meanwhile, the OPSC has informed that the declared exam dates are still in place.
However, the OPSC has not reacted anything with respect to the demands of the aspirants.
The Commission has invited application from eligible and interested candidates for recruitment to posts and services coming under the Odisha Civil Services (Group A & B) by admission through Odisha Civil Services Preliminary Exams.
Candidates can register/re-register their names and make payment for the examination in the official website of the Commission www.opsc.gov.in from January 10 and February 9, 2022.
February 18 is the last date for submission of the registered online application for the examination, the OPSC said in a notification on December 31.
As per the notice, the Commission looks to fill up a total vacancy of 405 positions which includes 50 posts of Odisha Administrative Service (OAS) group-A (junior branch).
Eligibility:-
An applicant must be an Indian citizen who have attained the age of 21 years and must not be above 32 years as on January 1, 202`. The upper age limit is relaxed by five years for the candidates belonging to SC/ST/SEBC/women/ex-serviceman and by 10 years for PwDs with more than 40 percent permanent disability.
Qualification:-
Candidates must possess a Bachelor's degree from a recognized institute or university in any discipline. In addition, they must be able to read, write, and speak Odia.
Exam Fee:-
Candidates have to pay non-refundable and non-adjustable fee of Rs 500. ST/SC and persons with disabilities (more than 40%) are exempted.
The OCS exam will be comprised in three steps: a preliminary exam, a main exam, and a personality test or interview. The candidates who will qualify in preliminary exam will be called by the Commission to appear in the main exam. Once qualified the main exam, the commission will call them for personality test or interview.
The candidates selected for the posts (permanent) will be employed in the pay scale of Rs 35400 in Level 9 of Cell 1 as per the Pay Matrix under Rule 3 of ORSP Rules, 2017.

The link for registration, re-registration and payment of examination fee shall be available from December 21 to January 1, 2022. The last date for submission of registered application is January 27, 2022,” OPSC notification read.
Vacancy Position:
Age: As per the age limit relaxation communicated by the Law Department, the upper age limit of the candidate should not be more than 35 years by August 1, 2020 and must not be below 23 years of age on the 1st day of August, 2021, which implies that the candidate must not have been born prior to August 2, 1985 and not later than August 1, 1998. Provided that the maximum age limit shall be relaxed by five years in case of candidates belonging to Scheduled Caste, Scheduled Tribe, SEBC and Women candidates and subject to the notification issued under sub section (3) of section 34 of the Rights of Persons with Disabilities Act.2016, by ten years in case of Persons with Disability as referred to sub-rule (5) of rule 17. The maximum age limit in respect of departmental candidates is not more than 39 (thirty-nine) years as on the August 1. 2020.
Examination Fee: A candidate is required to pay a non-refundable and non-adjustable fee of Rs. 500. Candidates belonging to Scheduled Caste, Scheduled Tribe of Odisha and Persons with Disability (PWD) whose Permanent disability is not less than 40% are exempted from payment of this fee.
Plan Of Examination: The selection of candidates for recruitment to the cadre of Civil Judges shall be made through competitive examination, which shall consist of three parts- Preliminary Written Examination, Main Written Examination and Interview as per the provisions of the Odisha Superior Judicial Service & Odisha Judicial Service Rules. 2007 (as amended from time to time).
The preliminary written examination shall be of one paper carrying 100 marks with duration of one and half hours with objective type questions of multiple choice (i.e. 100 questions of one mark each with negative marks of twenty-five percent for every wrong answer allotted to that particular question) on the following subjects and the OMR answer sheets will be scrutinized by computer.

The Additional Secretary to Home Department, N Prusty, in a letter to the Secretary of OPSC, has asked to conduct the recruitment to the post of Assistant Section Officer (ASO) of the Odisha Secretariat for the year 2021.
In the letter Prusty stated that a meeting was held on October 21 under the chairmanship of Chief Secretary and directed the Commission to initiate the process of recruitment of ASOs, as per the commission's schedule.
The letter further stated that the concerned requisition and draft advertisement have been resent as per the procedure. Following that, the concerned officials have been requested to take the required steps and conduct the recruitment examination for filling up the huge number of ASO vacant posts in different departments of the Odisha Secretariat.
Recently, the Odisha Secretariat Service Association (OSSA) had written to State Chief Secretary requesting to entrust OPSC with the conduct the recruitment for the post of ASOs.
The vice-president of the association pointed out that the recent communication of the OPSC to the Home Department on the recruitment of ASOs has demoralised many aspirants across the State.
The letter read, "The job profile of an ASO is quite important as it serves as the backbone of administrative work and provides permanent bureaucracy and functionary staff at the State Secretariat level. In the last three recruitments to the post of ASO conducted through OPSC, very highly qualified candidates having skills in versatile fields have been selected and inducted into the cadre."
Further in his letter, OSSA VP stated that OPSC should continue conducting the recruitment examination for the post of ASO. It would be better if the recruitment of ASOs be conducted with Odisha Civil Services conducted by the OPSC, which will save resources of the government and strengthen the State Administration, he added.
Biswajit lost his father three years ago to a road accident and after that he decided to shoulder the responsibility of his family—widowed mother and a younger sister.
He thanked the God, his family and teachers who never gave up on him and encouraged him to chase his dreams despite all odds. “I dreamt of helping the society in any possible way. And I am glad that the opportunity came through the Odisha Civil Services,” Biswajit said.
“The exam was postponed for a year during COVID lockdown last year. While that resulted in a lot of anxiety, it also paved way for introspection. I got ample time for revision, and that helped me a lot in the preparations,” he added.
Similarly, Umashankar Koya, whose father repairs broken cycles in the Southern Odisha town of Koraput, secured 117th rank in the same examination this year. His father Laxman Koya’s joys knew no bounds after the news of his son’s feat was broken to him.
An elated Umashankar said, “My father is my inspiration. He works hard to keep the family afloat. He repairs bicycles days in and days out. As far as my success goes, I learned the ropes from my failures. It was my third attempt after failing the mains exams on the initial two occasions.”
Giving the privileged a run for their money, another lotus bloomed in the Nabarangpur district in the form of Pratap Chandra Pujari who secured 151th place in the OPSC exams.
Belonging to the tribal infested Gambhariguda village in the district, which rarely saw anyone achieving anything noteworthy, Pujari was a deviation. He was a brilliant student right from the beginning. Like the proverbial ‘morning shows the day’, Pujari got into the State Health department in 2006 as an additional Revenue Inspector in 2013. He did not stop there. His talents helped him crack the Odisha Civil Services with flying colours.
“Though there are many teachers in our village, no student could manage to get into the OPSC. Pratap is the first person to achieve this feat. We are proud of him,” said Suranjan, a friend of Pratap.
Mohanty, who hails from Phulbani in Kandhamal district, holds a journalism and mass communication degree from Utkal University. Accolades and congratulatory messages are making a beeline for Mohanty after cracking the Odisha Civil Services with flying colours.
“My ultimate goal is to crack UPSC in 2022. I had started preparations for the UPSC and in-between appeared for the OPSC Civil Services exams. So far the journey has been satisfactory and all credit goes to my family,” said an elated Mohanty.
According to Mohanty, he joining the Indian Administrative Services has always been a dream of his grandparents.
“My parents have always stood by me as strong pillars and they always encouraged me for studies and other activities,” he said.
“As I had participated in over 300 essay and other competitions since my school days, it helped me a lot,” he added.
The Odisha Public Service Commission (OPSC) on Friday announced the final results of the main written examination of the Odisha Civil Services (OCS)-2019. 153 candidates have successfully cleared the prestigious test and selected for appointment to various posts under the Odisha Civil Services (Group A and Group B). Out of the total 153 successful candidates, 56 are women.
However, he has alleged that due to some fault in evaluation he has failed to clear the examination. After receiving copy of his answer sheet, he realised the wrong evaluation in his paper. Despite repeated complaints, Rajat has alleged that no action was taken in the regard. Rajat has also alleged that one student who had failed to appear for a paper has successfully been ranked in the merit list. Rajat has also alleged the commission regarding intentional delay in release of exam results. However, OPSC has not given any statement regarding these allegations.
Rajat Kumar Mishra, an OPSC candidate from Dhamnagar in Bhadrak district had appeared the OAS exam in 2015 but could not make it to the final merit list despite doing well in the mains and the interview round.
Rajat says that he later filed an application before the Commission to get a copy of his answer sheet to see what went wrong. Though he got a delayed response after a year in 2016, he was shocked to find that the mark awarded to him in the sheet (117) was later changed to 50 without citing any reason.
When he knocked the doors of the OPSC to know the truth behind the reduction in his marks, he alleged that he did not get any help.
“The examiner had awarded 117 in the answer sheet but the score was later changed to 50. Though everyone is admitting that there was a mistake in the evaluation, I could not get justice. However, the concerned authorities told that the marks awarded to me earlier were also not enough to crack the examination,” alleged Rajat.
After thorough review, Rajat discovered that one of the candidates, who cleared the examination in 2017, did not appear one paper and despite that his name featured in the merit list.
Citing the incident as unfortunate, Rajat said the candidate and the concerned authorities are not able to keep any exact answer to justify the goof-up.
He further alleged, “In 2018, I had appeared the prelim examinations and found that the question paper and the answer key both were wrong. I could not clear the exam by 0.5 marks due to the mistake committed by the OPSC. I came to know about it in 2019 following the announcement of the results,” he said.
It may be noted that the OPSC is already under fire from the Odisha Civil Services (OCS) aspirants as the dates of the Prelim Exam-2020 this year is clashing with several other State and national-level examinations, including the UPSC viva-voce to be held at New Delhi.
Though UPSC had in advance scheduled the interview dates of short-listed candidates from August 2 to September 22, the OPSC has fixed to hold the prelims on August 27, which was announced recently by the Commission.
Besides, the Combined Graduate Level (CGL) exam and Assistant Executive Engineer (AEE) exam have been scheduled on August 24, Revenue Inspector (RI) exam on August 29, respectively.
