Chennai: A deadly combination of a slippery runway, strong tailwind, bad weather conditions, and landing ahead of the threshold spot could have resulted in the skidding of the ill-fated Air India Express in Kozhikode that claimed 18 lives, two aviation experts said on Saturday.

An Air India Express aircraft flying in from Dubai skidded off the runway while landing in Kozhikode on Friday evening and plunged into the deep valley below. At least 17 people were killed, including two pilots.

The aircraft carrying 190 persons, including six crew members, battled heavy rain while landing at 7.41 pm on Friday, and careered off the runway after landing at the table-top airport.

“It may be due to lack of friction between the tyres and the runway. There may be the factor of hydroplaning due to waterlogging,” a pilot not wanting to be quoted told IANS.

Hydroplaning is a condition in which presence of water causes a moving wheel to lose contact with the load-bearing surface, the runway in this case. This makes braking or manoeuvring of the vehicle (plane), impossible. Hence, the aircraft’s speed could not be reduced after landing, the pilot said.

Speaking to IANS, a former Indian Air Force (IAF) navigator pointed out that the standard 9,000-feet Kozhikode runway is not an issue for this kind of aircraft.

“Probably, the pilot landed ahead of the threshold or the usual spot, owing to bad visibility, strong tailwind, and a slippery runway — all odds were stacked against him,” the former navigator said.

“With a reduction in distance available to bring the plane to a halt, the pilot would have to literally sit on the brakes with full reverse engine power. The ditch at the end of the runway must have been on his mind. The slippery runway seems to have done the rest,” he added.

According to him, it was “bad luck” and perhaps “error of judgement” on part of the pilot that led to the tragedy.

Kozhikode (Kerala)/New Delhi: Kerala Health Minister KK Shailaja asked all those who were involved in rescue operations at Kozhikode Airport to go into self-quarantine. Besides, the State Government has also decided to conduct COVID-19 tests of all the persons who assisted in the operation after the mishap.

Meanwhile, a team of the Directorate General of Civil Aviation (DGCA) investigating the crash of Air India Express aircraft at the Kozhikode airport recovered its black box today, officials said.

The black box records the conversation between the pilots as well as with the air traffic control tower, apart from the flight data.

According to aviation guidelines, the DGCA will conduct a detailed probe and identify the real cause of the accident.

All top officials of Air India Express are already here. Union Civil Aviation Minister Hardeep Singh Puri is slated to arrive in the city by noon, apart from Kerala Governor Arif Mohammad Khan, Chief Minister Pinarayi Vijayan, few of his Cabinet colleagues, state Chief Secretary and the DGP.A team of the Directorate General of Civil Aviation (DGCA) investigating the crash of Air India Express aircraft at the Kozhikode airport recovered its black box on Saturday, officials said.

In one of the worst air disasters witnessed in Kerala, the Air India Express flight, returning from Dubai under the Vande Bharat mission, crashed at the “table top” Kozhikode airport on Friday evening, leaving at least 18, of the 190 people aboard, dead including pilot, Capt D.V. Sathe and his co-pilot Akhilesh Kumar.

“18 people, including two pilots, have lost their lives, it is unfortunate. 127 people are at hospitals, others have been released,” informed Civil Aviation Minister, Hardeep Singh Puri.

The plane skidded off the runaway as it landed on its second attempt amid heavy rain, plunged 35 feet into the valley below, and broke into two pieces.

Following the accident, which occurred at 7.41 p.m., the Kozhikode airport has been closed and the flights scheduled to land there have been diverted to Kannur airport, about 80 km away.

Expressing deep anguish over the incident, Civil Aviation Minister Hardeep Singh Puri said a formal enquiry will be conducted into the incident by the Aircraft Accident Investigation Bureau (AAIB).

According to the Directorate General of Civil Aviation, Air India Express AXB1344, a B737 aircraft, with 190 people on board, landed on Runway 10 amid visibility of 2,000 metres in heavy rain, but overshot and nose-dived into the valley, breaking into two pieces.

Authorities in Kerala, however, said that there were 184 people – 128 men, 46 women and 10 children – on board, as five people who had a ticket did not board the aircraft.

According to the latest information collated from the various hospitals where the injured have been hospitalised, there are 123 who have been injured and the condition of 15 of them is serious.

Malappuram District Collector Gopalakrishnan said that the last of the two passengers inside the aircraft has been taken out.

Passenger Mohammed Ali, who lost his job in Dubai and was returning home with three of his friends, said that they were watching the beautiful sight of Kozhikode town when the aircraft was getting ready to land.

“But suddenly, we felt the aircraft was going up again. Surprisingly, there was no announcement. Then it circled for about 15 minutes…. and then everything happened in a jiffy… it came down and there was a noise. Soon, things came to a standstill and I managed to escape through the opening, landed on the wing and jumped off.

“Then my fear was will it go up in fire and hence, I ran. In the process, my leg and hip suffered an injury. I was one of the first people to be taken to a hospital. Am now waiting for the doctor to come to take me for a scan, as I have a pain. Otherwise, I am fine,” said Ali who hails from Koilandy in Kozhikode district.

Another passenger in the hospital, identifying himself as Riyaz, said that he was sitting in the back seats.

“I now am in no position to recall what happened, but there was a loud noise. I feel the pilot could not see the runway and hence, he took the plane up again and then came down,” he said.

An eyewitness on the ground said that he rushed to the spot on hearing the sound of the crash.

“I live around 20 metres away from the compound wall of the airport and hearing the loud sound, a few of us came rushing. We saw the cockpit of the aircraft jutting out of the compound wall,” the local resident said.

“We were a few people and we started to bang the airport gate, but the CISF personnel did not open it. We saw a fire engine and an ambulance arriving after which the CISF personnel asked for help and we rushed inside. We rescued the children first and assisted several others also,” he added.

State Health Minister K.K. Shailaja said that the condition of a mother and child was reported to be serious.

Minister of State for External Affairs V. Muraleedharan, who hails from the state, said the Karipur airport as it is known is a table top airport, and that was one reason why the plane plunged into the valley, causing its middle part to break open.

“Prime Minister Narendra Modi has spoken to Chief Minister Pinarayi Vijayan about it. Table top airports have a disadvantage during rainy seasons. Generally, during heavy rains, aircraft are not allowed to land at table top airports. All these things will come out in the DGCA probe,” said Muraleedharan.

Local legislator T.V. Ibrahim who was at a local hospital near the airport asked TV channels to beam the images of a young boy he was carrying in his arms as his parents were missing and to help the boy’s relatives in locating him at the Kondotty Relief Hospital.

According to information from the spot, the passengers sitting in the front rows of the plane had been seriously injured.

Vijayan has directed Local Self Government Minister A.C. Moideen and Higher Education Minister K.T. Jaleel to rush to the spot to oversee relief operations.

Kozhikode: At least 15 persons including the pilot onboard Air India Express aircraft were killed after the flight from Dubai skidded off runway at Calicut International airport in Kerala. The latest casualty number has been confirmed by Kerala DGP, Loknath Behera.

Earlier news agency ANI had confirmed the death toll to be 14 by quoting Malappuram SP. As per initial reports, the aircraft from Dubai to Calicut crashed after overshooting the runway and fell into a valley.

As per Ministry of Civil Aviation, there were 174 passengers, 10 infants, 2 pilots & 4 cabin crew onboard the aircraft when it skilled off the runway at Karipur Airport in Kozhikode, Kerala today evening.

The incident occurred at 7.41 p.m. on Friday, when the flight from Dubai to Kozhikode skidded off the runway after landing at the ‘table-top’ airport.

According to the Directorate General of Civil Aviation, the Air India Express landed on Runway 10 amid visibility of 2,000 metres in heavy rain, but continued running till the end of runway, fell down in the valley and broke into two pieces.

Soon after the incident, Prime Minister Narendra Modi spoke to Kerala CM over phone about Karipur plane crash and also expressed grief over the mishap.

External Affairs Minister S. Jaishankar tweeted, “Deeply distressed to hear about the Air India Express tragedy at Kozhikode. Prayers are with the bereaved families and those injured. We are ascertaining further details.”

Kerala chief minister Pinarayi Vijayan said, “Have instructed Police and Fire Force to take urgent action in the wake of the plane crash at the Kozhikode International airport (CCJ) in Karipur. Have also directed the officials to make necessary arrangements for rescue and medical support.”

Meanwhile, an urgent meeting has been convened by the Civil Aviation Ministry at Rajiv Gandhi Bhawan in Delhi. According to reports, with DGCA Director-General & officials of the ministry, Airports Authority of India & Air India Express are present at the meeting.
The aircraft has reportedly suffered heavy damages and from the visuals received from the crash site, the fuselage of the aircraft has been severely damaged. Rescue operations are underway and around a 50-member NDRF team is reportedly at the spot.

DGCA has also ordered a probe into the mishap.

This is a developing story and will be updated as soon more information is received.

Thiruvananthapuram: At least eight persons were killed and around 60 others reported missing after a landslide at Rajamalai in Idukki district due to heavy rain for the past four days in the hilly area, an official said on Friday.

The place where the tragedy took place late on Thursday night is about 30 km from the popular tourist destination of Munnar.

Officials said a 200-member team of Kerala Police had reached the spot for rescue work. At the time of filing of this report, 12 persons had been rescued and eight bodies recovered.

The women residents of the locality work in tea estates in the area, while most men work as jeep drivers. The authorities got to know of the tragedy after two residents reached a nearby forest station and informed officials late in the night on Thursday.

Deepan, one of the four survivors admitted at a hospital in Munnar, was teary-eyed. He said he had no clue about his father and his wife who were with him in their house when the landslide occurred. His mother has, however, been moved to the Kottayam Medical College Hospital in a serious condition.

“For the past 10 days, it has been pouring. The landslide occurred around 10.30 pm on Thursday. I do not know about my father, wife, and my brother’s family. There are three rows of houses in the cluster where around 80 people live. Do not know what has happened to them. Around 30 jeeps too were buried under the landslide,” Deepan said.

The Kerala government’s efforts to get an air rescue team to the spot failed due to inclement weather. However, two teams of National Disaster Response Force are on way to the spot.

The biggest problem is that all communication lines to the area have been snapped and roads to the hilly area blocked due to uprooting of trees, officials said.

State Power Minister MM Mani, who hails from the district, said that the landslide had occurred at a place where tea estate workers were staying. He said that the details are awaited as the terrain at the spot is very inhospitable.

“I will not quote any figure as I do not have sufficient information. The place is at the top of a hill. We are awaiting a response; the local legislator is also going to the spot. All emergency services have been pressed into service,” Mani said.

Meanwhile, area resident Parthasarathy earlier told the media that he was aware of three rows of houses inhabited by around 80 tea estate workers and their families.

“But we do not know how many were present when the landslide occurred. I feel that many of the workers were at their respective homes due to heavy rain in the past few days. Moreover, communication with the area too has been snapped, including electricity supply,” said Parthasarathy.

Revenue Minister E Chandrasekheran said that he is in touch with the Idukki revenue officials and that emergency rescue teams are on way to the spot. Information on the tragedy is being collated, he added.

Thiruvananthapuram: Kerala Chief Minister Pinarayi Vijayan on Friday said the coastal hamlets in the state capital district are precariously placed as two villages have been identified of having a community spread of Covid-19.

“Poonthura and Pulluvilla have been identified as having community spread. Situation in a few other villages also is serious. Hence we have decided to demarcate these areas into three different zones, which would be under the control of top police and IAS officials. They will be declared containment zones and all have to remain indoors,” he said.

Shops selling essential items will, however, be open, he added.

On Friday, the total number of new cases in the state was 791, of which local infectees alone accounted for 532, in which the source of infection in 42 cases is unknown. Of the new cases, Thiruvananthapuram district alone accounted for 246, of which 237 were local infectees and 112 of them were from the fishing hamlets.

“As of today, the total number of Covid cases is 11,066, of which 6,029 are presently active. The total hotspot areas in the state are 285,” said Vijayan.

Bhubaneswar: Odisha registered a whopping 101 Covid-19 cases on Wednesday, the highest single-day spike in the State till date, taking the total positive count to 538. With this, Odisha has pipped Kerala to be at the 16th spot in country’s tally.

Of the new cases, Ganjam district reported maximum number of 52 cases today followed by Balasore (33), Jajpur (7), Sundergarh (7) and Keonjhar (2).

Leading the COVID chart in State, Ganjam’s coronavirus count has shot up to 210 while Balasore is next with 90 cases. Jajpur district currently has 71 positive cases, Khurda (50), Bhadrak (31), Sundergarh (23) and Angul has 15 cases.

According to the Health & Family Welfare department, the State has 419 active cases now. While 116 persons have been cured or discharged, three persons have succumbed to the disease.

It is to be noted that Odisha conducted a record number of 4699 RT-PCR tests yesterday, the highest tests till date in the State. The cumulative tests stand at 72756.

Meanwhile, sharing details of the two Covid-19 cases in Keonjhar, district Collector Ashish Thakre said the two patients aged 44 years and 23 years are among the migrants who had returned from Surat. While one of them was quarantined at a temporary medical centre (TMC) in Dhenka gram panchayat, another put in quarantine at Dhananjaypur TMC.

The district Collector said one of the patients has mild symptom while another was asymptomatic. Medical teams visited the TMCs for contract tracing and travel history of the two cases, he added.

Nilagiri in Balasore district too has emerged as a COVID hotbed. So far, 14 positive cases have been detected in the sub-division.

On Wednesday, Odisha surpassed the Covid-19 tally of Kerala which has 524 cases (as on 8 AM today) with 31 active cases, 489 recoveries and four deaths.

Thiruvananthapuram: The Union Home Secretary Ajay Bhalla expressed the ire of the Centre in a letter to State Chief Secretary Tom Jose after hearing about the relaxation in lockdown rules in Kerala, which was against the central guidelines.

This letter came Sunday night after it was pointed out, starting Monday, that the 14 districts in Kerala will be divided into four zones for implementing the lockdown curbs — Green, Orange A, Orange B, and Red.

The Centre expressed deep dissatisfaction after it was found out that opening of barbershops, restaurants, workshops and the number of people that can travel on two and four-wheelers.

Incidentally, after the letter came, Jose said on Sunday night, that there are 88 hotspots in the state and these will not get any relaxation.

However, Chief Minister Pinarayi Vijayan is holding a meeting on Monday to discuss this issue and the reply to Bhalla’s letter would be given.

But maintaining a position that there will be no violation in guidelines, State Tourism Minister Kadakampally Surendran said perhaps there was some misunderstanding and the state will abide by the central guidelines, and issues if any, would be resolved.

The State government based on the COVID-19 spread had divided the Idukki and Kottayam districts — classified as Green Zone — to witness routine life, subject to the Centre’s directives.

The Orange B zone includes Alappuzha, Thiruvananthapuram, Palakkad, Thrissur and Wayanad where also normal activities will be allowed.

In both these zones, shops, hotels, offices will open, but with no crowding at all. Participation in marriages and funerals would be restricted to not more than 20 persons. Inter-district passage would not be allowed in both these zones.

For vehicular movement, the government has decided to implement ‘odd & even’ formula, but vehicles driven by women have been exempted.

In the case of Pathanamthitta, Ernakulam and Kollam districts — classified under Orange A zone — restrictions would be in force, as of now, till April 23. The districts like Kasargode, Kannur, Malappuram and Kozhikode in the Red category would continue with the lockdown.

New Delhi: Two new cases of coronavirus have been reported from Bengaluru and Punjab taking the total positive cases to 45 so far.

A new case each was earlier reported from Delhi, Uttar Pradesh, Ernakulam in Kerala, and Jammu, the Health Ministry said, adding that no deaths due to the coronavirus had been reported yet in the country.

In a statement, the ministry clarified that the man, who died in a hospital isolation ward in West Bengal’s Murshidabad district on Sunday, tested negative for COVID-19 infection. He was admitted there with suspected symptoms of coronavirus following his return from Saudi Arabia.

Forty-three samples have tested positive out of the 3,003 samples tested for COVID-19, with 2,694 samples having returned negative results, it said. It includes the three patients from Kerala who were discharged last month following recovery.

A total of 8,74,708 international passengers from 8,255 flights have been screened at airports till now, with 1,921 passengers identified as symptomatic. As many as 177 of them have been hospitalised, 33,599 passengers are under observation and 21,867 passengers have completed their observation period.

The ministry appealed to people to reveal clearly about their travel history and fill the details in self-declaration forms properly.

Union Minister of Health Harsh Vardhan is continuously monitoring and reviewing the status, actions taken and future preparedness of states.

Thiruvananthapuram: Five more people from Kerala, three with recent travel history to Italy, have tested positive for coronavirus following which the state has been put on high alert, Health Minister KK Shailaja said here on Sunday.

The three, a couple and their son had evaded health screening at the airport on their return about a week ago and all the five hail from Ranni in Pathanamthitta district, she said.

“As of now their condition is stable. But there is need to take extra care”, the minister said.

The fresh cases have been reported days after the southern state had successfully treated India’s first three coronavirus patients -medical students from Wuhan- who have been discharged from hospitals.

Their home quarantine period is also over.

While the three, a couple in their fifties and their 24-year old son, had taken a flight from Italy to India on February 29, two others affected are their relatives, the minister said.

As a matter of abundant caution, two nonagenarian members of the family will be shifted to the Kottayam Medical College hospital, she added.

The three, who had returned from Venice, had not informed authorities that they had come back from Italy.

When two of their relatives had sought treatment at private and taluk hospitals with virus symptoms, the health authorities came to know about the travel history of the people who returned to Italy.

They had evaded screening at the airport and were reluctant to get admitted at the hospital initially, she said adding they had at first refused to cooperate with health officials and were forcefully admitted to the isolation ward of the Pathnamathitta general hospital and are under observation.

They were admitted to hospital on March 6 and their tests had been confirmed on Saturday night, she said.

“The Italy-returned family hid their travel details from the health authorities. Such practises have to seen as a crime. Those who come from countries like Iran, Italy, South Korea and China should report to the health department immediately,” Shailaja said.

The government also released the flight details of the three persons who travelled from Venice.

They took the Venice-Doha Qatar airlines QR 126 flight on February 29 which reached at 11.30 pm.

For one and half hours they were at the Doha airport and took another Qatar Airlines flight QR514 to Kochi and arrived at 8.20 am on March 1 and took a private car to their home at Pathanamthitta district.

All the passengers who travelled in the two flights should get in touch with health authorities, the minister said.

The report of the five new cases comes a day ahead of “Attukal Pongal” festival in Kerala on Monday when thousands of women from various parts of Kerala and outside, including foreigners are expected to participate.

There need not be any concern with regard to Pongala.

But persons showing any symptoms of the virus should keep away from the ritual, she said.

Devaswom officials would be asked to ensure that people with fever or any other symptoms do not participate in the festivity.

Medical stall and ambulances will be stationed near the temple complex.

“Video clippings of the festivities would also be taken,” the minister said.

Bhubaneswar: The state tourism department has signed an agreement with the Kerala Shipping and Inland Navigation Corporation (KSINC) for developing water-based tourism in Odisha.

Besides housing Asia’s largest brackish water lagoon Chilika lake, the state boasts of a 482-kilometer coastline and eight major reservoirs, apart from several other pristine water bodies where surveys have ascertained the feasibility of setting up water sports and other tourism ventures, officials said.

The tourism department had in July last year organised familiarisation trips for houseboat and water sports operators, and investors from across the country at prominent destinations such as Chilika and Tampara lakes, Bhitarkanika and Gopalpur sea beaches.

Since then, the state received several proposals, and five water sports projects have been operationalised at Tampara, Gopalpur, Barkul, Chandrabhaga and Naraj (Cuttack).

The department has also floated tenders for the operation and management of floating restaurants at select locations in Chilika lake, said Tourism Minister JP Panigrahi.

“Odisha has always accorded priority to collaboration over competition, and our partnership with Kerala will help boost water tourism in the state,” he said.

The state government has decided to introduce Houseboats in Chilika lake, Bhitarkanika backwaters and Hirakud reservoir, said tourism secretary Vishal Dev.

“Kerala having achieved a position of leadership in this segment, was an obvious potential partner in our quest,” he said.

New Delhi: The Supreme Court on Tuesday said the nine-judge Bench would wrap arguments within 10 days in the matter connected with discrimination against women at religious places in various religions, including Kerala’s Sabarimala Temple.

A Bench, headed by Chief Justice S.A. Bobde and comprising Justices B.R. Gavai and Surya Kant, said only legal questions would be dealt with, and it would spend more time in concluding the hearing. “Even if someone wants more time, it can’t be given,” it said.

The apex court’s observation came on Solicitor General Tushar Mehta’s submissions that according to the court’s direction at an earlier hearing, the meeting of lawyers could not finalise the common legal questions for the nine-judge Bench to examine. “We could not finalise common questions for the consideration. The top court may consider framing questions (under these circumstances),” Mehta said.

The court asked Mehta to place before it the issues discussed at the lawyers’ meeting.

On January 13, the Supreme Court clarified that it was not hearing the Sabarimala review and instead focused on examining the larger issues of law, like the prohibition on women’s entry to mosques and temples; genital mutilation among Dawoodi Bohras, and the ban on Parsi women married outside the faith from entering the fire temple.

The court clarified that it would not delve into the legality of issues associated with the practice of polygamy and ‘nikah-halala’ in Islam.

To streamline the process of examining the legal issues, the Chief Justice asked lawyers to hold a conference on January 17 to frame questions on law, which would be examined by the nine-judge Bench.

The court posted the case for hearing after three weeks.

Thiruvananthapuram: A 620 km long human chain from the northern part of Kerala to the south was formed on Sunday, Republic day, by the ruling CPI(M) led Left Democratic Front, demanding withdrawal of the Citizenship Amendment Act.

The LDF organised the human chain from Kasaragod in north Kerala to Kaliyakkavilai in the southernmost part of the state.

Chief Minister Pinarayi Vijayan and CPI leader Kanam Rajendran joined the protest in Thiruvananthapuram.

The LDF claimed that around 60 to 70 lakh people participated in the human chain.

The human chain was formed at 4 PM, following which the preamble of the Constitution was read out.

Later, an oath was taken to protect the Constitution from the “attempts of the Central government” to destroy it.

Senior CPI(M) leader S Ramachandran Pillai was the first link of the 620-km-long human chain at Kasaragod, while M A Baby was the last link at Kaliyakkavilai.

Many prominent personalities from all walks of life participated in the human chain.

Palakkad: Nearly 50 people were injured when a temporary gallery of a football ground here collapsed on Sunday just before a match was to start, police said.

Indian football legends I M Vijayan and Bhaichung Bhutia, who were present in the stadium, are safe, they said.

The fundraiser match was organised to help the family of footballer R Dhanarajan who died of cardiac arrest on December 29 during an all India Sevens tournament match at Perintalmanna in Malappuram district.

“As per our preliminary count, nearly 50 got injured in the accident in a temporary gallery. They have been shifted to various hospitals in the area. None has suffered any serious injury,” police said.

Palakkad MP V K Sreekandan said, “This unfortunate incident happened just before the match. As per the preliminary reports none has suffered any serious injury. The police, fire brigade and the volunteers are coordinating well to help the injured.”

New Delhi: Kerala retained the top rank while Bihar was adjudged as the worst performer in Niti Aayog’s SDG India Index 2019, which evaluates the progress of States and Union Territories on social, economic and environmental parameters, as per a report released on Monday.

According to ‘SDG India Index 2019′, Uttar Pradesh, Odisha and Sikkim have shown maximum improvement, but states like Gujarat have not shown any progress vis-a-vis 2018 rankings.

“Kerala retained its rank as the top state with a score of 70. Chandigarh too maintained its top spot among the UTs with a score of 70.

“Himachal Pradesh took the second spot while Andhra Pradesh, Tamil Nadu and Telangana shared the third spot,” the report said.

Bihar, Jharkhand and Arunachal Pradesh are the worst-performing states in this year’s Index for Sustainable Development Goals (SDGs).

“The United Nations’ SDG target of 2030 can never be met without India… We are fully committed to achieving UN’s SDG target,” Niti Aayog CEO Amitabh Kant said at the launch of the report.

Speaking at the event, Niti Aayog Vice Chairman Rajiv Kumar said southern states have done well in health.

“West Bengal (rank 14) has also done well in Niti Aayog’s SDG Index 2019, but given the education level(in the state), West Bengal should be in top 3 performing states,” Kumar added.

The Niti Aayog Vice Chairman also said Modi government will not leave any stone unturned to make sure India achieves SDG Agenda 2030.

According to the report, India’s composite score improved from 57 in 2018 to 60 in 2019 with major success in water and sanitation, industry and innovation.

However, nutrition and gender continue to be problem areas for India, requiring a more focussed approach from the government.

The report said while three out of five states in the top spots perform equal to or better than the country average on 12 goals, the other two states do the same on 11 goals.

“Only three states were placed in the category of Front Runners (with a score in the range 65-99, including both) in 2018 – Himachal Pradesh, Kerala, and Tamil Nadu.

“In 2019, five more states joined this league – Andhra Pradesh, Telangana, Karnataka, Sikkim and Goa, taking the total tally to eight,” it noted.

With regard to poverty reduction, states which have done well include Tamil Nadu, Tripura, Andhra Pradesh, Meghalaya, Mizoram and Sikkim.

On ‘zero hunger’ parameters, Goa, Mizoram, Kerala, Nagaland and Manipur were the front runners, according to the report.

The SDG India Index, launched last year by Niti Aayog with the help of the United Nations, took into account 16 out of 17 goals specified by the United Nations as SDGs.

The Index this year ranked states based on 54 targets spread over 100 indicators out of 306 outlined by the UN.

The first report, which was launched in 2018 had 13 goals and 39 indicators.

The year 2020 will be the fifth anniversary of the adoption of SDGs by 193 countries at the UN General Assembly.

The SDGs constituted through an unprecedented consultative process, have 17 goals and 169 related targets to be achieved by 2030.

The SDGs are an ambitious commitment by world leaders which set out a universal and an unprecedented agenda which embraces economic, environmental and social aspects of the wellbeing of societies.

Thiruvananthapuram: It was a day of protests and clashes on Wednesday over the Citizenship (Amendment) Act, 2019 at a college and a local body in Kerala.

The BJP and its student organisation – ABVP were on one side, with the Congress party and the CPI-M and its student wing on the other.

Trouble broke out at the Kerala Varma College, Thrissur, when student activists of the ABVP were beaten up by the activists of the Student Federation of India (SFI) activists – of the CPI-M.

The difference of opinion was simmering in the college for a few days now as the ABVP wanted to organise a seminar on CAA and SFI was opposed to it.

It was decided that when things cool down, this can be discussed later.

But on Wednesday, according to the local police, trouble broke out and the students belonging to the rival organisations clashed with each other and it was only after the staff members of the college intervened, things cooled down.

“So far no case has been registered,” said a police official on condition of anonymity.

The college principal was not reachable, while other officials of the college agreed that there were skirmishes between students and now things have cooled down.

Likewise, at the Palakkad Municipality – the only one ruled by the BJP in Kerala, the day’s council meeting turned for the worse when skirmishes broke out between the ruling BJP councillors and the opposition – Congress and the CPI-M.

Speaking to IANS, Bhavadas, a Congress councillor said right from the start of the council meeting, it was tensed.

“The CPI-M came out with a resolution and demanded that it be taken up for discussion and it pertained to the passage of the CAA – which we also felt was one which will divide the country and hence wanted this to be discussed at the meeting. With the ruling BJP-led NDA unwilling to take it up, tempers ran high and it ended with a free for all as councillors came to blows,” said Bhavadas.

In Kerala, both the ruling Left and the Congress-led opposition have been strongly opposing the CAA and they organised a joint protest, here on Monday with Chief Minister Pinarayi Vijayan, his cabinet colleagues and Leader of opposition Ramesh Chennithala and other UDF leaders sat together to send a message that this will not pass muster in Kerala.

The BJP has just one legislator in the 140 member Kerala Assembly.

New Delhi: The Supreme Court will on Thursday pronounce judgement on the review petitions filed on the entry of women of all age groups into the Sabarimala temple.

A five-judge Constitution bench headed by Chief Justice Ranjan Gogoi in February concluded the arguments and reserved the judgement on the batch of petitions seeking review of the apex court verdict in 2018, which allowed the entry of women of all ages into the Sabarimala temple.

It is one of the most important judgements, which is expected to be pronounced before the Chief Justice’s term ends this month.

On September 28, 2018, the top court opened the gates of the Sabarimala Temple in Kerala dedicated to Lord Ayyappa to the women in the age group of 10-50, saying it was violative of their fundamental rights and constitutional guarantees.

A Constitution bench, headed by the then CJI Dipak Misra, gave a 4:1 verdict claiming the ban led to gender discrimination. The pathbreaking judgment has left the temple tantris (priests) and those associated with it by tradition disappointed.

Many leaders and religious leaders expressed disagreement with the court’s observation and opined that it may bring an adverse impact on society. It also has led to massive protests in Kerala, which resulted in a political slugfest between then ruling CPI-M and the BJP.

On October 8, multiple petitions were filed in the Supreme Court to seek review of its verdict to lift a ban on entry of women in the 10-50 age group into the temple, contending that religious practices cannot be “tested on the basis of rationality”.

As many as 64 petitions, which include review pleas and transfer pleas, have been filed in the apex court challenging its decision on the entry of women into the Sabarimala temple. On the last day of the hearing, in what appeared to unprecedented, the Travancore Devaswom Board (TDB), which handles management of Sabarimala temple in Kerala, reversed its stand in the top court by expressing its support to the 2018 court verdict, which had allowed women of all age groups to enter the shrine.

The board submitted in the court that discrimination on the grounds of biological attributes was not correct.

The bench had heard submissions on behalf of all parties, including the Kerala government, Travancore Devaswom Board (TDB), Nair Service Society and others. The court had then said it would pronounce its order on whether to review the judgment or not.

The Kerala government had expressed its support for the Supreme Court ruling in 2018 and urged the top court to not consider the petitions seeking the review of the judgement.

The Nair Service Society had moved the court opposing the court’s verdict in 2018, and the Kerala government, TDB and the two women who had entered the shrine had expressed their opposition these review petitions.

Senior advocate K. Parasaran, counsel for the Nair Service Society, had argued before a five-judge bench and urged the court to set aside its earlier verdict.

Senior advocate Rakesh Dwivedi, counsel for TDB, submitted before the court that Article 25 (1) equally entitles all persons to practise one’s religion. “Women cannot be barred on biological attributes. The board had earlier consistently opposed the entry of women into Lord Ayyapa shrine at Sabarimala, and its U-turn on the matter has been brought on record before the court.

In light of these circumstances, it will be interesting to see the outcome of these arguments in the Supreme Court judgement. The TDB had also opposed a PIL by the Indian Young Lawyers Association. The board said the celibate character of Lord Ayyappa at Sabarimala temple was a unique religious feature, and it is protected under the Constitution.

New Delhi: Maharashtra has topped the list of states in delivering justice to people followed by Kerala, Tamil Nadu, Punjab, and Haryana, according to a report by Tata Trusts.

Among the small states (where the population is less than one crore each), Goa has topped the list followed by Sikkim and Himachal Pradesh, it said.

The India Justice Report 2019 is based on publicly available data of different government entities on the four pillars of justice delivery — police, judiciary, prisons, and legal aid.

Releasing the report, former Supreme Court judge Justice M B Lokur said the findings highlight very serious lacunae in the justice delivery system.

“This is a pioneering study, the findings of which establish beyond doubt very serious lacunae in our justice delivery system. It is an excellent effort to mainstream the issues concerning our justice system, which in fact affect every aspect of society, governance, and the economy,” Justice Lokur said.

“I fervently hope the judiciary and the government will take note of the significant findings, and the states too will act to urgently plug the gaps in management of the police, prisons, forensics, justice delivery, legal aid and filling up the vacancies,” he said.

The ranking is an initiative of Tata Trusts in collaboration with Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative, DAKSH, TISS- Prayas and Vidhi Centre for Legal Policy.

As per the findings, the country, as a whole, has about 18,200 judges with about 23 per cent sanctioned posts vacant.

“Women are also poorly represented in these pillars, constituting just seven per cent of the police. Prisons are over-occupied at 114 per cent, where 68 per cent are under trials awaiting investigation, inquiry or trial. Regarding budgets, most states are not able to fully utilise the funds given to them by the Centre, while the increase in spending on the police, prisons and judiciary does not keep pace with overall increase in state expenditure,” the report said.

“Some pillars also remain affected by low budgets. India’s per capita spend on free legal aid-which 80 per cent of the population is eligible for — for instance is 75 paise per annum,” it said.

The report, in order to assess the capacity of states to deliver justice, looked at data indicators from the four pillars.

The indicators, across the pillars, covered themes like infrastructure, human resources, diversity (gender, SC/ST/OBC), budgets, workload and trends over the last five years.

New Delhi: Anaemia is at least a mild public health problem for school-age children between the age group of 5-9 years in all states except for Kerala, according to the findings of the Comprehensive National Nutrition Survey (CNNS), 2016-18.

Anaemia was a moderate or severe public health problem among pre-school children in 27 states, school-age children in 15 states and adolescents in 20 states, the report said.

Anaemia was most prevalent at more than 50 per cent among both boys and girls under two years of age and thereafter, decreased steadily to 11 years of age to about 15 per cent.

Overall, 41 per cent of pre-schoolers aged 1-4 years, 24 per cent of school-age children aged 5-9 years and 28 per cent of adolescents aged 10-19 years had some degree of anaemia.

The survey noted that the severity of anaemia varied across age groups. Among pre-schoolers, 22 per cent had mild anaemia, 18 per cent had moderate anaemia and 1 per cent had severe anaemia.

Among school-age children, 10 per cent had mild anaemia, 13 per cent had moderate anaemia, and 1 per cent had severe anaemia. Among adolescents, 17 per cent had mild anaemia, 10 per cent had moderate anaemia and 1 per cent had severe anaemia.

An increased prevalence was observed among older adolescents. Anaemia was more prevalent among female adolescents 12 years of age and older at 40 per cent compared to their male counterparts at 18 per cent.

The prevalence of anaemia varied by the schooling status of children and adolescents.

Compared to those currently in school, anaemia prevalence was higher among out-of-school children aged 5 to 9 years and adolescents aged 10-19 years.

Additionally, the prevalence of anaemia decreased with a higher level of mother’s schooling among both school-age children and adolescents.

In all three age groups, anaemia was most prevalent among scheduled tribes, followed by scheduled castes. More than half (53 per cent) of pre-schoolers and more than one-third of school-age children and adolescents (38 per cent each) belonging to scheduled tribes were anaemic.

The prevalence of anaemia decreased steadily with an increase in household wealth in all three age groups.

Among pre-schoolers, the prevalence of anaemia was highest in Madhya Pradesh (54 per cent), followed by Haryana (48 per cent) and Delhi (47 per cent) and was lowest in Nagaland (8 per cent) and Manipur (10 per cent).

Among school-age children, Tripura (41 per cent), Assam (35 per cent) and Jharkhand (34 per cent) and West Bengal (34 per cent) had the highest prevalence of anaemia and Kerala (3 per cent), Jammu & Kashmir (7 per cent) and Manipur (7 per cent) had the lowest prevalence. Among adolescents, West Bengal (46 per cent), Tripura (41 per cent) and Assam (37 per cent) had the highest prevalence of anaemia, while Nagaland (8 per cent) and Kerala (9 per cent) had the lowest prevalence.

Bhubaneswar: Is the lethal Elephant Endotheliotropic Herpes Virus (EEHV) prevalent in Odisha wild elephants?

Since the juvenile jumbos succumbed to  the killer virus at the State’s premier zoo have been translocated from different forest ranges like Dhenkanal to Chandaka and Narayanpatna,  wildlife experts are of the opinion that the lethal viral strains may have a prevalence in wild elephants in the State.

“As the elephants have been captured in different forest ranges, the blood samples have been sent for bio-chemical analysis. Experts will also visit the State to undertake further study on the cause and occurrence  of EEPV infection in Odisha,” informed State Forest & Environment Minister Bikram Arukha.

The significant mention here is any detection of EEHV virus in wild jumbos in the State will pose a grave challenge to Odisha’s jumbo conservation effort. Because, EEPV has a higher mortality rate (68-70%) and could wipe out a sizeable chunk of juvenile elephants before they could attain their puberty. As per latest Elephant Census, Odisha has around 1,980 elephants. The census, though, had estimated adult males number at 344, breeding adults were put at around 80-100.

A glance at the history of EEHV prevalence in India reveals that a bout of EEHV infection had been reported in Kerala’s Wayanad Forest range in 2014. Data shows jumbo mortalities owing to EEHV have been reported mostly from South India and Assam. Since 1997 to 2014, over 20 jumbos died of EEHV infection in south India, especially Kerala.

Epidemiological data shows most fatalities were reported in the month of September.

However, a comforting fact for wildlife enthusiasts is studies showed that the occurrence of EEHV led fatality were spotted mostly in captive (private or zoos) elephants, who mostly live without proper vet care.

Another significant revelation is most studies across the world have confirmed that wild Asian elephants, including Indians, are carriers of EEHV. But the studies found that fatalities were observed mostly among captive juvenile jumbos. And the studies further linked the deaths to some sort of stress that played a trigger factor of EEHV in captive juvenile elephants (1-8 years).

As far as spread of the EEHV in Nandankanan Zoo is concerned, since it is specific to elephants, it cannot infect other animals in the State’s premier zoo. So, when there is no threat of the infection spreading to other animals in zoo, the threat of its spread to other jumbos persist. And isolation of affected jumbos is the foremost in EEHV protocol.

Early diagnosis of the EEHV carries good survival chance of affected elephants. And a de-stressing ambience for the big mammal will keep the killer virus at bay. The instance of Chester Zoo (London) is very well known.

New Delhi: Kerala is part of India and the courts there shall follow the top court’s directives, the Supreme Court has said, after it slammed the Kerala High Court for tinkering with its judgement on an issue connected with churches.

“It’s made clear to all concerned, more so to the courts, that in future the violation of judgment and order will be viewed seriously. Let similar matters, which are pending, be decided following aforesaid judgment and order. There can be no further litigation as the decision in representative suit is binding”, said an apex court Bench headed by Justice Arun Mishra.

The apex court asked the Kerala HC and all civil courts to refrain from passing any order against its 2017 decision stating that 1934 Malankara Church Constitution and guidelines would have to be followed in performing prayer services.

In 2017, the top court had passed an order on the issue of right to administer functions and conduct prayers in churches in a dispute between two factions.

“Let a copy of the order be circulated to all the courts in Kerala and authorities concerned by the Registrar General of the Kerala HC forthwith. Let the Registrar General submit a report to this court as to how much litigation is pending in the court as to aforesaid dispute in the various courts. Let the report be submitted within three months”, said the top court in its recent order.

In its previous order, the top court had said 1,100 parishes and the associated churches under the Malankara Church should be governed by the Orthodox faction as per those guidelines.

On September 6, lashing out at the HC, the Justice Mishra-headed Bench said, “Kerala being an Indian territory all concerned are bound to act accordingly. We have intended peace to come in church, but due to orders passed in contravention of law laid down by this court, the law can never be obeyed.”

The apex court set aside the HC’s interim order, which reckoned that the two rival factions of the Malankara Church could alternatively perform the prayer services at churches. The Bench wondered how the HC judge could pass the interim order contrary to the top court’s decision in 2017.

“The HC has no right to tinker with the judgment and order passed by this court, which is binding, and the judicial propriety has to be maintained at all costs. There is no scope for further litigation in the matter, which we have concluded”, observed the court in its recent order.

Bhubaneswar: Over 200 residents from Odisha, engaged as labourers in Kerala are stranded in the southern state which has been severely hit by floods.

As per reports, the labourers hail from Patpur, Radhadeipur, S Gopalpur and Khalingi areas of Ganjam district. The labourers were working in different companies in Kerala since last few months and were staying in Ernakulam, Aluva and Angagali areas. It is reported that, after losing their jobs due to flood and running out of their savings, the labourers are now struggling to get food.

Such reports came to the fore after the labourers contacted their family members, relatives and narrated their ordeal.

“My son is living under extremely difficult condition and due to continuous rainfall, there is no food supply. I am worried about him,” Chhaya Nayak, mother of a stranded labourer, said.

Sarpanch of S .Gopalpur, Nirakar Pradhan, said, “Two days back we had informed our local MLA regarding the issue and he had assured that he will hold discussions with the collector. We have also contacted the stranded residents in Kerala. We have been assured that steps will be taken to bring them back.”

Thiruvananthapuram: With incessant rain in Kerala, the death toll has reached 28 and over 64,000 people have shifted into 738 relief camps across the rain-battered state, Chief Minister Pinarayi Vijayan said on Friday.

So far, 20 deaths caused by the floods have been reported across the state. Eight deaths had been reported on Thursday.

“These figures are till 3 p.m . The major message that we have to send out to the people living in worst affected districts is please listen to the authorities when they come with the message asking people to move to camps,” Vijayan said here addressing the media on Friday evening after chairing a review meeting on relief and rescue operations.

He said a red alert had been issued for Saturday in the worst affected districts of Ernakulam, Palakkad, Idukki, Malappuram, Kozhikode, Wayanad and Kannur.

“Had the people in the outskirts of Nilambur in Malappuram listened, a big tragedy could have been averted. We are told that 19 families who were told to move out did so, and in the very same area, 40 people who failed to listen to the authorities are reported missing after it was hit by landslide.

“Three bodies have been recovered and two were saved. This should not happen, please listen to the authorities,” Vijayan said.

He also said that Wayanad district continues to be the worst affected, while the situation get tougher if the gates of the Banasura dam were to be opened.

“A team of ministers are in Wayanad overseeing the operations and by tomorrow (Saturday) morning all will get the required facilities at the relief camps that are being set up across Wayanad district,” he added.

Earlier on Friday, Vijayan assured people there was no need to panic at all as things are under control.

“If one compares with the floods that took place the same time last year, this time it’s not that serious. As a government, we have taken every precaution and there need be no panic, but just be alert. The need of the hour is people should cooperate with the authorities, if they are asked to move out from places which are likely to turn dangerous, they must comply,” he said.

“At Mepadi, an entire hill has been washed away. The inclement weather is preventing aerial operations, even as the Air Force team is ready and waiting to reach there. The Centre has pledged all possible help.

“The meteorological department has predicted more rains in the next 24 hours, especially in the hilly areas of the state. Also, North Kerala is going to be affected by winds. The prediction is that from tomorrow the intensity of the rains is going to come down, but on August 15th, it’s going to rain heavily,” Vijayan added.

On the presence of the forces which are engaged in relief and rescue operations, he said there are 13 teams of the National Disaster Response Force (NDRF), and three teams each of the engineering task force and the Army.

“Two more columns of the Army are arriving. With the Cochin airport closed till Sunday, efforts are on to see if the Cochin Naval Base airport can be opened (it was open during last year’s floods). The Centre is always in touch with us,” he said.

He also said that the 67th edition of the Nehru Boat Race, to be held on Saturday at Alappuzha, has been postponed.

Mavelikkara: A 34-year-old woman police constable died after she was allegedly set ablaze by a man here Saturday, police said.

The victim was posted at the Vallikkunnam station here.

According to police, the accused allegedly poured petrol over the policewoman and set her ablaze this afternoon when she was on her way back home after work.

She died on the spot while the man, who also suffered burn injuries, was taken into custody, a police official told PTI. He has been hospitalised.

The reason for the attack is yet to be ascertained, they said.

Bhubaneswar: As the World observes the Blood Donor Day today, the grim fact to fore is Odisha has mere 1.8 blood banks per 10 lakh people.

For which, the State failed to figure among the top-20 States and UTs in the country that have more than 3 blood banks per 10 lakh population in the year 2018.  North-Eastern States like Mizoram, Sikkim and Tripura were way ahead of Odisha in blood bank to population proportion.

As per the data available, Odisha has mere 83 blood banks in 2018.  The biggest fallout of fewer blood banks is the State had failed to meet the actual blood requirement of around 4.54 lakh units of blood last year. Data accessed revealed that the State could collect around 4.2-4.3 lakh units of blood during the year 2018.

This showed the blood availability in Odisha is in red, despite the collections of blood having increased by around 52 per cent from around 2.38 lakh units in 2013-14.

Sample how the blood banks in proportion to per 10lakh population fared district-wise in Odisha.

Districts like Ganjam, Kendrapara, Puri and Balasore have not even one blood bank per 10 lakh; whereas districts like Cuttack, Khurda (State headquarters) Kalahandi have only around 1 blood bank per 10 lakh population.

The northern Odisha districts like Mayurbhanj and Keonjhar have around 1.5 blood banks per 10 lakh population. Significantly, these are the districts that account for higher maternal mortality rate during child deliveries owing to high bleeding and unavailability of blood for transfusion.

Balangir has around 2.4 blood banks per 10 lakh, which is higher than the State average. In western Odisha, districts like Sundergarh and Bargarh have blood bank proportion below that of State average.

Overall, nearly 90 per cent districts in Odisha have blood banks – population proportion below the State average. This shows how acute is the blood availability crisis in Odisha. Significantly, data shows almost half of districts in State in most of the times didn’t have ‘O’ blood-group, which is in maximum demand.

“Every year, Odisha records around 3,000 to 5,000 deaths due to unavailability of appropriate blood group and proper blood quantity. Last year nearly 30 per cent of complicated pregnancies were treated with blood transfusion, which implies how lack of blood could have triggered higher MMR in the State,” observed a senior official in the Health Directorate.

When such is the crisis, the State government here has no policy in place to boost blood collection in the State. Only political parties hold grand blood donation camps to boost their cadre strength.

An analysis shows how States with fewer government run blood banks have better efficiency in blood units collected.

Take the instance of Kerala. When Odisha has 63 government-run blood banks, Kerala has only 41 such blood banks. But the State has 5 blood banks per 10 lakh population compared to mere 1.8 per 10 lakh in Odisha. A similar trend is observed in all States with at least five blood banks per 10 lakh population. The good consequence, coincidentally, is all these States have surplus blood units vis-a-vis the WHO requirement norm for their respective States.

Thiruvananthapuram: A central team of medical professionals is looking into whether the only confirmed patient of Nipah in Kerala got it after eating guava, though the office of the state Health Minister has expressed ignorance about it.

The medical team decided to investigate the cause of the virus after the patient — a young student — admitted that he had eaten guavas last month.

Fruit bats have been identified as carriers of the deadly Nipah virus. After 12 deaths last year of reported Nipah outbreak in Kozhikode and Malappuram districts, experts had collected samples from bats in the area.

But the office of state Health Minister K.K.Shailaja told IANS that it was not aware of the new investigation, as all the monitoring of the present outbreak was being done from Kochi.

The young student, according to the doctors of the private hospital he is recuperating in, has recovered well but is still under close medical observation.

Meanwhile, no new case has been reported in the past one week and of more than 300 suspected cases under observation, many have started leading normal lives.

Kochi: A Kerala youth being treated for testing positive for Nipah virus (NiV) is stable, Health Minister K.K. Shailaja on Wednesday said, adding that three nurses who treated him, a friend and another person have been kept in isolation.

He continues to be treated at a ward at the Kalamassery hospital near here.

“A total of 311 people are being closely observed and barring four, all the rest are being looked by health professionals in their homes only. The officials are trying to find out, how many of these 311 had any direct contact with the youth, who has tested positive,” said Shailaja.

“The samples of the five (in isolation) have been send to various laboratories and the final result is expected either tomorrow or day after. The preliminary findings of these five, do not point to anything serious, but, we will wait till the final results come,” said Shailaja.

It was on Tuesday that the youth tested positive and since then the state Health Department has launched a massive programme to ensure that adequate advisories were issued.

People have been asked not to panic, but seek immediate medical attention if fever develops.

Shailaja said that a central team of professionals were already here and their main objective was to identify the source of the outbreak.

Bhubaneswar: Odisha has grown warmer over the years. The State’s 2018 annual mean temperature in major parts was recorded 0.5 -1 degree Celsius higher than the average mean temperature for the period 1981-2010. And summer 2019 has also been hotter than 2018 summer.

As per the data available with IMD, the annual mean temperature in 2018 was 0.5-1 deg C higher for districts like Sundergarh, Bolangir, Sambalpur, Dhenkanal, Angul, Khurda, Jagatsonghpur and Kendrapara. However, districts in southern Odisha, parts of Mayurbhanj and Balasore had recorded a 0.5 deg C lower annual mean temperature vis-a-vis the average mean temperature value of the period 1981-2010.

The fallout is Odisha recorded second highest lightning deaths in the country after Uttar Pradesh. And most casualties in State were reported from the warmer districts only. With around 61 deaths in 90 days period, the State had recorded this ‘significant’ weather event, pointed out IMD. Latest studies by IMD show lightning intensity has a direct co-relation to warmer day  temperatures in a region.

The tagline of ‘hotter’ Odisha seems continued in 2019. As per the latest weather data, May 2019 in Odisha is hotter than May 2018. The IMD’s data on Tmax (Maximum Temperature) anomaly shows the mercury remaining higher in the range of 1-3 degrees Celsius over the average normal temperature fixed by IMD as a constant to measure temperature rise or fall every year. The rise is observed across the State pre and post Fani. Data shows that April 2019 in State hotter than April 2018.

However, what seems a good news for Odisha is despite delay in onset of monsoon over Kerala, the weather parameters give positive indications on south-west monsoon progressing well in the Bay of Bengal (BoB). And the progress graph hints at monsoon might touching Odisha on and around its preset date of June 10.

As per the latest ENSO (El Nino Southern Oscillation) release, while the Sea Surface Temperature (SST) over western pole of Indian ocean is positive, means warmer, the SST at eastern pole of Indian Ocean, means BoB, is negative, which means cooler. This is the reason for SW monsoon 2019 making rapid progress in BoB, reveal the data.

Why this is good news for Odisha? In 2018, Odisha had seen re-emergence of heat wave in the month of June. And Coastal areas had recorded temperatures over 40 degree Celsius during the dates of June 16-18. Even, mercury in the Capital city of Bhubaneswar had touched 42.3 on June 16 &17 last year. Balasore and Chandbali recorded over 40 degree Celsius on June 18, 2018.

Weather models predict overcast skies in Capital City by June 10 and pre-monsoon rains to lash Bhubaneswar by mid – June. And monsoon rains to start here by June end.

Wayanad (Kerala): Congress President Rahul Gandhi on Thursday filed nomination papers for the Lok Sabha elections from Wayanad amid an outpouring of support from thousands on the streets, leading the party to claim it will sweep all 20 seats in Kerala.

Thousands of men and women, and even the young, packed the streets of Wayanad as Rahul Gandhi, accompanied by his sister and Congress General Secretary Priyanka Gandhi, reached the Collector’s office, filed his papers and then held a road show to frenzied slogan shouting by party supporters.

At least three journalists fainted in the heat — and Rahul Gandhi helped people to carry one of them on a stretcher to an ambulance.

Before returning to Kozhikode, he explained that his decision to contest from Wayanad — a backward district in Kerala bordering both Karnataka and Tamil Nadu — was aimed at sending a message that India was one.

He told the media: “I have come to Kerala to send out a message that India is one. I feel there is an assault on all institutions by (Prime Minister Narendra) Modi. So I decided I will contest from south India and also from north India.”

Gandhi, who will also be a candidate from his traditional seat Amethi in Uttar Pradesh, accused Modi of ignoring the main issues: lack of jobs and farmers’ plight.

He said he had nothing against Kerala’s ruling Communist Party of India-Marxist (CPI-M).

“I know the CPI-M and Congress are locked in a fight here and it will go on. But I am not going to say a word about the CPI-M. They will attack me and let them do that.”

On Wednesday night, Gandhi landed at Kozhikode and waved to the thousands waiting outside the airport to take a close look at him.

On Thursday, after seeing huge crowds on the streets, he stopped his vehicle and broke the security cordon to freely mingle with the people. He shook hands with many.

“I am very happy that he lifted me up,” exclaimed a six-year-old girl, whose mother added that they had been waiting from 7 a.m. to see Gandhi.

Wayanad town appeared packed with supporters, many coming from the neighbouring districts of Kozhikode, Malappurram, Kannur and Kasargode.

Present in large numbers were leaders and activists of Congress allies like the Indian Union Muslim League. Many carried party flags and umbrellas in colours of various parties that make up the Congress-led United Democratic Front (UDF).

The Special Protection Group (SPG) cancelled his planned visit to the Congress office in Wayanad. With the roads in the hilly district mostly narrow, the planned road show took place on a different route.

The Gandhis travelled in an open jeep, accompanied by former Chief Minister Oommen Chandy and UDF leaders.

Police personnel found it tough to handle the surging crowds.

“I have seen Indira Gandhi when she came to Kozhikode many years back. Now I am excited that I have seen her grandchildren. I am very happy,” beamed a 78-year-old Muslim woman.

Gandhi will return to Wayanad on April 16 and tour the state the next day. Kerala goes to the polls on April 23 to elect 20 MPs.

Congress leader Ramesh Chennithala gloated: “It’s going to be a 20-20 victory for the UDF.”

But Chief Minister Pinarayi Vijayan on Thursday reiterated that Rahul Gandhi meant to take on the CPI-M and this does not augur well for the Congress.”

Thrissur: A 22-year-old engineering student died on Thursday near here after she was set ablaze by a man, said to be her friend, police said. It was a premeditated attack.

The 32-year-old attacker was immediately nabbed by the people in the vicinity as the gruesome act was being committed. However, they were unable to save the woman.

The perpetrator, identified as Nitish, arrived at the victim’s home around 7 a.m. Following an argument he doused her in petrol, which he was already carrying and set her ablaze, an officer attached to the Nedupuzha police station said.

The motive behind the attack is still not known.

Neighbours and passersby had rushed to the victims home hearing her pleas for help. They tried to douse the flames, but nothing could be done to save her.

Nitish, meanwhile tried to escape, but was overpowered and handed to the police.

The victim was living with her grandparents, as her father had deserted the family, while her mother had passed away .

Nitish would be produced before a court later in the day.

New Delhi: In a major decision, the Congress on Sunday announced that party President Rahul Gandhi will contest the Lok Sabha polls from Wayanad in Kerala, apart from Amethi in Uttar Pradesh.

The announcement was made at a press conference here by senior party leader A.K. Antony and the party’s communications incharge, Randeep Singh Surjewala.

The Congress had been given indications that Gandhi will contest from a seat in the south and Wayanad was mentioned as a possible choice.

Gandhi, who has been representing Amethi, won the seat by a reduced margin in the 2014 Lok Sabha polls by defeating Union Minister Smriti Irani and she is challenging him again in the constituency in the 2019 elections.

Surjewala said Gandhi will be contesting from a seat that in a way represents three southern states.

“It will be a message of unity of the the north and the south,” he said.

Surjewala accused the Bharatiya Janata Party (BJP) of causing divisions and said that the lives of people in south India was important to the Congress.

He also said that Gandhi has “family ties” with Amethi and the “BJP’s dirty conspiracies cannot break it”.

Asked which seat will Gandhi retain if he wins both in Amethi and Wayanad, Surjewala said that when the Congress forms a government following the polls, the party President will represent the entire country.
