The approach road connecting National Highway-5 to IOCL plant site crossing the Kujang road is used by general public for daily commutation. But IOCL is making hindrances for public thoroughfare over the road, IDCO has said.
Talking to OTV, BJD spokesperson Capt Dibya Shankar Mishra said, "IDCO has expressed its concern over the terms and conditions in the lease agreement in public interest. IOCL has to fulfill the terms mentioned in the agreement or IDCO will take appropriate action after receiving IOCL's reply within 15 days."
BJP spokesperson Golak Mohapatra said, "A particular industrial organisation is signing a Memorandum of Understanding (MoU) with the State Government with some terms and conditions. If there is any fault in the terms and conditions than action will be taken as per Odisha Government rules, there is no doubt in it."
The meeting of the core group involving officials of IOCL and the State government could not arrive at an settlement on the tax incentive issue of the former’s Paradip refinery project.
Chief Secretary Aditya Padhi told media persons after the meeting in New Delhi that no decision has been taken at the meeting. "Facts have been exchanged between the two sides and negotiations are on," said Padhi.
Besides, Padhi informed that more time would be sought from the Orissa High Court as it had earlier directed to resolve the issue through mutual discussions within two months.
“I have written to the Chief Minister of Odisha mentioning that the current government at Centre is not responsible for delay in commissioning of the Paradip Refinery. Without any suffering further losses it is right to settle the matter mutually. The Centre is ready to hold discussions with the State in this regard,” said Dharmendra.
Moreover, the Oil minister has also assured that he will look into employment of Odias in the refinery.
On the other hand, Odisha Cooperation and Excise minister, Damodar Rout issued a stern warning against IOCL saying that the company has duped the people of Odisha and if Dharmendra takes any steps in this regard, the refinery will be shut down.
“There is no need for discussions and if Dharmendra takes any steps in this regard then the refinery will be shut keeping in mind the loot that is going on there. Public is agitated there.” said Damodar.
Reacting to such aggression from Damodar, Odisha BJP’s Bhrugu Bauxipatra said that the refinery is no one’s personal property.

“He should provide the data on employment that the Odisha government has generated and the BJP is ready to provide data on how much employment the Centre has created in all its institutions in the past three years,” said Buxipatra.
The ruling BJD has raised questions on the employment potential of the project and said that the State government is ready to knock on Supreme Court’s door in this matter.
If IOCL has moved the Orissa High Court, then we can also move the Supreme Court and we are confident that the State government will win the case. There is nothing new in recommending signing of a new agreement. This is what the State government highlighted earlier and the company failed to do so,” said BJD spokesperson Pratap Deb.
Notably, on February 16, 2004, the State government and IOCL had signed a MoU for Paradeep Refinery in which the former had agreed to defer collection VAT on all output from the refinery during the first 11 years of the commencement of the unit. Moreover, the VAT for the concerned period will be treated as loan and IOCL had to start paying VAT from 12th year onwards.
The State government issued notice to IOCL, citing that the refinery owes Rs 1,485 crore for the period beginning with the operationalisation of the refinery in 2015 till December 2016.
However, later the Orissa High Court ordered the Odisha government to keep in abeyance the demand notice that it had issued to Indian Oil Corporation Ltd (IOCL) to recover pending taxes to the tune of Rs 1,485 cr.
Urging the Odisha government to keep interests of the people of the State in mind, Pradhan said he believes that the matter can be resolved through discussions.
“The Orissa High Court after examining the arguments of both the parties observed that the working committee set up by the central government should look into the matter once again to find a possible way out. Hence, I feel in a democracy no matter is out of bounds to discuss upon. We all including IOCL should work towards finding a solution, keeping in mind the interests of the people of Odisha,” said Pradhan.

Besides, the agreement has provisions to provide financial support for construction and electricity to IOCL for the project.”
Deb added, “The project was to start in 2004 and end by 2009. Once the IOCL plant starts its production, the State Government had agreed to provide interest-free loan for 11 years. However, the IOCL company board delayed the production from the plant to 2009-10 as it passed the project in 2008-09.”
He further stated, “The IOCL project's commercial production started in 2015 only," adding that the State Government has not touched the second Article of the MoU yet.
Mentioning the State Government had raised objections against the IOCL refinery in 2011 Deb alleged the Union Minister is now mixing up the decision of Odisha to withdraw interest-free loans to the IOCL plant with the results of the recently held panchayat polls.
He said the Sanjeev Hota Committee in 2011 had suggested the State government to review the MoU citing huge financial loss for Odisha.

“The State Government on December 30, 2016 had taken a decision to send a show-cause notice to IOCL. On basis of the reply given by IOCL, the State Cabinet on February 22 took the decision to the withdraw interest-free loans. As currently IOCL is earning profit of nearly Rs 15,800 crores, there is no point for the odisha government to support IOCL on the viability ground,” said Deb.
Notably, earlier in the day, Pradhan had alleged the State Government of violation in the agreement with IOCL by withdrawing the interest-free loans.
Talking to newsmen, Pradhan said, "Discussions were held two to three years earlier than the Start of the project in 2009. However, now the Odisha Government is alleging IOCL has increased its capacity from nine million tonne to 15 million tonne unilaterally.”
He presented a letter saying, “The then Project Director of IOCL, Jaspal Singh, in March 30, 2006 had written a letter to then Chief Secretary of Odisha, Subash Pani, mentioning on the increase in the capacity. It was mentioned in the MoU signed in 2004 that IOCL can increase its capacity as per business assessment."

The Union Minister further said, "The State government had given the interest-free loan arrangement to IOCL on its own and had agreed the public sector company will return the amount with interest after 12 years.”
Alleging the BJD's anger against BJP for its surge in the Panchayat elections was the reason behind the State government's roll back of tax sops to IOCL's Paradip refinery, Pradhan added, "The BJD government should not harm the State's interest by withdrawing interest-free credit to IOCL due to its anger against BJP for its success in the Panchayat polls. The step will affect the flow of investment into the State.”

"The move will stall employment generation thereby hitting unemployed youths hard," said Pradhan that he would request the Chief Minister to refrain from taking such decisions.
The project was completed in 2015 due to reasons like delay in land acquisition, cyclones and law and order problems in the area as the BJD regime backtracked from its commitments, the Union Minister added.
The withdrawal of incentives to the project has once again brought the Central and the State government at loggerheads. Senior BJD leader and minister Damodar Rout defended the State government’s decision citing that IOCL violated the terms of the agreement.
“IOCL violated the terms and conditions of the MoU. The State government felt that there is no use of giving them moratorium. I don’t see any legal discrepancies in the decision,” said Rout.
However, the BJP trained its guns on the State government accusing it of not being able to tolerate Dharmendra Pradhan, who is the union petroleum minister.
“The decision of the State government is not acceptable to the youths, industrialists and the people who love Odisha. It is the biggest investment in Odisha and there is also a scope of expansion in future. This decision is not in interest of the State and is targeted to Dharmendra Pradhan,” said BJP spokesperson, Sajjan Sharma.
On the other hand, the Congress took a rather neutral stance after Leader of opposition, Narasingh Mishra stated, “If the State is not being able to get any benefits in return for incentives provided to IOCL, then the decision to withdraw the incentives is right. If the people of Odisha will benefit from any incentives provided to IOCL, then the decision is wrong.”
The State government reasons that the Paradip refinery project became operational 6-7 years behind schedule. Moreover, IOCL had unilaterally increased the capacity of the refinery to 15 million tonne per annum from 9 million tonne per annum. As per the State government, because of the delay in getting the project operational, there will be a revenue loss of Rs 22,745 crore on account of providing interest-free loans.

On the other hand, a letter sent on January 17, 2017 from IOCL informed the Odisha Finance department secretary that as per the terms of the MoU the capacity of the refinery could be increased when required. Another intimation regarding capacity increase was sent to on March 30, 2006. Moreover, the IOCL authorities also informed the State government, “Adverse law and order situation resulting into interruption of construction works by various unions at site was unprecedented and resulted into significant man-months loss.”

The agreement for interest-free loans which signed in 2004 and was based on the then proposed capacity of 9 million tonne per year. However, the capacity was later on increased to 15 million tonne per year.
“The centre has not announced any incentive for the project. There were 8 incentives which were given to IOCL to the project by the State government out of which it has availed 7. We are now withdrawing one,” said Amat.

Important to Note
The prescribed qualification should be from a recognized Indian University/Institute as a regular full-time course / Diploma course (including a sandwich diploma course with industrial training as part of the course; with no break) with minimum 50% marks (45% for SC and PwBD category candidates) in aggregate.
Candidates holding a qualification acquired through part-time/correspondence/distance education mode are not eligible.
Candidates possessing Diploma under recognized lateral entry scheme (Class–XII (Sc.)/ ITI admitted in 2nd year of Diploma course) shall also be considered the eligible subject to meeting the prescribed percentage of marks on the basis of aggregate of 4 semesters in the diploma course.
Qualification of MSc (Chemistry) shall not be considered a disqualification for post code 101. However, the percentage requirement shall be applied on graduation level exam (BSc–PCM) only.

The refinery will be shut down till August 15.
Inaugurating the three-tier Safety Surveillance System, TDVS Gopalakrishna, Executive Director and Refinery Head, emphasised on enhanced safety and health measures to ensure an incident-free shutdown during the present COVID-19 pandemic.
While going for the shutdown maintenance since Tuesday evening, the Paradip Refinery is attaching utmost precaution to safety, a press release said.
As part of the measures, all the 1,200 experts who have arrived from different parts of the country were quarantined on arrival, the release said.
The IOCL had arranged for swab testing of all the persons and only COVID-19 negative persons are being allowed to take part in the maintenance job, it said.
Asymptomatic cases are being treated at IOCL, COVID Care Centre, set up at an isolated area.
Some of the persons who have recovered from COVID-19 have expressed willingness to donate plasma which will help in the treatment of critical coronavirus patients in Odisha, it said.
As per COVID norms, during the 14-day quarantine, swab test is done only for symptomatic cases, whereas the IOCL is conducting 100 per cent testing for outside workers.
This has been done to ensure that the infection does not spread to the villages.
It has also been decided that local contract workers, who will come in contact with skilled workers from outside, will stay at Temporary Medical Centres (TMC) of 11 panchayats during the shutdown period.
Since the last planned maintenance shutdown in March 2018, all the units were operating continuously.
"After running for over two years it has become absolutely imperative to go for maintenance work of critical equipment of the refinery," Gopalakrishna said.
Though shutdown was initially planned during April this year, the decision was deferred due to outbreak of novel coronavirus and nationwide lockdown, a statement issued by the refinery said.
The necessity of maintaining an uninterrupted supply of petro products, including LPG, during the lockdown period also led to a consensus to defer the shutdown.
With the Centre easing lockdown restrictions, economic activity is gradually picking up along with consequent demand for petro products, the release said.
The 15TPA Paradip Refinery plays an important role in supply chain management of petro products not only within the country but it also exports petro products to neighbouring countries.
To bolster the "neighbour first policy', the Paradip Refinery has recently shipped 15 TMT of 95 RON (research octane number) MS (motor spirit) to Bangladesh.
