The agreement was signed by the public sector unit and the Industrial Promotion and Investment Corporation of Odisha (Ipicol) in Bhubaneswar, according to a release.
The MoU seeks to prepare a feasibility study for setting up plants in areas of green hydrogen, green ammonia and renewable energy like solar and wind, the Ipicol said.
It emphasises promoting the production of eco-friendly fuels in the state. Green Hydrogen will help the industries cut aggregate emissions of greenhouse gases, it said.
The proposed plants will help Odisha-based heavy industries to supplement their growing power requirements, the Ipicol said.
Principal Industries Secretary Hemant Sharma said there was a very large pre-existing market for hydrogen currently in the state.
The cost of green hydrogen will reduce for industrial consumption with this joint effort to produce it in bulk, the official said.
We are very eager to help the company in terms of suitable land, said Asit Tripathy, principal secretary to Chief Minister Naveen Patnaik.
Business development director M V Iyer said Gail was laying a natural gas pipeline, setting up a city gas distribution project and a coal gasification plant in a joint venture.

Somesh was felicitated at the Rourkela railway station after he received a rousing welcome by the district sports authority and his family members.
Currently, Somesh is being trained by Dhiren Samantasinghar at the Delhi Public School ground.
The organising authority of the event, Gas Authority of India Limited (GAIL) has also selected him to train under a foreign coach in Jamaica.
The Odisha lad has set his eyes on the 2024 Olympics and preparations are at peak, sources said.
Swain said, "I was confident but the competition was a bit tough out there. The confidence level went down following second position in the semi-finals. Then in the finals, I gave my best and bagged gold. My confidence level is high now. I will try to represent my country in the Olympics."
As per sources, Somesh along with nine other youngsters have been selected following their performance in the grand finale of GAIL Indian Speed Star Season III.
The competition was organised as a nationwide trial to identify budding track and field athletes. Reportedly, the 10 winners will join an elite group of 14 athletes selected in the previous two seasons of this initiative. These 14 athletes have been undergoing training at the prestigious Racers Track Club in Kingston, Jamaica which is the training ground of champions including Usain Bolt and Yohan Blake.
In the first phase, piped gas will be provided to 255 families in Nalco Nagar in Bhubaneswar under the Pradhan Mantri Urja Ganga Yojana.
Later the piped gas facility will be extended to Cuttack, Khurda, Puri, Kendrapara, Bhadrak, Jajpur, Dhenkanal, Angul, Jharsuguda, Sambalpur, Sundergarh, Deogarh and Jagatsinghpur in phases, the GAIL official added.
He added construction of four CNG stations is underway to facilitate the piped gas system.
Each MMU will have a qualified doctor,nurse , laboratory technician, pharmacist, essential medicines and diagnostic kit.
One unit can cover four to five villages a day on a regular basis and can cater to the needs of 90 to 100 people on an average. The unit can also function as a referral clinic and ambulance in emergencies.
GAIL has deployed four MMUs as part of its CSR initiative -Project Arogya. HPCL has put six units in service as part of its ‘Project Dhanwantari’ under CSR. One unit has been mobilised by Oil and Natural Gas Ltd. (ONGC).
“The project which has been launched today will see pipelines for natural gas delivery being laid in Bhubaneswar, Cuttack and subsequently to other major cities across Odisha,” said Pradhan.
Natural Gas will be supplied through the Jagdishpur Haldia & Bokaro Dhamra Natural Gas Pipeline (JHBDPL), popularly known as 'Pradhan Mantri Urja Ganga.'
According to sources, total investments worth Rs 5,700 crore have been planned for Odisha under the CGD and Urja Ganga programs. GAIL (India) Limited is implementing JHBDPL as well as the CGD networks. GAIL Gas is a subsidiary of GAIL engaged in CGD activities.
Households and small industries in the two cities can avail Piped Natural Gas (PNG) while vehicles can use Compressed Natural Gas (CNG) once the CGD network becomes operational.
The Bhubaneshwar CGD project will benefit around 25 lakh people in Khordha district and around 2.5 lakh households will be supplied with piped domestic natural gas. Moreover, 24 CNG stations will be commissioned in the first three to five years to supply CNG fuel to around 1 lakh vehicles.
Similarly, in Cuttack around 26 lakh people will be benefited by this project while 2.5 lakh households will get PNG connections.
In Odisha, the pipeline will be constructed at an estimated investment of Rs 4,000 crore and have a length of about 762 km covering 13 districts.

Prior to the launch event, controversy surfaced after the names of 2 Odisha ministers, Ashok Chandra Panda and Pushpendra Singhdeo were removed from the event’s invitation card. Peeved over such omission, the ruling-BJD said that it is a sign of intolerance on the part of the BJP-led central government.
“To first include the names and subsequently removing them is not at all courteous and is a sign of their intolerance,” said Panda adding that it could have been done due to pressure from the BJP members.
“GAIL is the organizer of the event and they can give the right answers. BJP never indulges in exerting pressure on anyone in these kinds of issues,” Odisha BJP spokesperson, Sajjan Sharma.
We had sent them invitations and followed up with them. But they had some other engagements for which they are not coming to the launch event, said Project director of Gail, Ashutosh Karnatak.
Addressing industry chamber FICCI on the domestic production potential of hydrocarbons, the Minister said the synthetic gas was expected to be cheaper than natural gas.
"GAIL India is planning to set up a coal-to-synthetic gas plant in Odisha. This synthetic gas is expected to be cheaper than natural gas," the Minister said.
"Till now we have not been able to convert any coal to gas. GAIL India is in talks with the Ministry of Fertiliser for the same," he said, adding India has a poor record in this area of developing alternative fuels as a way to cut oil imports.
The situation is mainly because India lacks technology to be used for converting coal to gas.
According to sources here, GAIL has roped in other public sector undertakings like Coal India, Rashtriya Chemicals and Fertilizers and Fertilizer Corp of India for the project, which will generate ammonia synthesis gas from coal.
Pradhan also said a new policy on bio-fuels was to be placed for Cabinet approval soon.
"A new bio-fuels policy is going to come soon that will detail things like investments, incentives, the maximum assured price etc for the sector," he told reporters on the sidelines of the conference, noting the potential of bio-fuels that are mostly produced by recycling agricultural and urban waste.
State-run oil marketing companies (OMCs) are already implementing the Ethanol Blended Petrol (EBP) programme under which they sell the EBP with the percentage of ethanol up to 10 per cent.
They have been asked to set up 12 ethanol plants in various states over the coming years.
The government has also allowed procurement of ethanol produced from other non-food feedstocks like cellulosic and ligno cellulosic materials, including via the petrochemical route.
The company in a regulatory filing to the BSE on Wednesday said that the Bokaro-Durgapur section (124 km) is now re-tendered and awarded to three different contractors to expedite construction efforts.
Besides, GAIL also informed that the project consultant, Engineers India Ltd, was replaced by Metallurgical & Engineering Consultants (India) Ltd for overseeing the project activities in this crucial stretch.
"In a swift move to safeguard project schedule of the Pradhan Mantri Urja Ganga natural gas pipeline to eastern India states, GAIL (India) Ltd as the owner and operator of the project under execution has offloaded the pipe laying contract from IL&FS due to poor project progress driven on account of acute financial crisis," GAIL said in a statement.
Government sources said that Finance Ministry is planning to approach NITI Aayog to prepare yet another list of PSUs where their holding could be brought down to below 51 per cent and also point out which of these could shed the PSU tag and become independently board-run private companies.
For a company to remain a government-controlled public sector undertaking (PSU), either the Centre or the state government or both together should hold more than 51 per cent stake in it. The Budget proposed that 51 per cent stake could include direct and indirect shareholding of the government through other state-run companies and financial institutions.
"As per the definition of a government company, the Central government and the state government together have to have 51 per cent equity. If that comes down, then it does not have the character of the government company. So when this decision is taken, we will also be consciously deciding whether that particular company needs to be retained with the tag of the government company," Finance Secretary Subhash Chandra Garg told IANS when asked about the government's plan on privatization.
Though Garg did not elaborate, sources said three categories of companies would be retained by the government: one where government and its institutions hold 51 per cent or more, second where government stake is below 51 per cent but the company still retains PSU tag with a change in law and third; where companies become almost private entities with government holding of say, 26 or 40 per cent, and being run by a board.
It is the third set of companies where several professionally run 'maharatna' and 'navratna' PSUs would fall. Government intends to offer complete freedom to some of these entities to run their operations while also keeping the entities outside the scrutiny of CVC and CAG.
At present there are more than two dozen CPSEs that are widely held by the public with government stake of less than or close to 60 per cent. These include 'maharatna' and 'navratna' CPSEs like Engineers India Ltd (EIL-52%), Indian Oil Corporation (IOC-52.18%), Bharat Petroleum Corporation (BPCL-53.29), Gail India (52.64%), Oil and Natural Gas Corporation (ONGC-64.25%), Power Finance Corporation (PFC-59.05%), Powergrid Corporation (PGCIL-55.37%), NTPC, Shipping Corporation of India (SCI-63.75%), Bharat Heavy Electricals (BHEL-63.17%), NBCC (68.18%), Container Corporation (Concor a" 54.80%).
Some of these may be earlier targets for bringing down equity below 51 per cent level. If government sells more of its equity in these entities, it could also raise its disinvestment proceeds easily from the market without looking at other instruments such as share buyback, new issues of ETFs or higher dividend payout from PSUs including declaration of special dividend.
This would also eliminate pressure on achieving disinvestment target, as even a small issue by a bluechip PSU can get better realisation for government shares. The shares of most of these companies have got good valuation from the market. The government has set a disinvestment target of Rs 1,05,00000 crore for FY20.
