Strict action would be taken against any person who attempts to disturb the law-and-order situation which was reviewed at a high-level meeting held here during the day, he added.
The court has sentenced the Dera chief to imprisonment of 10 years each in two rape cases, and imposed a fine of Rs 15 lakh in each case.
The sentences will run consecutively, resulting in imprisonment of 20 years and fine of Rs 30 lakh.
"No person is above the law and everybody should respect the verdict delivered by the court," Khattar said.
He said effective arrangements had been made to maintain peace in the state following the decision of the court.
Earlier, Khattar held an emergency meeting of top officials of the state here today to take stock of the situation in the wake of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh sentencing by a CBI court at Rohtak.
Owing to severe law and order situation, railway operations in Haryana and Punjab have been suspended as a precautionary measure by Northern Railways.
All trains emanating from Odisha will also not be allowed to move beyond New Delhi, sources informed.
The trains particularly to Jammu, Amritsar, Ludhiana, Chandigarh, Ambala, Panipat, Bhatinda, Jakhal, Rohatak from Odisha will be terminated at Delhi, sources said.
On the other hand, Visakhapatnam-Amritsar Hirakud Express via Bhubaneswar and Sambalpur scheduled to depart at 23:50 hrs today (August 25, 2017) has been cancelled.
A Northern Railway official told IANS: "At least 201 trains heading to Haryana on Friday have been cancelled in view of the law and order situation in the state." These included 92 express and 109 passenger trains.
Some of the cancelled trains were Jaipur-Chandigarh Intercity Express, Barmer-Kalka Express, Barmer Haridwar Link Express, Firozpur-Chandigarh Express, Kalka Himalyan Queen.
Tension mounted in Haryana and neighbouring Punjab ahead of the CBI court's verdict in the rape case against the Dera chief.
A large garrison of Army, paramilitary and state police personnel was put on high alert to tackle any situation arising after the court's verdict.
Vipassana, the chairperson of the sect headquarters near Sirsa town in Haryana and a close aide of the sect chief, was questioned in Sirsa town for nearly five hours after she appeared before them following summons being issued.
However, the Sirsa police officials did not bother to arrest her despite a court in Panchkula, adjoining Chandigarh, issuing arrest warrants against her last month for her alleged role in the violence following the sect chief's conviction in two cases of rape.
"She (Vipassana) appeared here (Sirsa) today (Wednesday). We questioned her on many things. We informed the Panchkula police that she is here. After questioning, we let her go after noting down details about her whereabouts," a police officer told media in Sirsa.
The special investigation team (SIT) of Haryana Police had obtained the arrest warrants against Vipassana after its investigations revealed her alleged role in planning and inciting violence which left 38 people dead and 264 injured after Ram Rahim was convicted on two counts of rape on August 25 last year.
Despite the SIT conducting raids at the Sirsa headquarters of the sect and other places, Vipassana had been eluding the police since January 10.
Police officials said that Vipassana had gone into hiding and was not appearing before the Panchkula police.
Police officials believe that Vipassana holds the key to important developments in the sect in the run-up to the violence following the conviction of the sect chief and also regarding the illegal actions and dealings of the sect chief and his close aides.
"Yes, I'm playing Honeypreet as I have known her for seven to eight years. I know everything about her. I believe she is in London right now. My brother Rakesh Sawant and I are producing the film," Rakhi told IANS.
"I'm in Delhi right now. We will be shooting here only. Our set will be exactly like his Sacha Sauda. I promise my audiences that 'Main baba ki sab pol khol ke hi dum lungi' (I will be relieved only after exposing him)," she added.
The release date of the biopic is yet to be finalised.
The sect chief has been jailed since August 25 when he was convicted by the CBI court in Panchkula on two counts of rape of female disciples in 1999. He was then sentenced to 20 years of rigorous imprisonment and a fine of over Rs 30 lakh.
Another top aide of Ram Rahim named in the list is the absconding Dera spokesman Aditya Insan.
Photographs of 43 suspects responsible for instigating or indulging in the large-scale violence have also been released on the Haryana Police website.
The photographs have mostly been obtained from video footage of TV news channels and police videos and CCTV cameras installed at various places in Panchkula. The police have not been able to identify the accused by name so far.
Ram Rahim's conviction for rape led to violence in Panchkula town, adjoining Chandigarh on August 25 immediately after his conviction. The violence left 32 people dead in Panchkula and nearly 250 injured.
Nearly one lakh Dera followers had gathered illegally in Panchkula 2-3 days ahead of the rape verdict by the CBI special court.
Honeypreet Kaur, whose real name is Priyanka Taneja and is the controversial adopted daughter of Ram Rahim Singh, has been absconding since August 25 evening.
She had accompanied the disgraced godman from Sirsa till the CBI special court in Panchkula where he was convicted on two counts of rape.
She even accompanied Ram Rahim in the government helicopter from Panchkula to Rohtak after he was convicted in the rape cases and was being shifted to the prison near Rohtak.
The Haryana Police have booked Honeypreet Kaur for sedition and being involved in an alleged conspiracy to help Ram Rahim escape after his conviction.
The police have issued a lookout notice against her and raids are being conducted in various states to nab her.
Honeypreet, who is in her mid-30s and is considered closest to Ram Rahim, and has been his heroine in the five films that he has directed, produced and acted in, in the last three years.
Though both, Ram Rahim and Honeypreet, call themselves as the father-daughter duo, her former husband had accused both of having an illicit relationship.
Her writ ran in the Dera set up and the headquarters. Her clout was even bigger than the immediate family, including wife, son and daughters of Ram Rahim.
The police have also issued a lookout notice against Aditya Insan, a former eye specialist from the All India Institute of Medical Sciences (AIIMS) and Dera spokesman for many years.
He was last seen in Panchkula just minutes before the violence broke out.
Insan was booked with four other Dera functionaries for sedition and inciting violence.
While seven accused in the murder cases were present in the court in Panchkula, adjoining Chandigarh, the jailed sect cheif took part in the hearing through video conferencing from the District Jail in Sunaria near Rohtak.
Singh has been lodged in the Rohtak jail following his conviction in August in two rape cases.
Tight security arrangements, including para-military forces and Haryana Police personnel, were seen in Panchkula town, especially around the court complex in Sector 1.
Security arrangements were tightened around the prison complex near Rohtak and in Sirsa district, where the headquarters of the sect are located.
The cases, related to the murder of Sirsa-based journalist Ram Chander Chhatrapati and former Dera manager Ranjit Singh, allegedly by functionaries and followers of the sect were listed for final arguments on Saturday in the court of special CBI judge Jagdeep Singh.
Final arguments in the murder case of journalist Chhatrapati are being held on Saturday.
The same court had, on August 25, convicted Ram Rahim on two counts of rape of his female disciples. He was sentenced to 20 years of rigorous imprisonment by the CBI court on August 28.
Haryana Director General of Police B.S. Sandhu had said on Friday that adequate paramilitary and Haryana Police personnel had been stationed in Panchkula in view of the murder case hearing.
However, this time, no Dera followers assembled in Panchkula ahead of Saturday's hearing, unlike the rape case hearing where over one lakh followers had converged in the town and had indulged in large-scale violence after his conviction.
Chhatrapati was shot at in October 2002. He died in November, after battling for life in a hospital for a few days.
Former Dera manager Ranjit Singh, who was believed to be privy to a number of wrong things going on inside the sect headquarters, was shot dead in July 2003.
The sect chief is an accused in both murder cases, along with other accused, as these were carried out allegedly at his behest.
Ram Rahim's conviction in August in the rape cases led to violence in Panchkula and Sirsa in Haryana, leaving 38 people dead and 264 injured. Isolated incidents of violence were also reported from Delhi and several other places in Punjab.
A search on the micro-blogging site for Ram Rahim's accounts returned a message "@Gurmeetramrahim's account has been withheld in: India".

Fifteen years after he raped two of his female disciples, Dera Sacha Sauda chief Gurmeet Ram Rahim Singh was on Monday sentenced to 20 years in jail for rape and criminal intimidation and fined Rs 30 lakh.
The rapist sect chief was sentenced to 10 years' imprisonment in each of the two instances of rape. The sentences will run consecutively.
Singh has been sentenced to two consecutive terms of 10 years each, the defence lawyer informed. The quantum of sentence was announced by Central Bureau of Investigation (CBI) special court judge Jagdeep Singh at a specially set up court inside the library of the District Jail in Sunaria near Rohtak town in Haryana.
The CBI judge had on Friday held the Dera chief guilty of rape and criminal intimidation of the two female disciples in 1999. The complaint in the case was filed in 2002.
While the defence (sect) counsel had argued for minimum punishment for the disgraced sect chief saying that he was a social worker and had health issues, the prosecution side (CBI counsel) sought maximum punishment for the rape convict given his conduct.
There was drama inside the special court near Rohtak as the convicted sect chief broke down and pleaded with folded hands before the judge.
After the sentence was announced, Ram Rahim sat down on the floor and wept. He was taken away by jail wardens.
Ram Rahim was immediately medically examined by doctors and found to be fine.
Earlier, the judge was specially flown to Rohtak, 70 km from Delhi, on Monday for announcing the sentence at the special court.
Ram Rahim was brought and lodged in the jail (Prisoner No. 1997) here after his conviction by the CBI court in Panchkula, adjoining Chandigarh, on Friday.
There were reports of fresh violence in Sirsa town, 260 km from here, on Monday afternoon. Two vehicles were set on fire by Dera followers, sources said.
To keep Dera followers, who had indulged in large-scale violence in Panchkula on Friday after he was convicted, in check, authorities in Haryana on Monday issued shoot-at-sight orders in and around the District Jail at Sunaria.
Thirty-eight people were killed and 264 others were injured in the violence in Panchkula and Sirsa towns in Haryana.
A decision in this regard was taken at a meeting presided over by the Chief Minister ahead of the judgment by a Haryana court this week in a rape case against Dera Sacha Sauda chief.
Prohibitory orders had been imposed and all schools and colleges across the state would be closed on Friday -- the day the verdict will be pronounced, an official spokesperson told IANS here.
He said a complete ban had been issued on carrying of firearms, with orders to shut down the private gun houses selling arms and ammunition, till the situation normalises.
The meeting was attended, among others, by Director General of Police Suresh Arora, Intelligence Director General Dinkar Gupta and Law and Order Director General H.S. Dhillon.
The Centre has sanctioned an additional 10 companies of paramilitary forces to maintain law and order in the state.

The Chief Minister has ordered senior officers to personally monitor the situation. The Director General of Police will visit various sensitive districts to review the preparations ahead of the verdict.
Amid intelligence reports of followers of Dera Sacha Sauda, of which Ram Rahim is the chief, stocking petrol and arms at the Dera's Naam Charcha Ghars, the Chief Minister has directed police to crack down on elements trying to disrupt peace and tranquility.
Police have seized five walkie-talkies from suspected sect followers and are trying to identify the various locations suspected to be housing dangerous weapons.

At least 30 people were killed and 250 injured in widespread violence, arson and police firing in Haryana yesterday, triggered by the conviction of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in a sexual exploitation case.
While 28 people were killed in Panchkula, the epicenter of the violence, two died in Sirsa.
"The law and order situation is under control as there has been no report of violence since last night," said a senior police officer.
Last night, Army carried out a flag march in the area to maintain law and order. The normal life has come to a standstill due to curfew-like restrictions imposed by the authorities to prevent any untoward incident.

In Panchkula yesterday, CBI judge Jagdeep Singh held Ram Rahim, the 50-year-old flamboyant chief of the dera, guilty of rape in a case that was registered on the basis of an anonymous written complaint in 2002 that he had sexually exploited two female followers.
On the basis of the report, a case was registered against him in December 2002 by the CBI on the directions of the Punjab and Haryana High Court.
The quantum of sentence against Ram Rahim, who enjoys 'Z' category security, will be pronounced on August 28.
"Gurmeet Ram Rahim has been put in (special jail at) PTC Sunaria," Rohtak Deputy Commissioner Atul Kumar said adding, tight security arrangements have been made.
Judge Jagdeep Singh of CBI special court at Panchkula convicted the self-styled godman and said the quantum of sentence will be pronounced on August 28, CBI counsel H P S Verma said.
Immediately after his conviction, followers of the Sirsa based Dera went on rampage and clashed with security personnel leaving many dead and injured.
"Tight security arrangements have been put in place in Rohtak," the DC said.
Haryana Government has established special jails in three districts, a spokesman of the Jails Department said here.
The spokesman said that these special jails were in Nahar Singh cricket stadium, Faridabad, Sports Stadium, Pundrak, district Karnal and Police Training College (PTC) Rest House, Sunaria, district Rohtak.
These orders would remain in operation till further orders, he added.
Meanwhile, CBI counsel Verma said that Gurmeet Ram Rahim was accompanied by his daughter when he reached the courtroom in Panchkula after travelling from the sect headquarters at Sirsa.
