In his appeal, PM Narendra Modi said, "Even now, many people are still not taking lockdown measures seriously. Please save yourselves, your family by following government's Covid-19 guidelines. I request State governments to make people strictly follow the rules."
It is to be noted that almost all States have declared partial or complete lockdown to contain the spread of this lethal virus.
According to figures revealed by Health Ministry, "A total of 23 patients have been cured and discharged. Seven deaths have been reported across the country."

Among the 22 states and union territories where the cases were found, Maharashtra had the highest patient count followed by Kerala.
As of 2.30 pm on Sunday, there were 341 cases, of the virus across India, the Union Health Ministry said.
The number of coronavirus active cases in Maharashtra shot up from 74 to 89 with 14 new cases here on Monday, officials said.
The test results of 15 of the 210 suspected cases were detected to be positive and more results are awaited.
The figure shot up even as Health Minister Rajesh Tope warned that the state stood on the threshold of a 'multiplication stage' of the virus.
His statements came in the wake of the death of a 63-year old man late on Saturday at the Sir H. N. Reliance Hospital, the second victim of COVID-19 last week in the state.

"This is the stage to exercise extreme precaution since we don't want to enter from Phase II to Phase III at any cost," Tope urged.
This is the biggest spurt of positive cases in a single day - from 53 on Friday to 64 on Saturday and from 74 on Sunday to 89 on Monday.
As the state continued to lead in the number of active cases, Tope again urged people to strictly remain indoors as 'isolation' is the key to battling the COVID-19 virus spread.
The lockdown declared by the Delhi government following the spurt in coronavirus active cases has no meaning for people in Outer Delhi as they are violating the norms in areas such as Nangloi, Paschim Vihar, Vikaspuri, Mundka, Peeragadhi, Janakpuri and Tilaknagar without any fear.
In the lockdown situation only the shops that sell essential goods are allowed to open, but here in Outer Delhi, salons, vehicle mechanics and paan shops have been opened since morning.
Moreover, e-rickshaws and gramin sewa tempos were seen plying on road without any hesitation, while Chief Minister Arvind Kejriwal in the press conference on Sunday had clearly stated that these things will be completely banned.
The most surprising thing is that whether it is e-rickshaw or gramin sewa, they were packed with passengers. Shockingly, only a quarter of the riders were seen wearing masks. Some gramin sewa drivers were also seen opting for internal routes to escape lockdown and earn money. The police, however, are monitoring the situation on main routes but they can't even stop these vehicles inside the colonies.
A Reliance Fresh's store in Syed village of Nangloi was full of customers and they were seen pushing each others to purchase the goods.
When IANS contacted the manager of this store, he said that he has instructed the guard to allow only one person from a family to come in and stop those who have not wearing a mask, but people are not following the instructions.
The people apparently came to buy essentials goods for the whole month, hence, almost everyone had a companion but almost a half of these had no masks on their faces.
Moreover, the Section 144 is in forces that prohibits gathering of four and more people at one place at one time. But in areas such as Nihal Vihar, Vikaspuri and Janakpuri, people were moving freely. Customers were also purchasing plants from nursery. A salon was also opened in Nihal Vihar.
Despite the Section 144 is in force, people were seen in groups at many places in these areas. This threatens to spread more of this epidemic. People either lack awareness or are deliberately flouting the rules.
In areas like Tilaknagar and Nihal Vihar, many gurdwaras were seen open against the government's orders.
Kejriwal had said in the press conference that no one will be stopped but people should come out only when its extremely urgent but in such a large areas, no policeman was seen questioning anyone.

FM Sitharaman extended the GST return filing deadline for March, April and May 2020 till June 30, 2020. Addressing the media through a video conference, FM said that the deadline for filing composition returns has also been extended till June 30.
She further said that companies that have a turnover of less than five crore, no interest, no late fee, and no penalty will be charged. Companies with turnover of above Rs 5 crore will not have to pay any late fee or penalty but will have to pay a 9 per cent interest rate for late filing of GST.

"I want to underline that the date for opting for composition scheme is also extended to June 30, 2020," she said.
The minister has announced the extension of the deadline for filing income tax returns for the financial year 2018-19 till June 30, 2020 in a bid to provide relief amid the coronavirus crisis.
Sitharaman also said that the government has reduced the interest rate on delayed TDS deposit to 9 per cent from the previous 18 per cent.

Furthermore, in a major relief for small and medium enterprises, the central government has raised the threshold for default under the Insolvency and Bankruptcy Code (IBC) to Rs 1 crore from the current Rs 1 lakh. Addressing the media, FM said that the decision has been taken to prevent triggering of insolvency proceedings against MSMEs.

She assured that the government will keep a watch on the situation and if the situation remains the same beyond April 30, the government may consider suspending Sections 7, 9, and 10 of the IBC for six months. This will prevent companies from being forced into insolvency proceedings in such force mejuere causes of default.

As per the other announcements made by the Finance Minister, debit cardholders, who withdraw cash from any bank ATM, can do it free of charge for the next three months.
" ...so you may have a debit card from a bank, a particular bank, but you will now be allowed, without additional charges, to draw cash from any other bank's ATM for the next three months," the Finance Minister said.
Also, the minimum balance requirement fee has also been withdrawn meaning that an account holder would be permitted to bring down balances to almost zero without banks charging fee for that. At the moment this will apply for three months, the Minister informed. It will be applicable for accounts of all banks.
For the trading community, bank charges will be reduced for digital trade transactions for all trade finance consumers.
She further stated that, RBI and Finance Ministry are monitoring the volatility in financial markets and SEBI has come out with guidelines to ensure that transactions are properly monitored.
The decision comes amid the coronavirus scare and total lockdown across 30 states and union territories in India. Businesses across the country have been severely hit and are likely to face financial losses due to the lockdown. Micro, Small and Medium Enterprises are likely to be more affected due to limited capital reserves.
The government may come up with an economic package to prevent the COVID-19 pandemic from causing major harm to the economy. FM said as a first step they were addressing the compliance-related issues and an economic package covering issues of concern to the industry would be announced separately later.
"The economic package is going to be announced soon," Sitharaman said while announcing a set of compliance-related issues including the extension of dates for filing IT and GST returns.
Earlier in the day the FM gave an indication about the package in a tweet.
"Even as we are readying an economic package to help us through the corona lockdown (on priority, to be announced soon) I will address the media at 2 pm today, specifically on statutory and regulatory compliance matters Via video conference," said the tweet of the finance minister.
The government even has provided a big relief to the corporate sectors on compliance-related issues particularly related to the incorporation of businesses and qualifications of directors.
As per announcements made by the FM Sitharman, a company has now been given six more months to file a declaration of commencement of business. At present, such declaration has to be made within six months from incorporation.
Directors of Indian registered companies have also been freedom from compliant with residency rules that mandates them to be in India for a minimum period of 182 days.
"Under Section 149 of the Companies Act., noncompliance of this rule was treated as a violation. Now, it shall not be treated as a violation," the Finance Minister said.
The government has also decided to give more flexibility to companies over the need to create a deposit reserve from 20 per cent of the deposits maturing in FY21 by April 30. This requirement can now be met by June 30.
Also, companies have been given time till June 30 to invest 15 per cent of debentures maturing during a year in specified instruments. The date of compliance for this earlier was April, 30.
Indian economy that had already slowed down before the outbreak of coronavirus pandemic, is in for a more difficult period in coming months with businesses almost coming to a standstill. Finance ministry and the RBI have taken several steps to ensure liquidity in the system remains intact. But the industry has called for more stimulus to fight depression-like conditions setting in the economy.

In a letter to Odisha Chief Minister Naveen Patnaik, Swain today urged the former to set up a dedicated Covid-19 hospital to tackle any emergency situation in the State.
According to Swain, the State’s present health care system might find it hard to cope with the rush of patients and it might be tough to provide adequate facilities like ICU to critical patients in the State. Under such circumstances, there is a need for a dedicated COVID-19 hospital.

He further stated that several State governments are now hunting for such facilities including new housing projects which can be converted into temporary hospitals.
“There is a dormant hospital near May Fair convention hotel at Jaydev Vihar area in Bhubaneswar. Being a multi-storied building, it is under lockdown due to non-payment of loans to the bank,” Swain wrote in his letter to CM.
The minister further stated that the dormant hospital is now owned by a public sector bank and the bank authorities can be persuaded to release the facility for use in this crisis situation.

“As the hospital was a 60-bedded one, it can be turned into a full-fledged Covid hospital with minimum efforts within seven to ten days. This proposed facility can cater to the Covid patients from the twin cities of Cuttack and Bhubaneswar as well as from other nearby areas within a radius of 60 kms,” Swain said.

Swain further wrote, “If such steps have already been taken, this proposal can be explored immediately which can save precious lives and set examples for others to follow.”
As many as 36 vehicles which included 31 two-wheelers and five four-wheelers have been seized for violating lockdown guidelines in Khurda, informed sub-collector Shantanu Mohanty.

Senior officials informed that despite repeated requests, people are stepping out of their homes which might foil attempts of the State government to check the spread of the lethal coronavirus.
“Several commuters were out on streets for no emergency reasons, and then they gave illogical excuses after being caught by enforcing agencies during the lockdown period. Some people are tampering medical prescriptions to move to their respective destinations," said another official.
Odisha Transport Minister Padmanabha Behera also warned that there are special provisions under which action can be taken against those violating lockdown norms.
It is pertinent to mention here that utter chaos prevailed in some areas of Bhubaneswar and other parts of the State a day after the nation-wide Janta Curfew. This forced Odisha Police to initiate stern action against those violating the enforcement guidelines in the State.
In Ganjam, eight cases were registered against violators of COVID-19 restrictions in Bhanjanagar Police limits under section 188/269 IPC and eight persons were arrested in this connection.
In another incident, Rambha Police registered a case against eight persons, who assembled near an FL off shop on NH-16, thus violating government’s prohibitory order. The case has been registered under section 188/269/270 IPC/3 Epidemic Disease Act.
An FIR was also registered against a hotel at Baliapanda under Puri district on the charges of violation of lockdown of establishments which is in force to contain the coronavirus outbreak.
As per reports, the hotel had kept its services open thereby posing a threat to the health of individuals and community on the whole. Three foreigners from Germany and Ukraine who were putting up there were sent to Bhubaneswar airport from where they left for their respective countries, sources said.
Meanwhile, in Sambalpur, four defaulters were booked under 188 IPC and MV Act and forwarded to Court.

“They were found roaming in Sambalpur Town on two-wheelers. They have violated provisions of lockdown, beyond any doubt, found after due enquiry, by empowered authority. Both vehicles have been seized,” informed Sambalpur SP.
From Janta curfew to a complete lockdown, people in Odisha are extending their support in the best possible way to fight the Coronavirus. Amid a lot of information flow through print, electronic and social media, a lot of people seem a little confused on what should be their approach and what should they do during the lockdown period.
Odisha Police has come up with answers to some of the frequently asked questions (FAQs).
Question: What is meant by "lockdown" as imposed by Odisha government?
Answer: It is a situation where because of a public health emergency like COVID19 all public/private offices/shops/establishments are closed by law (except those exempted) and restrictions are imposed on the movement of people.
Question: Under which law the lockdown has been ordered?
Answer: It has been ordered under the Epidemic Diseases Act, 1897
Question: In which districts the lockdown is applicable and till when?
Answer: It is applicable for entire Odisha till March 29. (It is like to be revised in view of the revised 21-day nationwide lockdown as announced by PM Modi yesterday)

Question: What will happen if you do not obey the lockdown order?
Answer: You are liable to be arrested and prosecuted under section 188,269, 270 and 271 of the Indian Penal Code (IPC)

Answer: Only those persons who are employed in the list of essential services are allowed to go for work. However, they should follow social distancing norms and not gather or travel in a group more than 7. All other citizens should remain at home and proceed to work.
Question: What should I do if I need to buy essential items?
Answer: Yes you may go to buy essential items to the store/shop in your locality. However to minimize chances of infection, either you should be alone or at the most accompanied by one family member and should follow the social distancing norm.
Question: Are religious/political/social/marriage gatherings allowed?
Answer: Any gathering in which seven or more persons are expected are not allowed.
Question: I am a businessman and my industry is not listed in the list of essential services? What should I do?
Answer: Approach your local Collector for resolution. However, you are advised to refrain from running industry if same is not categorized as essential services.

Question: My child, parent or relative has to go to cities in other States for some urgent work or reach back home, what should I advise him?
Answer: Everyone should stay where they are till the lockdown is lifted.
As per the advisory of Odisha Police, people should contact State health department on 0674 2390466 or on mobile- 9439994857/ 9439994859 or dial 100 (police control room) for any COVID19 related emergency.
It may be noted that the Union Ministry of Home Affairs and Odisha government have clearly laid down the lockdown regulations barring any kind of religious congregation which may invite public participation and also specifically mentioned that all such institutions like temples, mosques, churches and Gurudwaras will be closed for public as a precautionary measure against the viral outbreak.

However, the norms also mentioned that any important rituals pertaining to famous shrines like Srimandir or Lord Lingaraj Temple can also be completed customarily without participation of public.
A reality check at the Lord Lingaraj Temple in Bhubaneswar showed that despite enforcement of social distancing norms, the construction of Lord Lingaraj’s chariot could be seen going on in full swing.
As per the chief architect of the chariot, Batakrushna Maharana, construction of the chariot had begun eight days before Dola Purnima with 70 artisans toiling day in and out to complete the work before 31st March 2020.
Speaking about the guidelines issued by the government on Coronavirus, Batakrushna said, “We haven’t faced any problems in the construction yet. Though we know the guidelines, it’s our duty to complete the chariot before time.”
“We all know about the lockdown and the rules pertaining to that, but we, as servitors have been exempted from its ambit. We were not barred to perform rituals of the Lord,” explained a servitor.
Similarly, another carpenter engaged in the construction of the chariot said, “We don’t have any other option and we’ll have to come out of home in order to complete the work before Lord Lingaraj’s chariot rolls out on Ashokastami.”

Congress leader and Jatni MLA Sura Routray, while welcoming the decision by PM Modi and CM Naveen Patnaik to enforce strict lockdown measures has requested the state to not cancel Rukuna Rath Yatra by any means.

By now, everyone must have realized that this is unlike anything we have seen in our lifetime. And in keeping with the unprecedented nature of crisis precipitated by the rampaging nCorona virus, we are witnessing some never before things and scenes in our society, polity and public life. Sample the following and you will know what is being hinted at:
- Whenever we have faced a crisis – floods, cyclones and the like – in the past, one of the first things that the state government has done is to ‘cancel’ the leaves of all officials. The notification in this regard is invariably accompanied by a warning of ‘strong action’ against officials who fail to report at their offices/headquarters. This is the first time that the government is asking its employees not to come to the office and threatening ‘strong action’ against those who ‘come’ instead!

- Even private companies, who suck out the last ounce of blood and sweat from their staff in normal times, are forced to ask them to ‘work from home’ or just stay put at home, if that is not possible
- For the first time, employees appear to be having the upper hand in the owner-staff equation and are threatening to ‘report’ their bosses if they are forced to work
- For the first time in their life, people who come home only for lunch, dinner and sleep are learning the difficult ‘art’ of staying confined to their homes round the clock
- For the first time, those who cannot do without their evening ‘khati’ are learning to live without it
- For the first time in ages, all members of the family – men, women and children; young and old – are confined to home 24X7 - having breakfast, lunch and dinner together, spending quality time together, having fun together, sharing the joys of family life and doing things they have never done in years – playing carom, ludo, cards, video games, watching movies and so on. The Coronavirus might be spreading terror across the world. But it has united families like nothing else has done before.
- For the first time, people, even the busiest among them, now have all the time on their hands. In fact, they now have so much of it they don’t know what to do with it!
- For the first time ever, all other news has been pushed out of the TV screens. Entire TV news bulletins and whole newspapers are devoted totally and exclusively to news on the killer virus and the mayhem it is wrecking. It seems nothing else is happening in the state or the country
- For the first time, political leaders, who normally monopolize the TV screen, have gone off the radar, much to the relief of viewers. Even opposition leaders, who never tire of spewing venom against the government day in and day out, have kept their voluble mouths tightly shut, fearing a public backlash
- Perhaps for the first time, coming out of home is a punishable ‘crime’ and keeping people indoors is the biggest challenge for the law enforcement agencies!
- For the first time, people who can’t do without their daily quota of paan, cigarettes, gutkha and so on are learning to live without them. With the situation unlikely to ease in a hurry, many of them would have detoxed their bodies thoroughly and, hopefully, conquered their addiction! [Curiously though, buzzards are yet to feel the Corona pinch (at least in the capital city) and can procure their daily dose of ‘elixir’ without much fuss. The reluctance of the police and the administration to crack down on liquor shops even as they force all others to down their shutters is intriguing - and is creating/deepening the suspicion that the liquor-happy government is treating them with kid gloves as part of its liquor-friendly policy.]
- Deprived of the opportunity to spend quality time together at parks, malls, restaurants, coffee shops, fast food joints and other such places, young lovers have the unenviable task of having to restrict their ‘sweet nothings’ to chats on phone and social media apps!
- Young professionals, used to eating out 365 days a year, are learning or reviving the art of cooking and honing up their culinary skills in the process.

The list can go on and on. I have no doubt whatsoever that each of you can add a few to it. But the idea is to look for ways to bear the vicissitudes of what is unquestionably an unprecedented, extraordinary and extremely difficult situation with a grin – and have some fun in the process too!

The Railways on Sunday had announced suspension of all its passenger services from March 22 midnight to March 31 midnight in the wake of novel coronavirus pandemic to break the chain of transmission of the deadly disease.
The suspensions also included all suburban train services.
Railways said that passengers could claim a full refund for all trains cancelled in this period till June 21.
It also said that people who couldn't avail train journeys could wait it out at station waiting room with their timings being extended.
The Railway Board on Tuesday also issued instructions to all its production units to examine the feasibility of manufacturing items like simple hospital beds(without mattress), medical trolleys for hospitals and quarantine facilities, and IV stands to contribute to the fight against the coronavirus pandemic.
The Railways has also ordered the closure of all rail museums, heritage galleries and heritage parks up to April 15 as a preventive measure to control the spread of the disease.
The Indian Rail Catering and Tourism Corporation (IRCTC), on the other hand, appealed to the people not to cancel their e-tickets on their own in case of trains being cancelled by the national transporter due to nation-wide lockdown to help curb the spread of novel coronavirus pandemic.
Clearing the doubts of the railway passengers, IRCTC spokesperson Siddharth Singh said, "Doubts have been raised regarding cancellation of e-tickets subsequent to the halting of railway passenger trains.
"It may be submitted that for trains cancelled by the railways in its complete run, refund on e-tickets is full and automatic. In this case, no cancellation exercise is required to be done on the part of the user," he said.
The IRCTC official said that if user cancels his e-ticket in situations of train cancellations, there are chances he may get "less refund". "Hence passengers are advised not to cancel e-tickets on their own for those trains which have been cancelled by the railways," he said.
He also said that the refund amount will be credited to the user account used for booking e-tickets automatically and no charges will be deducted by the railways in case of train cancellation.

His remarks came as the national transporter announced the suspension of the passenger, mail and express services from March 23 till March 31. However, the railways extended the suspension of services till April 14 in the wake of the three-week lockdown announced by Prime Minister Narendra Modi from March 25 during his second special address to the nation on Tuesday night.
The railways has cancelled over 13,600 passengers trains across the country in a bid to combat the spread of novel coronavirus. Only freight trains are running to ensure the supply of essential services. About 9,000 freight trains are transporting essential items every day across the country.
On Wednesday, India recorded 562 cases of COVID-19 with 10 deaths.
"I know you must be facing major logistical challenges in moving medicine, equipment and relief supplies from one part of the country to another. We at IndiGo would be extremely proud to be associated with this critical life-saving activity at this hour of great need for our nation," said Ronojoy Dutta, CEO of IndiGo, in a letter to Civil Aviation Minister Hardeep Singh Puri.

The airline said it has aircraft and the crew covering major cities across India and is willing to fly in the service of the nation.
The Indian Navy transported a medical team for COVID-19 test training. "A Dornier aircraft of Indian Navy with a team of four doctors from Goa State Health Department took off from INS Hansa to Pune on March 25," Indian Navy stated.
The medical team led by Savio Rodrigues, HOD Microbiology, Goa Medical College, will undergo training to set up a COVID test facility at Goa.
A request to the Navy for providing air transport was received by Flag Officer Commanding Goa Area during the late hours of March 24, Navy sources said.
The Navy immediately initiated necessary procedures and the aircraft took off in the morning on Wednesday, the sources added.
A few samples of COVID-19 suspects were also carried by the medical team for testing.
The medical team is likely to return to Goa on March 27 post completion of the training.
The Ministry of Textile has set up an emergency control office in within the ministry itself to monitor and facilitate supply of materials needed to make masks to deal with coronavirus outbreak.
A nodal officer has also been appointed to oversee production and supply of N-95 masks, body coveralls and meltblown fabrics. All of them are pivotal in India's fight against COVID-19.
Under the aegis of P.L. Kataria, Special Secretary, five officers from the ministry are made part of the emergency panel. They are: Joint Secretary Nihar Ranjan Dash, Directors H.K. Nanda and Balram Kumar and Deputy Secretaries Pankaj Singh and Padmapani Bora.

Apart from them, three officials are also appointed to take stock of the ground situation.
This comes a day after India went into a 21-day nationwide lockdown to prevent any further spread of the deadly virus.

"As Odisha government, Commissionerate Police and Bhubaneswar Municipal Corporation (BMC) officials have taken a decision for relocation, we will abide by the order in view of the Coronavirus outbreak," said a trader.
A majority of the vegetable traders will be relocated to Unit-1 High School ground. A senior BMC official informed that the traders have been directed to maintain proper hygiene and follow the prescribed norms of social distancing.

A day after the social distancing norms were thrown to the wind at the vegetable market in Chhatrabazaar in Cuttack, the district administration and Cuttack Municipal Corporation (CMC) initiated special measures to ensure proper distancing between buyers and sellers is maintained.
The officials are making sure a safe distance is maintained by drawing squares, circles and lines in front of the kiosks selling vegetables at Chhatrabazaar, which is the largest vegetable market in the State.
The move comes after chaotic scenes were witnessed with people crowding the vegetable market without any concern for social distancing.
Apart from Chhatrabazaar, similar markings to ensure that people come in a queue and maintain a safe distance have also been made in front of several grocery shops and other establishments selling essential commodities.
Senior CMC officials informed that adequate awareness is being created among people so that they maintain at least 1-meter distance from people around them whenever they step out of their homes to buy essential commodities. The civic body warned of serious action in case of any violations.
Apart from Cuttack, dedicated markings in front of shops have been made by Bhubaneswar Municipal Corporation to maintain social distancing among buyers while they are buying essential items.
Besides, regular cleanliness drive including road sweeping, garbage lifting, door-to-door garbage collection is being carried out across the city to keep the surroundings clean in Bhubaneswar.

In Berhampur also, the district administration and its local civic body initiated a number of measures to create awareness among people about Covid-19. Senior officials of Berhampur Municipal Corporation informed that learning from the best practices adopted by other States in the country, a system for social distancing at various shops providing essential commodities has been introduced.
From proper markings to hygiene, efforts are now underway to promote social distancing at several vending zones and shops in Berhampur.

As per reports, the CMC has directed 11 shopping malls in the city for door-to-door delivery of food items and other daily commodities to the residents in order to ensure denizens stay at home and maintain social distancing.
Eight outlets of Reliance Fresh, three stores of Metto Super Market and one outlet of Big Bazaar are among the ones that will provide doorstep delivery across Cuttack, added reports.

On the other hand, Big B Fresh Store has reportedly started delivery of grocery and eggs in Bhubaneswar, Cuttack and Niali areas through its mobile App and website.

"In the recent past, COVID-19 related volatility in stock market has impacted share prices of banks as well, resulting in some panic withdrawal of deposits from a few private sector banks. It would be fallacious to link share prices to the safety of deposits. Depositors of commercial banks including private sector banks need not worry about the safety of their funds," said Das.

Keeping this in view, Odisha government has decided to revise the timing of shops selling essential commodities across the State.
In a letter to all district Collectors, District Magistrates and Commissioners of all Municipal Corporations, Chief Secretary Asit Tripathy has directed to facilitate availability of grocery and other daily items for people in all the urban local bodies during the lockdown period.
The State government has asked district Collectors to increase the sale timing in shops by extending it to night hours to reduce congestion. Clear instructions have been issued to shift large markets which usually see huge turnout of traders and buyers to open spaces, playgrounds and roads. The concerned district administration officials will ensure that circles/ squares are drawn before each shop to enforce social distancing in the queue system.
“It has become imperative on our part to ensure the availability of groceries and other daily needs of the people like milk, vegetables etc with ease coupled with the requirement of maintaining social distancing,” Tripathy stated in the letter.

The Chief Secretary has also directed officials to take the following actions immediately:
• Home delivery of groceries/ vegetables/ fruits/ medicines have to be facilitated in all cities and towns. Some of the major cities have engaged with the traders' bodies and notified home delivery charges.
• Efforts may be made to facilitate conversion of mobile eatery vans to mobile grocery/ vegetable/ fruits vans, wherever possible.
• The WSHGs/ ALFs may be roped in by way of supply of non-mechanised vehicles/ tri-cycles/ push carts etc. for selling of groceries/ vegetables/ fruits etc. in their respective areas duly following social distancing norms.
It is pertinent to mention here that three coronavirus positive cases have been reported in Odisha with one more sample testing positive for COVID-19 on Thursday. All the three Coronavirus positive cases reported in the State so far are from Bhubaneswar, the department of State Health & Family Welfare said.
The first COVID-19 confirmed case in Odisha was reported on March 16 after a 33-year-old youth from Bhubaneswar who had a travel history to Italy tested positive for the virus.
Three days later on March 19, Odisha reported its second case of COVID-19 after a youth who had returned from the UK tested positive during a check-up at the isolation ward of AIIMS Bhubaneswar.

Headed by lyricist Javed Akhtar, the IPRS will provide money to around 3150 authors and music composers across various geographies to meet their basic needs for the next three weeks as the country battles the outbreak.
Prime Minister Narendra Modi on Tuesday announced a complete lockdown across the country for 21 days from Tuesday midnight, asserting that this is necessary for a decisive battle against the pandemic.
"It is our duty to support the call made by our Prime Minister Mr. Narendra Modi for society to support each other through this 21-day lock down period. IPRS is what it is because of all its members," Akhtar, IPRS chairperson, said in a statement.
In these challenging and trying times, IPRS, a copyright society mandated by the government of India, as a custodian of its creator members, stands shoulder to shoulder with all its members, the industry veteran said.
"This payment by IPRS is our contribution for the time being to help our creator members tide over this period of the 21-day lockdown to be able to purchase basic necessities," Akhtar added.
Akhtar did not specify the amount in the relief fund but said IPRS will be reaching out to its members to facilitate disbursement of the relief amounts on an immediate basis.
Meanwhile, filmmakers and actors, including Karan Johar, Taapsee Pannu, and Ayushmann Khurrana, have pledged their support to a new initiative aimed at supporting the daily wage-earners who have been severely affected by the lockdown imposed to combat coronavirus.

Taapsee said everyone must come forward to help the daily wage workers.

Ayushmann described the initiative as "truly noble".

Gupta called upon the public to help the daily wage-earners through the initiative.
On March 18, the Producers Guild of India had announced that they have set up a relief fund for daily wage-earners impacted by the shutdown of film, television and web productions amid coronavirus pandemic.
Their decision came after many filmmakers, including Sudhir Mishra, Vikramaditya Motwane and Anurag Kashyap, raised concerns over the impact of shutdown on the daily wage workers.

In its order, the ministry said medicines may be issued for three months at a time (in case of chronic diseases) through an authorised representative.
Elderly beneficiaries aged 60 or above, beneficiaries undergoing immuno-suppressant treatment like organ transplant, chemotherapy etc, uncontrolled diabetes/decompensated cardiac status or any other illness compelling stay at home would be able to avail the facility, it said.
The Chief Medical Officers (CMOs) and other Central Government Health Scheme (CGHS) staff shall be sensitised to ensure strict compliance with these directions, the order said.
In a separate order, the ministry asked the additional directors, CGHS to ensure optimum utilisation of manpower at their disposal in view of their shortage at the wellness centre because of the deployment of CGHS medical officers at airports and other locations for surveillance.
"All leaves for the staff except on medical grounds, accompanied by medical certificate from a government doctor shall be cancelled," it read.
The ministry also asked them to advise CGHS beneficiaries to utilise online appointment system so that waiting is minimised and there is no overcrowding.

Further, in an office memorandum, the health ministry stated that CGHS beneficiaries getting medicines for chronic diseases may purchase them based on the prescription held till April 30 irrespective of non-availability of certificate from CGHS or otherwise.
"The idea behind the measures is that CGHS beneficiaries need not visit CGHS wellness centres to collect medicines till April 30," the office memorandum stated.
No resident doctor should be posted at any COVID-19 facility without undergoing the "essential" training module being conducted by hospital infection control teams, the Union Health Ministry said on Friday.
The ministry issued standard operating procedures (SOPs) for reallocation of resident doctors, postgraduates and nursing students as part of the hospital management for COVID-19 guidelines.
The guidelines state that a hospital can be divided into three broad zones -- non-COVID area, COVID area looking after patients with mild to moderate illness, and Critical area like the intensive care unit.
In addition, a triage area needs to be developed at the emergency area of a hospital where patients with acute severe respiratory illnesses will be coming, it said.
"Residents/ DNB/ CPS students will be categorised based on their parent departments, primarily keeping in mind their current engagement in managing critically ill patients," the SOPs stated.
"Training about COVID-19, and other aspects of clinical evaluation of patients should also be made available for residents, especially those drawn from departments where there is either no regular patient-care activity or if they so desire, even those with a limited engagement with sick patients," the procedures stated.
The ministry under the SOPs said additional training must be given at the facility where a resident doctor is posted.
If there are two locations where screening takes place, the content of the facility level training must be the same, even if it is being delivered by different team leaders at the different physical locations, it said.
This will ensure that all key aspects of training are covered, irrespective of site of delivery and trainer, the SOPs stated.
The faculty-incharge of these facilities will coordinate to ensure that this uniform level of training is devised and delivered, the procedures stated.
"We may consider, including psychologists to be part of the training, to enhance motivation of participating residents," the ministry said.

A youth is asked to do sit-ups – and asked to keep counting as he does so. At another end of the state, two youths and their bikes are caned by lath-wielding cops. Elsewhere, four youths are asked to sit on their hunches, move their hands between their legs, hold the back of their head with them and then keep moving, like frogs (the way school children were punished by teachers in the days before corporal punishment was banned under RTE)! Meat and fish sellers at a weekly haat in Bhubaneswar, permitted by authorities to do business even during the lockdown period, are verbally abused, held by the collar, threatened with dire consequences and forced to shut shop. The meat sellers try to point out, feebly, that they are exempted from the restrictions imposed by the government. But the police officer, a lady, would have none of it!
And now the winner. Three youths out on the streets at Baliguda in Kandhamal are given a placard with a message, asked to read the message aloud (for the benefit of the TV cameras, I guess) before wearing them on their shoulders, a la hardened criminals. The message, written in Odia, reads: “I am a selfish man. In my desire to have some fun, I have pushed society towards danger. And I am not even ashamed about it.” One of the youths, who obviously dropped out of school early, reads the three lines haltingly and with great difficulty. As if this wasn’t bad enough, the police officer then uploaded the whole video of the public humiliation of the three youths on social media. His explanation: this was required to drive the point about staying put at home during the lockdown period and deter other potential violators from violating the restrictions in place.

There are no prizes for guessing that all the people, mostly youths, referred to above, were treated by the police the way they were for violating restrictions during the 21-day, countrywide lockdown imposed due to the Corona scare. At any other time, all these acts would have drawn howls of protest from the human rights activists and the media, led to protests, demonstrations and dharnas. Videos of the public humiliation of the Kandhamal youths would have gone viral on social media. Petitions would have been filed with the National Human Rights Commission (NHRC) and Odisha Human Rights Commission (OHRC). In all probability, the customary notice asking for a reply ‘within four weeks’ would have been issued to the concerned authorities by both these statutory bodies by now!
But then this is not ‘any other time’. This is Corona Time. And extraordinary situations, as they say, call for extraordinary responses – and, I dare say, extraordinary, extra-judicial, extra-constitutional methods too! The silence of the ‘human rights defenders’ is deafening. It is as if all of them have gone into collective hiding to save themselves from the killer virus that is roaming the world at lightning speed looking for bodies to spread its venom. They are nowhere to be seen even on social media – which, mercifully, still remains unrestricted – where they are usually at their most vociferous in protesting against violation of human rights. Given the extraordinary powers the law enforcement agencies have assumed to enforce the ban on straying out of home, may be they are just cowering in fear themselves lest they are themselves hauled up for ‘abetting’ and ‘defending’ what has suddenly become the biggest ‘crime’ in the country. And one can hardly blame them for this. Who would want to take the trouble of staying in ‘isolation’ in the police station for a night and then put on a ‘14-day quarantine’ in the jail in these difficult times?
As for the media, it has, of course, done its primary job of reporting the incident. If it hadn’t, we would perhaps have never known about it. But difference in the way it was covered and the way similar incidents of human rights violation, invariably by the lath-happy police, have been covered in the past could not have been starker. In another time, the same incident would have been reported in a way that pointed an accusing finger at the police, would certainly have been accompanied by the customary ‘bite’ from a ‘human rights defender’ and would have become the basis for the petitions filed with the NHRC and OHRC. But on this occasion, there was nothing of the sort. Instead, there was an unmistakable tone of indulgence, even admiration, for what the police had just done. Perhaps too grateful to the concerned police officer for providing them a ‘juicy story’, no one bothered to ask him which section of the CrPC or provision of the law gave him the power to humiliate the youths in public and then making it far worse by posting the video on social media. As ‘awareness drives’ go, this one certainly takes the cake!
Does human rights go into ‘suspended animation’ in times of emergency, even as great a world emergency as the Corona menace? If yes, why is Indira Gandhi still being pilloried for suspending fundamental rights during the Emergency more than four decades after her death? We all know that the 44th amendment, enacted after the Janata Party came to power in the post-Emergency elections in 1977, restored the fundamental rights. We also know that the Supreme Court later ruled that even Parliament doesn’t have the powers to change what it called ‘the basic structure of the Constitution’. And it is obvious that fundamental rights are ‘basic’ to the constitution.

That, as of now, is the constitutional position. And to the best of the knowledge of this columnist, no constitutional amendments – or even amendments to the IPC and CrPC – have been enacted to deal with the extraordinary situation brought about by what US President Donald Trump has provocatively described as the ‘Chinese virus’.
One shudders to think about what other ‘novel’ methods does the police have up its sleeves to ‘raise awareness’ if, god forbid, the lockdown extends beyond the 21-day period!!

The HRD Ministry's National Testing Agency (NTA) postponed the exam in view of the three-week lockdown as well as pending board exams for a few subjects.
Union HRD Minister Ramesh Pokhriyal 'Nishank' said the decision has been taken to avoid any inconvenience to students and parents who have to travel to different centres across the country to write the exam.
"In view of hardships faced by both parents and students in view of the covid-19 epidemic, the NEET exam scheduled on May 3 has been postponed, NTA Director General Vineet Joshi said.
He said, "We are hopeful that we would get back to normal situation relatively soon but for now various concerned ministries and examination boards are examining the scenario to evaluate situation that might necessitate any changes in schedule.
"As of now, the examination is proposed to be held in last week of May. Exact dates will be announced later after assessing the situation," Joshi said.
The death toll due to COVID-19 rose to 19 in the country on Saturday and the number of positive coronavirus cases climbed to 748, according to the Union Health Ministry.
The government has announced a countrywide lockdown till April 14 to contain the spread of coronavirus.

Meanwhile, Vidyamandir classes, which provides coaching for engineering and medical entrance exams, is conducting its National Admission Test (NAT) online on Sunday.

In a letter to all district Collectors, Housing and Urban Development Department has asked senior administrative officials to provide cooked meals, dry and packaged food to the destitute, homeless, beggars and people without food.
"Taking into consideration the scenario in the urban space, it has been decided to provide hot cooked meals/dry/packaged food to the urban homeless during day and night time free of cost," said Sangramjit Nayak, deputy secretary to the government of Odisha.
It is pertinent to mention here that a complete lockdown is now in force in the entire country in view of the coronavirus outbreak in the world. The urban homeless are facing numerous problems in arranging food and hence the State government has decided to provide cooked meals to the people in distress.

Funds required for this purpose will be met out of the Red Cross Fund available in respective districts, as per the official notification issued by the H&UD Department.
Apart from the homeless, Odisha government has also arranged food and shelter for around 5,547 migrant workers from other States who are stranded in Odisha in the wake of the nationwide lockdown.
Food and shelter have been ensured for the migrant workers stranded in Odisha at 36 camps across the State. Most of the workers hail from States like Bihar, West Bengal, Chhattisgarh, Jharkhand, Uttar Pradesh, Rajasthan, Kerala, Telengana, Punjab, Delhi, Haryana, Madhya Pradesh, and Andhra Pradesh.
On the other hand, Chief Minister Naveen Patnaik on Thursday urged all the Chief Ministers to provide required food, medicines etc. to the people from Odisha who are stranded in other states. He also requested all Odia Associations in these states to come forward to help such people.
Besides, the the Chief Minister assured reimbursement of the costs from the Chief Minister's Relief Fund.

As per reports, many dairy farmers at Raisunguda area of Salepur block in Cuttack district today dumped hundreds of litres of milk on road protesting the alleged non-procurement of milk by the federation. They also alleged that OMFED has stopped the supply of subsidised cattle feed to the dairy farmers.

“The government had assured that milk procurement will not be affected due to the lockdown. However, due to the lackadaisical and dictatorial attitude of the OMFED authorities, the dairy farmers are suffering now. Besides, the supply of cattle feed also has been stopped. I request the government to provide us cattle feed through the OMFED in subsidised rates,” said a dairy farmer Mrutyunjay Sahoo.
“The government had directed the OMFED to procure milk twice a day from the farmers. Accordingly, they took the supply from us for two days but stopped it on the third day,” alleged the secretary of a local milk cooperative society, Amaresh Pradhan.
Similarly on Friday, expressing resentment over the non-procurement of milk by Gopalpur co-operative society in Bahanaga block in Balasore district, which supplies milk to OMFED, around 35 women dairy farmers of Raniaganj village dumped over 80 litres of milk on road in protest.
“We earn our livelihood through cattle and their survival is at stake. The government should make arrangements for supplying cattle feed to us and therefore, we want some help from the OMFED and the government,” appealed a dairy farmer, Nandani Rashmirekha Behara.
Another farmer Sushmita Sahoo had alleged, “They are not procuring milk for the last four-five days. Our survival depends on the supply of milk. The supply of cattle feed has also been stopped.”
OMFED authorities are yet to comment on the matter.

Union Home Minister Amit Shah on Saturday urged citizens to "join hands" and make monetary contributions to the emergency fund launched by the prime minister to combat health contingencies like the coronavirus.
"Time and again we Indians have set an example for the world on how to come together in adverse situations," the minister said.
"Let us join hands in this fight against COVID-19 and contribute to PM-CARES fund launched by PM @narendramodi ji," Shah said on his Twitter handle '@AmitShah'.

Prime Minister Narendra Modi has announced that a public charitable trust under the name 'Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund' (PM CARES Fund)' has been set up.

The country is witnessing a 21-day lockdown, as announced by the PM, to contain the spread of the virus.
According to the health ministry, the number of COVID-19 cases crossed over 900 in India on Saturday with the death toll rising to 19.
In one of the biggest gestures of corporate benevolence, the Tata Trusts on Saturday announced an amount of Rs 500 crore to fight the COVID-19 pandemic raging around the world. Additionally, Tata Sons have announced to contribute Rs 1000 crores to fight the pandemic.
Tata Trusts Chairman Ratan N. Tata said that the current situation in India and across the world is of grave concern and needs immediate action.
"In this exceptionally difficult period, I believe that urgent emergency resources need to be deployed to cope with the needs of fighting the COVID-19 crisis, which is one of the toughest challenges the human race will face," Tata said.
He made a pledge to protect and empower all affected communities with a commitment of Rs 500 crore for waging the "war against virus".
The amount would be used for personal protective equipment for the medical personnel on the frontlines, respiratory systems for treating increasing cases, testing kits to increase per capita testing, setting up modular treatment facilities for infected patients, and knowledge management and training of health workers plus the general public.
He said that Tata Trusts, Tata Sons and Tata Group companies are joined by committed local and global partners and the government to fight this crisis on a united public health collaboration platform which will strive to reach sections that are underprivileged and deprived.
"We are deeply grateful and have immense respect for every person of member organisations who have risked their lives and safety to fight this pandemic," Tata said in a statement.

Meanwhile, India's leading digital payments and financial services platform Paytm on Sunday said it is aiming to contribute Rs 500 crore to the PM CARES Fund.
Urging users to do their bit in the fight against Covid-19, the company said that for every contribution or any other payment made on Paytm using the wallet, UPI and Paytm Bank debit card, the company will contribute an extra up to Rs 10.

Amid the lockdown, school management, teachers and students look worried about scheduled course completion, upcoming academic session and the exams. If the lockdown or the virus scare continue for a longer period, the burden on students as well as the teachers is very likely to double.
In view of this, certain private institutions in Smart City Bhubaneswar have started delivering online education.
Though such learning methods are not as comprehensive or subjective as in the smart classrooms, the students feel that something is better than nothing.

The brighter side of the story is students are availing the facility of online studies safe at their homes. Queries are being made by students through calls and messages in WhatsApp and teachers are prompt enough to clarify their doubts the same way.
“We have uploaded the online modules of various topics across subjects for different classes. We have also given mind marks followed by certain key points related to the topic and some video links with which the students can understand the topic,” informed Swati Sengupta, a teacher of Sai International School in Bhubaneswar.
“I have been using an educational app for over nine days, where we are able to get the notes and home assignments. If any doubts come up, once can we easily access the web links and see the video for clarification,” said a student of Sai International School.
The situation, however, isn't alike in schools in other districts. Parents of these private institutions which have not yet adopted such online methods or do not have adequate infra are anxious about the future of their children.
A guardian Rabi Narayan Das of Balasore said that the education infrastructure in Balasore cannot match up with the trends of online education.
Even as there is no certainty on when the dark era of COVID-19 pandemic will end and normalcy will restore, the initiatives undertaken by institutes have received a lot of appreciation by the guardians.
In contrast, government schools are far from such advanced initiatives. The impact of nationwide lockdown following the coronavirus outbreak has significantly affected the government schools here.
Though the schools are facilitated with desktops and computer labs for education purpose, no such promising initiatives could be seen so far to tackle the crisis.
The distorting fact is there are 53,000 government schools across the State, and the fate of each student now hangs in balance. Concerns were also raised on how has the government planned to cope up with the emergency situation.

“All students in government schools are not acquainted with advanced technical facilities. Also, all guardians cannot afford to facilitate the students with the required devices,” said Nilima Dey, a government school teacher.
“Government schools and their students can’t compete with private institutions. At a time when the government is failing to facilitate students with the required number of tables, chairs and teachers, online education seems a distant dream,” informed Pritish Acharya, a Professor.

In his monthly Mann ki Baat radio address to the nation, Modi also praised the front-line workers in the fight against the virus as well as countless workers in the essential services who are ensuring the country doesn't come to a complete standstill in the 21-day lockdown announced on March 24.

Migrant labourers, who are reaching their villages and hometowns from inside and outside of Odisha on foot amid the unavailability of transportation facilities,will now stay isolated in the school and hostel buildings across the State.
The General Administration Principal Secretary Sanjeev Chopra in a letter to all the district collectors and municipal commissioners on Saturday asked them to use the school and hostel buildings, which are closed now, as temporary shelters to house the migrant labourers in their districts and municipal corporations.

The collectors were also asked to make all basic amenities available to the migrant workers in the school and hostel buildings till the lockdown period end, following social distancing guidelines.

Earlier on Thursday, Chief Minister Naveen Patnaik sought coordination and cooperation among states for people who are stranded and cut-off from their home states following the imposition of nation-wide lockdown.
“We understand that many may be under distress in this regard and I would make an earnest appeal to you that any person or group of persons from Odisha stranded in any part of your state may please be assisted with basic food, accommodation, security etc. I will be grateful if this message is passed on to all the district collectors of your state. Odisha will bear whatever cost is needed for their safe keeping,” Patnaik said in a letter to his counterparts in other States.
The CM also directed all the district collectors to assist persons in need from other states.
The Cabinet secretary and Ministry of Home Affairs are in constant touch with State Chief Secretaries and DGPs and the situation is being monitored round the clock.
However, there has been movement of migrant workers in some parts of the country. Directions were issued that district and state borders should be effectively sealed. States were directed to ensure there is no movement of people across cities or on highways. Only movement of goods should be allowed. DMs and SPs should be made personally responsible for implementation of these directions which have been issued under the DM Act, said a government release.
It has been advised that adequate arrangements for food and shelter of poor and needy people including migrant laborers be made at the place of their work. Centre had yesterday issued orders for use of SDRF funds for this purpose and there is dufficient funds with States in this head.
States have been also told to ensure timely payment of wages to labourers at their place of work during the period of lockdown without any cut. House Rent should not be demanded from the labourers for this period and action should be taken against those who are asking labourers or students to vacate the premises.
Besides, those who have violated the lockdown and traveled during the period of lockdown will have to go for a minimum of 14 days of quarantine in government quarantine facilities, the release read adding that detailed instructions on monitoring of such persons during quarantine have been issued to States.
On the other hand, the central and state governments on Sunday issued consolidated guidelines for the containment of coronavirus in the wake of a 21-day countrywide lockdown.
According to the guidelines, hospitals, veterinary hospitals, pharmacies, laboratories and research labs will continue to remain functional.
"The transportation for all medical personnel, nurses, paramedical staff and other hospital support services be permitted," it added.

Private establishments have also been directed to remain closed, except for shops, banks, print, electronic media, telecommunications, internet services, etc.
The guidelines stated that the offices of government of India, state and union territories will remain closed, barring few exceptions.
Offices related to Defence, central armed police forces, emergency services, electricity, water, social welfare department, agencies engaged in procurement of agricultural products etc will remain open during the lockdown till April 14.
Industrial units for manufacturing of drugs, medical devices, and production of coal, minerals and fertilizers will also function during the lockdown. Transport and hospitality services will also remain shut.
People who arrived in India after February 15 have been asked to remain in self-quarantine, failing which action will be taken against them under Section 188 (disobedience to order) of the Indian Penal Code.

"Any person violation the containment measure will be liable to be proceeded against as per the provisions of Sections 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC," the guidelines stated.
Later in the day, Home Ministry asked the States/UTs to take following necessary measures to mitigate economic hardship of migrant workers who are returning to their hometowns while ensuring effective implementation of lockdown measures.

As per the directions of Odisha DGP Abhay, a robust system of over 500 Helpline numbers has been developed to facilitate people to lodge their grievances.
At present, each district police headquarters has a functional police control room with one or more phone lines which are being used by people to seek urgent help. The number of personnel and phone lines have been reportedly increased following the increase in the volume of work.
Odisha Police is taking extensive help of social media to publicise district-wise Control Room numbers, the number of police stations and CUG cell numbers of concerned officers.

Clear instructions have been issued to officials to ensure that the phones are functioning and various personnel entrusted with the job attend the calls and take appropriate action at police station levels.
District SPs and DCPs are personally reviewing the functioning of phone based redressal of public grievance at police station and district levels.
Though passes have been issued to people engaged in essential services, there is a need of proper coordination among people, police and other departments to ensure strict implementation of the lockdown guidelines.
The helpline numbers of Odisha police are likely to help the thousands of people who need the assistance of cops in case of any emergency situation.
On the other hand, senior police officials informed that adequate measures have been made to ensure strict implementation of the lockdown guidelines.
Later in the day, DGP directed all district Ss.P and DCsP to re-visit the deployment of police on the streets, so as to ensure that all police personnel on street duty get one day rest during a week and are not for more than 8 hours duty a day during Coronavirus lockdown.

The country is witnessing a 21-day lockdown, as announced by Prime Minister Narendra Modi, to contain the spread of the virus. The daily wage workers across different avenues are badly hit by the lockdown.
According to FWICE president B N Tiwari, Salman via his Being Human Foundation reached out to their organisation to help the workers.
"Salman's Being Human Foundation has come forward to help daily wage workers. They called us three days ago. We have about 5 lakh workers out of which 25,000 are in dire need of financial help. Being Human Foundation said they will take care of these workers on their own. They have asked for account details of these 25,000 workers as they want to ensure that money reaches them directly," Tiwari told PTI.
"The remaining 4,75,000 workers can survive for about a month. We already have huge ration packets for all the workers but unfortunately due to lockdown they are not able to come here to collect it. We are thinking of ways how to reach out to them," he added.

Tiwari said FWICE has reached out to several actors and filmmakers to make a contribution.
"We have written letters and also sent messages to various people in the film industry to come forward and help the workers but we haven't received any response from them. Producer Mahaveer Jain has offered to provide help in terms of food and essential items," he added.
Earlier in the week, filmmakers and actors, including Karan Johar, Taapsee Pannu, Ayushmann Khurrana, Kiara Advani, Rakul Preet Singh, Sidharth Malhotra, and Nitesh Tiwari pledged their support to a new initiative aimed at supporting the daily wage earners.
The initiative, I Stand With Humanity, started by organisations -- the International Association for Human Values, the Art of Living Foundation and the Indian Film and TV Industry, will provide families of daily wage workers with 10 days of essential food supplies.
On March 18, the Producers Guild of India announced that they have set up a relief fund for daily wage earners impacted by the shutdown of film, television and web productions amid the coronavirus pandemic.
Their decision came after many filmmakers, including Sudhir Mishra, Vikramaditya Motwane and Anurag Kashyap, raised concerns over the impact of shutdown on the daily wage workers.
According to the Health Ministry, the total number of COVID-19 cases rose to 979 on Sunday, with death toll climbing to 25.

“While we are taking all pre-emptive steps as a nation to minimise the damage due to COVID-19, a global pandemic, we must also see that the suffering of the people particularly those at the bottom of the pyramid is minimised,” Patnaik wrote in a letter to PM Modi.
Stating that the people of Odisha have positively responded to the calls of the Prime Minister during Janata Curfew and 21 days lockdown, the CM said the State government has also taken many proactive steps to ensure the safety and security of the people.

He said there are 36,10,797 active workers in Odisha during the current year who are deprived of getting work under MGNREGA due to 21 days' lockdown.
“To protect their livelihood, an amount of Rs 380.39 crore, which is one fourth of the wage rate as per the MGNREG Act may be sanctioned as unemployment allowance that will certainly help them to mitigate their sufferings during this lockdown period, as we are not in a position to give them work,” the CM emphasised.

“I would, therefore, request you to kindly consider the above proposal and allow the State to use the MGNREGA fund and release the unemployment allowance to the account of the MGNREGA active workers of Odisha,” the CM added.
As if the unprecedented, 21-day nationwide ‘lockdown’ wasn’t bad enough, we now have a monumental human tragedy on our hands. As a billion plus people remain in forced confinement in the safety and comfort of their homes and try to rediscover the joys of family life, tens of thousands of migrant workers are out on the streets, walking, cycling or hopping on to any motorized vehicle they can climb on to – in a desperate bid to reach their native places, to be with their families at this moment of unforeseen distress!
There are pregnant women among them. One of them sneaking out of Delhi on Sunday told a TV reporter she was five months pregnant! This is the period when women are advised not to do hard work, shun stress and take plenty of rest. And this woman had already trekked, carrying the baby growing inside her, for seven kilometers and still had plenty to cover! In another part of the city last evening, one saw over 50, 000 people converged at a place in their desperate efforts to get out of the Big Bad City and reach the safety of their homes at any cost, putting their lives on the line and making a mockery of the ‘lockdown’ restrictions in the process.

Cut to Odisha. Hundreds and even thousands are people walking in a file, their implements on their shoulders, hundreds of kilometers back home in the absence of any form of transport. One of them, on his way to his village somewhere in Ganjam, told a TV channel he had already covered over a 100 km in reaching Bhubaneswar and was still only half way through his journey! With the ban on inter-state and even inter-district migration kicking in the same day (Sunday), I doubt if this man would be able to cross the borders of Khurda, forget reaching his village! All, evening, I have been receiving SOS calls and videos from stranded groups of migrant Odia workers, who are complete strangers to me. Their desperate cries for help tore my heart asunder. I felt utterly miserable at the sheer helplessness of not being able to do anything more than sounding out the relevant government authorities and forwarding the video SOSs to friends in TV channels for wider circulation, in the fond hope that their anguished cries will be heard by the authorities.
An aside here. During a rather long chat on Sunday afternoon with a school buddy, who had called from London to ask about my well-being, I told him one reason I could never really become what conventional wisdom defines as a ‘successful journalist’ was I was never able to stop wearing my heart on my sleeves while at work. The friend replied, like all good friends do, “And that’s what makes you different, yaar! And that’s precisely what we all love you for!!” [I am fully aware I am essentially patting myself on the back in narrating this story. But trust me I have not cooked up the story to do so. Every word of the conversation is true. As a writer, I guess I do have the liberty to engage in self-indulgence once in a while, no?]
Coming back to the enormous humanitarian crisis we have on our hands, it is obvious that neither the central nor the state government had factored in this massive segment of the population and the possibility of them seeking to flee their place of work in panic or out of helplessness while hastily drawing up their plans to meet the unprecedented global emergency brought about by a tiny virus called nCorona. The massive gathering seen in Delhi and the several kilometer-long queues of labourers walking back to their homes were testimony not just to the failure of the two governments but to our collective failure as a nation to provide succor – and more importantly assurance, that they and their families back home will be looked after well during this whole period of crisis. And now when the governments are waking up to this massive crisis and hurrying up with measures to provide them the wherewithal to live at their place of work, they are presented with the massive task of stopping tens of thousands of desperate and panicky labourers, fed by wild rumours of an indefinite extension of the countrywide ‘lockdown’, from fleeing across state and district borders.
Sitting in the comfort and security of our homes, it is easy to turn our nostrils at ‘these people’ while watching them on TV and muttering; “When will these god-forsaken people learn? Can’t they see the danger they are posing to themselves, their families back home and society at large in doing so? Why can’t they just stay put?” Why Indeed? We would never really know because we are never going to take the trouble – and the risk of defying the ‘Corona Curfew’ in place – to accost them as they are fleeing and ask them ‘Why indeed?’ If we did, we would know that we haven’t really given them much of a choice. Already out of work for five days – and without a proper shelter since they came - they are staring at a uncertain future. Most of them have already run out or are on the verge of running out of money and are staring at starvation in the days ahead. It is not that they are not aware about the perils of fleeing at this juncture. But it’s a classic ‘Devil and Deep Sea’ choice for them that we, sitting in our homes, have no way of knowing. Where is the guarantee that they won’t contract the deadly disease, if they stay on. When you don’t have two square meals a day or a roof over your head, sanitizers, masks and the like are unaffordable luxuries, not bare essentials, as they are for ‘People Like Us’. “If we have to die anyway, we would rather die at home, in the presence of our family. Wht’s the point in dying without food or due to the disease in this heartless, unfriendly foreign land?” seems to be the dominant thinking among these hapless people.
There is no doubt that they need to be stopped where they are. The risk a mass exodus on such a scale would pose to our collective and extremely difficult fight against the all-conquering virus is too great and simply not worth taking. But the challenge is to find a humane way of doing it and not by wielding the baton. Their families back home need to be provided succor and assured about the safety, security and well-being of their near and dear ones in the cities too. Needless to say, it’s an enormous challenge for any government.

The challenge for the Odisha government, in particular, is even greater than that of some other states. As one of the states with a huge outgo of itinerant/migrant workers, estimated to be around four million – the others being Chhattisgarh, Jharkhand, Bihar and UP – it would be a tough task for the Odisha government, already struggling with the huge task of checking the spread of the pandemic, to look after the well-being of its people stranded in other states.
The enormity of the challenge requires a temporary redrawing of the equations between various arms of the polity. But for a few exceptions at a lower level, the Opposition has already played its part by refraining from lashing out at the government day in and day out. And now, it is the turn of the rest of us, including the media, to keep our daggers on hold for now and do our bit by assisting government efforts to meet the enormous challenge. That’s the call of the time.
Fault-finding can wait for a more opportune time.

Prime Minister Narendra Modi had announced nationwide three weeks lockdown starting from March 24th midnight. He said this is an essential step to fight coronavirus decisively.
"With folded hands, I request you to stay put wherever you are," said the Prime Minister. He added that he is mindful of the economic ramifications of it. However, this is a smaller concern.
Modi warned, if "we don't follow a complete lockdown for the coming 21 days, the nation will go back 21 years and many families will be devastated".
The total number of coronavirus positive cases in India has reached 1,071 on Monday, including the foreign nationals, with 942 active cases, the Union Health Ministry said.
The Health Ministry said in the 10.30 a.m. update that 29 deaths have been reported in India so far, with highest eight from Maharashtra, followed by Gujarat, having five reported deaths.
"A total of 100 patients have been cured and discharged," the Health Ministry said.
Among the 27 states and union territories having Coronavirus patients, Kerala has the highest tally of positive cases at 194, followed by Maharashtra at 193.
India has been under a 21-day lockdown due to Coronavirus.

A tweet by WABetaInfo has revealed WhatsApp has put a bar on time limit for videos posted under the ‘Status' section of the Facebook-owned instant messaging app.

India has over 400 million WhatsApp users.
Facebook-owned messaging platform is asking users to crop any video longer than 15 seconds time duration and only then it can be posted as Status.

At the time of launch, WhatsApp allowed 90 seconds to three minutes of video and if the existing video is larger than 16MB if given an option to trim the length of the video before sending it. Later, the limit was reduced to 30 seconds.
As COVID-19 pandemic envelopes the world, WhatsApp has seen a 40 per cent increase in usage, according to a study by Kantar, a data and consulting company.
Across all stages of the pandemic, WhatsApp is the social media app experiencing the greatest gains in usage as people look to stay connected. Overall WhatsApp has seen a 40 per cent increase in usage.
Kantar conducted the largest global study into consumer attitudes, media habits and expectations during the COVID-19 Pandemic. Kantar estimates that for WhatsApp in the early phase of the pandemic usage increases 27 per cent, in mid-phase 41 per cent and countries in the late phase of the pandemic see an increase of 51 per cent.
Spain experienced a 76 per cent increase in time spent on WhatsApp. Overall Facebook usage has increased 37 per cent. China experienced a 58% increase in usage of local social media apps including Wechat and Weibo.
According to a study, there is a crisis in trust. Traditional nationwide news channels (broadcast and newspaper) are the most trusted sources of information with 52 per cent of people identifying them as a 'trustworthy' source.
Government agency websites are regarded as trustworthy by only 48 per cent of people, suggesting that government measures are not providing citizens around the world with assurances and security.
Also reflecting the loss of trust from recent election cycles, social media platforms are regarded by only 11 per cent of people as a source of trustworthy information.
As countries move deeper into the pandemic so media consumption increases across all in-home channels. According to Kantar, in the later stages of the pandemic web browsing increases by 70 per cent, followed by (traditional) TV viewing increasing by 63 per cent and social media engagement increasing by 61 per cent over normal usage rates.
Increased usage across all messaging platforms has been the biggest in the 18-34 age group. WhatsApp, Facebook and Instagram have all experienced a more than 40 per cent increase in usage from under 35-year olds.

Consumers expect the brands they choose to look after their employees first and foremost with 78 per cent saying take care of employees' health and 62 per cent saying implement flexible working.
Supporting hospitals (41 per cent) and being helpful to the government (35 per cent) is an expectation of a significant minority of consumers, the study says.

The DGP issued the order while reviewing the enforcement of Coronavirus lockdown across the State with district SsP and DSsP via video conferencing.
“All the SsP and DSsP have been advised to re-visit the deployment of police on the streets, so as to ensure that all police personnel on street duty get one day rest during a week and are not on duty for more than 8 hours in a day during the Coronavirus lockdown,” the DGP said in a circular.

Most districts have already started implementing this, he said.
Reviewing the lockdown situation, the top cop said though the present lockdown has been declared for three weeks, COVID-19 related enforcement is likely to continue for months.
He said the situation in the field has, by and large, stabilised as far as enforcement of lockdown is concerned.

Odisha Police has taken several measures to address issues cropping up during the lockdown, which has been ordered to contain the spread of the coronavirus infection in the State.
The police have strengthened the phone-based redressal system for grievances of people as police stations remain out of bounds. A robust system of over 500 Helpline numbers has been developed to facilitate people to lodge their grievances. The district SsP and DCsP are personally reviewing the functioning of phone-based redressal of public grievance.

The Odisha Police is also making extensive use of social media to create awareness about the phone-based redressal system.
Later in the day, the DGP while speaking to media persons about enforcement of lockdown said that there have been no cases of police using force against violators in Odisha and his department is handling the situation with utmost care to ensure that people are not harassed.
“We are not going to compromise on such behaviour and already several cases have been registered in the State. We appeal traders not to charge people more for goods in such crucial times,” said Swain. The Minister further stated that Odisha government has already taken several measures to ensure that PDS ration is distributed to beneficiaries at their doorstep.
“We have issued clear instructions for markets and traders to maintain proper social distancing while dealing with customers,” Swain added.

It is pertinent to mention here that Odisha government has exempted certain services from the purview of the lockdown including the sale of essential commodities like vegetables, milk and other items in daily markets.
Municipal corporations and district administrations in several parts of the State have taken a number of measures to regulate the timing of the markets with proper enforcement of the COVID19 guidelines and social distancing norms.
Home delivery of goods and essential commodities have already begun in the twin cities of Cuttack and Bhubaneswar so that people do not unnecessarily move out of their homes during the lockdown period and get required items at their doorsteps.

In another development, Bhubaneswar Municipal Corporation (BMC) today issued a notification outlining the standard operating procedure (SOP) that needs to be followed by people/ voluntary groups who want to donate food and other items to the poor and the needy.
BMC appeals all voluntary organisations/associations/individuals who are willing to donate food/grocery items to the needy during the lockdown period should follow the SOP strictly to avoid any mismanagement.

Earlier, Housing and Urban Development Department had asked senior administrative officials to provide cooked meals, dry and packaged food to the destitute, homeless and beggars. It is pertinent to mention here that a complete lockdown is now in force in the entire country in view of the coronavirus outbreak in the world.
“We have deployed 162 platoons of police force, over 700 additional Sub-Inspectors and over 1,000 vehicles are being used for enforcement of the lockdown,” said Abhay.
Abhay further informed that as clear instructions were issued to all officials and personnel to remain firm and behave in a polite manner, there has been no instance of use of force in Odisha during the enforcement of the lockdown.
“We were forced to register cases against people who have been advised to remain in home quarantine for violating such order. So far we have registered 61 cases of quarantine violation,” said Abhay.

Meanwhile, two constables were placed under suspension today for thrashing and forcing some youths to crawl on their knees on road for violating coronavirus lockdown norms in Bolangir on Monday. Taking stern note of the police action, Bolangir SP Sandeep Sampad placed the two OSAP constables- Suryakant Samantray and Pradyumna Samal under suspension. Both Suryakant and Pradyumna, who were posted in Bolangir town along with others on lockdown duty, had caught hold of the youths who were seen moving on road yesterday night.
Though Odisha Police is trying its best to create awareness among people so that they stay in their homes to stop the spread of the coronavirus, many people are seen roaming on streets without any valid reasons. Senior officials informed that 224 cases were registered for violation of guidelines related to COVID19 between March 29 and March 30. Out of the total 224 cases, 221 cases were registered for violation of the lockdown and three cases for violation of home quarantine.

In another development, a youth was arrested on the charges of attacking two constables of Chandbali Police Station in Bhadrak. According to reports, both constables had accompanied additional tehsildar for patrolling and review of the lockdown situation at Baligaon chhak when they were attacked. As per reports, the patrolling team found some youths loitering in the chhak and pulled them up. Later, one of the youths attacked the constables with a wooden plank. The injured constables were subsequentlty rushed to Chandbali Community Health Centre. Later, the accused youth was arrested in connection with the incident.
The brief session of Odisha Assembly was held at the Lok Seva Bhawan’s convention hall today as the Assembly building has been closed for fumigation as a precautionary measure after one of the staff came in contact with the State’s third COVID19 patient.
The appropriation bill was passed today empowering the State government to draw and spend Rs 1.55 lakh crore from its consolidated fund during the financial year 2020-21.

The Bill was introduced by Finance Minister Niranjan Pujari while Leader of Opposition Pradipta Kumar Naik of the BJP and Congress Legislature Party Leader Narasingha Mishra supported it. The Bill was passed unanimously, said senior BJD lawmaker Amar Prasad Satpathy.
Pujari had presented the annual budget in the Assembly on February 18. However, due to novel coronavirus outbreak and subsequent adjournment of the Assembly from March 16 to March 29, discussions on Demands of Grants of all the departments could not be taken up, he said.
The Finance Minister sought support from all the members in fighting COVID-19. "We have so far been able to contain the spread of the disease by taking timely action," Pujari said, adding the fight against the deadly virus continues and therefore, everyone should support the state government.
"Apart from other developmental activities, the state government requires funds to tackle the COVID-19," Pujari said.
Soon after the bill was passed, the House was adjourned sine die. The Assembly proceedings were held with necessary precautions prescribed to stay protected against coronavirus. All the MLAs entered the Lok Seva Bhawan after undergoing thermal screening and used hand sanitisers and masks.
To maintain social distancing norms, the lawmakers sat inside the convention hall by maintaining one meter distance between themselves.
“If MLAs follow the norms and wear masks and do proper hand washing, it will certainly inspire others,” said BJD MLA Arun Sahoo.

Journalists were not allowed inside the convention centre where the House assembled for an hour to pass the Appropriation Bill. The convention centre was sanitised by the employees of the Bhubaneswar Municipal Corporation before the sitting commenced.

The district collectors have been asked to provide one meal worth Rs 30 per day to the poor with the help of women self-help groups (WSHGs) till the lockdown ends.
Citing the directives of the Union Home Ministry and Orissa High Court, the SRC has also directed the district collectors to ensure adequate arrangements of temporary shelters and provision of food for migrant labourers stranded in their respective areas due to lockdown imposed to contain spread of COVID-19.
“The Orissa High Court in its March 29 order has directed the State Government to give direction to all bordering District Collectors and Superintendents of Police to make arrangement of stay, food and sanitation including medical check-up of all labourers and working class and their families, who are moving from neighbouring States, in the bordering districts itself,” the SRC stated in the letter.

“The HC has also directed that in case of shortage of space, the officials can take over closed college and school premises having toilets for the shelter purpose. Similar arrangements are also to be made by other collectors of the district involving district level shifting. This arrangement may continue till lifting of the lockdown,” the SRC said citing the order of the HC.
The SRC has asked the collectors to make necessary arrangements for providing food (hot cooked meals and dry ready-to-eat) to all migrant labourers worth Rs 60 per adult per day.

“The cost towards this food arrangement shall be met out of State Disaster Response Fund. Pending receipt of funds out of SDRF, the Collectors/ BDOs are authorised to incur expenditure from available funds under any scheme,” the SRC added.
The move came close on the heels of extension of validity of documents like driving licenses, permits and registration, which expired since February 1, till June 30 by the Centre.

The STA has advised transporters to dial police helpline number 0674-2620200 in case of any issues in movement of goods vehicles during the lockdown period.
“For movement of goods vehicles no pass is required, they can move freely inside Odisha,” the STA tweeted.

According to a circular issued by the Ministry of Road Transport and Highways, the validity of motor vehicle related documents including driving licenses, permits, fitness certificate and registration have been extended to June 30.
“It has come to the notice that citizens are facing difficulties in renewal of validity of various documents related to Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989 due to complete lockdown in the country and closure of Government Transport Offices,” the circular said.
“In view of the above, for the requirements of the validity of the documents, it is advised that the validity of Fitness, Permit (all types), Driving License, Registration or any other concerned document(s) whose extension of validity could not or not likely be processed due to lockdown and which have expired since February 1 2020 or would expire by 30th of June 2020,” the circular stated.
The enforcement authorities have been asked to treat such documents valid till 30th of June 2020.
'Non-use clause facility' for transport vehicles for suspension of tax liability, which is operational in a number of states and the facility is being provided by NIC on the VAHAN platform online, may be adopted by other states to give relief to the commercial vehicles like taxi, bus etc. which are non-operational under the current circumstances, the circular added.

All the States and Union Territories have been directed to implement the advisory in letter so that the people, the transporters and various other organisations, which are rendering essential services at this difficult time, may not get harassed and face difficulties amidst nationwide lockdown, the circular reads.

While the usual rush of devotees was absent at major shrines of Lord Ram due to the lockdown, rituals associated with the birth anniversary of the Lord were performed as per the tradition in temples across the country.
Ram Navami celebration was a low-key affair at Puri Jagannath temple which remained closed for devotees in the wake of coronavirus pandemic.
Detailing about the rituals at Srimandir during Ram Navami, Sri Jagannath Culture researcher Surya Narayan Rathasharma said, “Lord Ram’s idol is placed and all the rituals related to the birth anniversary of the Lord are conducted. From today, Sri Ram Leela of Lord Jagannath will be conducted. Besides, Sahi Yatra or spring carnival will be organised.”
“Despite the Coronavirus outbreak, Sri Ram Leela and other rituals will be performed as per tradition. However, the gathering of more people will be restricted,” he added.
Similarly, the auspicious occasion was celebrated at Ram Temple in Bhubaneswar which also remained closed for public due to Coronavirus lockdown. The shrine witnessed deserted scenes as all the gates of the temple remained closed and police forces were deployed around the temple. Some devotees were seen having darshan of the Lord from outside the temple.

It falls on the end of Navratri - a nine-day Hindu festival where prayers are offered to goddess Durga. The festival is celebrated on the ninth day of the Chaitra month of Hindu calendar. Devotees, who have been observing fast throughout Navratri, break the fast on this day.
People can order groceries and vegetables over the phone by dialing the phone numbers of the BMC mobile vans. The civic body has made 120 such vans operational to supply groceries & vegetables and is proposing to increase the number to 200 today, informed Twin City Police Commissioner Sudhansu Sarangi.

The Police Commissioner also advised people to go to their nearest market for the essentials during the ongoing lockdown and refrain from using vehicles for marketing.
“There is no restriction on the use of vehicle passes for bonafide official purpose. “Use of bike or car for buying vegetables, groceries, medicine, etc. will not be tolerated. Any vehicle reaching any market with or without vehicle pass will be seized,” Sarangi said.

According to sources, the Commissionerate police today seized 286 vehicles for violating the COVID19 regulations under different Police Stations in Bhubaneswar. Similarly, 1019 vehicles were seized in Cuttack urban police district (UPD) for violation of the guidelines.

The tech giant said it is working closely with state and central government authorities to surface the locations of these relief centres.
"As the COVID-19 situation develops, we are making a concerted effort to build solutions that help people during these times of need," Anal Ghosh, Senior Programme Manager, Google India, said in a statement.
"Highlighting the locations of food and night shelters on Google Maps is a step to make this information easily available to the users in need, and ensure they can avail the food and shelter services being provided by the government authorities," Ghosh said.

People can now find these locations in 30 cities at the moment on Google Maps, Search and Google Assistant.
This will soon be available in Hindi, Google said, adding that the company is working towards making the facility available in other Indian languages over the coming weeks, as well as adding additional shelters in more cities across the country.
People can also enter the above queries into Google Search, or ask their Google Assistant on smartphones or on a KaiOS device.
In the coming days, it will become even easier to access this feature, with features like quick-access shortcuts that will appear beneath the search bar on the Google Maps app, shortcuts on Google Maps on KaiOS feature phones, and food and night shelter pins appearing on the map by default when the Maps app is first opened, Google said.
"With the help of volunteers, NGOs, and traffic authorities, we hope to convey this important information to the affected people, many of whom may not have access to a smartphone or mobile device during this time," informed Ghosh.
Google Maps is also offering user location data to help public health officials spot increase or decrease of movement across high-level categories of places � such as retail and recreation, groceries and pharmacies, parks, transit stations, workplaces and residential areas.
Health officials in India can go to the 'COVID-19 Community Mobility Reports' website, pick the country and download a PDF that charts the community movements.

With all the television and movie productions coming to a halt since March 20, the media and entertainment industry is grappling with mass unemployment and the daily wage earners, which includes people like junior artistes, cameramen, spot boys and light boys, are the worst hit, a release from SPN said.
The network said it will reach out to daily wage earners, identified by their respective trade associations, with free coupons which they and their families can exchange at select stores for their daily necessities like food and essential items.

“One of the staff of the Intelligence Bureau had come in contact with a COVID-19 patient. We have collected some swab samples of some staff including the employee who came in contact with the coronavirus positive patient, for testing and some more samples will also be collected today,” informed BMC Commissioner Prem Chandra Chaudhury today.
The employees have been kept under quarantine for 14 days from April 6 to April 19, said reports.

“The employees have been quarantined until we get the reports of the swab samples. However, the staff can work from inside the office,” added Chaudhury.
The IB office will be sanitised by the BMC and a team of Health department will also visit the office for an inspection today.
It is worth mentioning that a 32-year-old youth of Kendrapara who had come to Odisha from Dubai on March 24 was confirmed positive for Coronavirus by the State Health and Family Welfare Department yesterday. With the new case, the number of confirmed COVID-19 cases rose to 40 in Odisha.
The youth identified as a native of Aul block in the district has been admitted to Ashwini Hospital in Cuttack for treatment. Sources said the Kendrapara district administration has sealed the COVID-19 patient’s village and its nearby 11 villages.
“The youth, a resident of Aul area, has been admitted to Ashwini Hospital in Cuttack last night for preliminary treatment. His family members have been kept under home quarantine and their swab samples have also been sent for testing. The youth’s village and its nearby 11 villages have been sealed. We will start the health screening of the villagers today,” informed Kendrapara District Collector Samarth Verma.

On Monday, around 302 samples were tested including 261 at RMRC, 36 at AIIMS and 5 at SCB, informed State Health and Family Welfare Department.
Later, 20 more samples were tested at SCB Hospital in Cuttack which also tested negative, added the department.
“Truckloads of vegetables en route to Bhubaneswar couldn’t enter the capital city due to the abrupt two-day shutdown which resulted in huge losses. Therefore, the traders now are not taking risk to import vegetables to Bhubaneswar which has led to the shortage of green groceries since the last two days,” informed Kabiraj Swain, Secretary of Green Vegetable Vendors Association at Unit-I Market here.

“There is only 60 percent availability of vegetables in the markets of capital city,” said Swain.
Earlier, the Bhubaneswar Municipal Corporation (BMC) had identified 68 locations in the capital city for the retail vegetable vendors of Unit-I haat.
“The retailers of Unit-1 haat were shifted to 68 locations in the city to do their business. Though the move will have adverse impact on the trade of vegetable vendors, we welcome the move of the administration to tackle the spread of coronavirus,” added Swain.
He further stated the local vegetable farmers are also not coming to Bhubaneswar to sell their produce due to the repeated shifting of markets, which is adding to the shortage of green groceries and steep rise in its prices.
“There were sufficient vegetables in store few days back but as the traders had to suffer loss, they are not willing to import green vegetable,” said Swain adding that if traders are allowed to do business inside Unit-I market, the vegetable prices can be regulated.
Expressing resentment over the current situation, a vegetable vendor near Rama Devi Women’s University said, "In order to avoid crowd in Unit-I haat, we were shifted here. We went to the market today but as there is short supply, we did not get vegetables. If this continues, the rates will definitely increase.”

In doing so, Odisha has become the first State to impose further lockdown restrictions in the wake of rising cases of COVID-19 in the State and outside.
Announcing the major decision soon after a State Cabinet meeting, Chief Minister Naveen Patnaik said, “We have decided to extend the lock down till April 30. We will recommend the Government of India to extend the national lockdown up to 30th April."
The CM also informed that the State government has suggested the Union Government to shut down rail and air services till April 30.

Besides, all the educational institutions, including schools and colleges in the State will continue to remain closed till June 17, Patnaik said in a video message.

Highlighting the grave scenario of the COVID-19 outbreak in the USA, Patnaik said, “From March 15 when we had the first case, we have so far recorded 42 cases thanks to your discipline and sacrifice which has given us the strength. In the same period, US- a superpower, has moved from 3000 to 4 lakh cases. The United States has lost more people to Covid-19 than all the wars and 9/11 attack put together. They have still not locked down the country as a whole. At this crucial juncture one has to decide between protecting lives of people and economic activity. The State Cabinet which met today decided that saving the lives of our people is our top most priority at this juncture.”
The CM also said that the people of Odisha, who are stranded in various parts of the country will be taken care by the concerned state governments and the State will look after the people of other states who are stuck in Odisha.
However, activities related to agriculture, animal husbandry and MGNREGS will be facilitated during the lockdown period with due compliance of social distancing norms, added the CM.
“In a larger context, food security of the people is a major priority of the state. There will not be any problem in transport of goods,” said Patnaik adding that Odisha will carry out one lakh rapid testing in the State at the earliest possible time.

The CM also thanked doctors from all over the country who have volunteered to offer their services in telemedicine.
“Coronavirus is the biggest threat that the human race has faced in more than a century. Life will not be the same. All of us must understand this and face it boldly together. With our sacrifice and with the blessings of the Lord Jagannath this too shall pass,” Patnaik said while finishing off his statement.

The 47-year-old, on his part, wished the NGO to continue their work in the service of the distressed and needy. "Keep up your good work," he tweeted.

Earlier, Tendulkar had donated Rs 25 lakh each to the Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund (PM-CARES Fund) and Chief Minister's Relief Fund (Maharashtra) in his bid to join the fight against COVID-19.

"I never saw a Sachin Tendulkar, Dhoni, Virender Sehwag or Rohit Sharma obsess over weight training. Yes, they did hit the gym, but there was a reason when they did and not because they would lift heavy weights. The likes of Sachin would work a lot on their wrists and shoulders. Let's keep Dhoni aside because I honestly believe he was a natural. You cannot go through a career like his and with the workload he had and still count injuries on your fingers," he laughed.
Meanwhile, former Australia skipper Michael Clarke has said legendary Indian batsman Sachin Tendulkar was the hardest to get out as he didn't have any technical weakness.
"Probably technically the best batsman (Tendulkar) I ever saw. The hardest batsman to get out. I think Sachin, technically, didn't have a weakness. Part of you hoped that he made a mistake," Fox Sports quoted Clarke as saying on the Big Sports Breakfast radio show.
Tendulkar, who retired from international cricket in 2013, scored 15,921 and 18,426 runs respectively in 200 Tests and 463 matches he played for India. He holds the record for scoring the maximum number of centuries (100) in international cricket.
