Union Minister for Personnel Jitendra Singh said that Department of Personnel & Training (DoP&T) has approved appointment of 38 candidates, including 10 Joint Secretaries, suitably recommended by the Union Public Service Commission (UPSC) to join the government on contract/deputation basis.
He said that the credit goes to Prime Minister Narendra Modi that in order to institutionalise the selection process and also to make it more objective, it was decided that the entire lateral entry recruitment process will be conducted by the UPSC.
The Minister said that the DoP&T requested the UPSC on December 14, 2020 and February 12, 2021 to select suitable persons to join the government at the level of Joint Secretary, Director, Deputy Secretary in various Ministries, and Departments of the Government on contract and deputation basis.
On the basis of the online application forms submitted by the candidates, the Union Public Service Commission shortlisted 231 candidates for the interviews.
The interviews were conducted from September 27 to October 8, and 31 candidates been recommended for the post of Joint Secretary, Director, and Deputy Secretary.
Seven Joint Secretaries were selected earlier, thus taking the total number of suitable candidates at 38.
Singh said that pre-appointment formalities have also been incorporated which include police verification and Intelligence Bureau clearance among others while recommending the candidates recently.
He said such appointments meet the twin objectives of bringing in fresh talent as well as augmenting the availability of manpower.
Each post being filled is a single post in a specific domain area, and the candidates are either to be appointed on contract basis or those from state governments, Union Territories, Public Sector Undertakings, Autonomous Bodies, Statutory Bodies, Universities on deputation basis (including short-term contract), who would retain lien in their parent departments.

The strength of government establishments was 32,62,908 as on March 1, 2019, which will increase to 35,25,388 by the same date in 2021 an increase of 2,62,480, it said.
The Congress and other parties have been criticising the Modi government over lack of job creation, especially after demonetisation of high-value currency notes in November 2016.
The budget documents give a break-up of the jobs likely to create in central government departments between 2019 and March 2021.
The highest 79,353 jobs are estimated to be created in policing.
As many as 22,046 new jobs are likely to be created in the Defence Ministry (civil). Its strength was 70,978 in March 2019 and it will increase to 93,024 by the same month in 2021.
The workforce of Home Ministry (excluding cabinet, police forces, union territories) is likely to be increased by 8,200 to take its strength to 26,564 by March 2021.
As many as 3,886 jobs are estimated to be created in the Culture Ministry, 3,903 in Department of Space, 3,243 in the Department of Revenue, 2,581 in Ministry of Earth Sciences, 2,167 in External Affairs Ministry, 2,136 in Ministry of Environment, Forests and Climate Change and 1,347 in the Ministry of Electronics and Information Technology by that time.
Over 2,300 more personnel will be added in the workforce of Atomic Energy Department over the two-year period.
A total of 1,766 new jobs are estimated to be created by March next year in the Department of Agriculture, Cooperation and Farmers Welfare.
There will be an addition of over 1,600 personnel in the Ministry of Information and Broadcasting between March 2019 and March 2021.
As many as 2,684 more personnel are estimated to be added to the Personnel Ministry by March next year. The Railway Ministry will not see an increase in its headcount by March next year, according to the budget document.
The budget is woven around three prominent themes including one of aspirational India in which all sections of the society seek better standards of living, with access to health, education and better jobs, Finance Minister Nirmala Sitharaman said in her budget speech.

The recruitment of meritorious sportspersons under sports quota is done as per the guidelines issued by the Department of Personnel and Training from time to time and it is applicable to only Central Government Ministries/Departments. “Sports” being State subject, these instructions are not binding for State Governments.
The DoPT in consultation with the Department of Sports, vide its OM dated 01st September 2020 has included Mallakhamb, Tug of War, and Roll Ball for the appointment of meritorious sportspersons under sports quota in newly introduced 20 sports disciplines, an official notification read.
The strength of government establishments was 32,71,113 as on March 1, 2019, which is estimated to increase to 34,14,226 by the first day of next month an increase of 1,43,113, it said.
The budget documents have given a break-up of the jobs estimated to be created in central government departments between 2019 and March 2021.
As many as 2,207 jobs are estimated to be created between March 2019 and March 2021 in the Department of Agriculture, Cooperation and Farmers' Welfare. Its actual strength of 3,619 as on March 1, 2019, has been estimated to be increased to 5,826 by March 1, this year.
Similarly, 1,058 jobs are estimated to be created in the Ministry of Civil Aviation by the beginning of next month. Its actual strength of 1,254 on March 1, 2019, would increase to 2,312 by March 1, 2021, it said.
As many as 12,537 new civil jobs are likely to be created in the Defence Ministry. Its strength was 80,463 in March 2019 and is estimated to increase to 93,000 by March 1, 2021.
The Culture Ministry is estimated to add 3,638 jobs, 2,859 by the Ministry of Earth Sciences, 2,263 by the Ministry of Environment, Forests and Climate Change, 2,204 by the Ministry of External Affairs, 2,139 by the Department of Commerce and 1,452 by the Ministry of Electronics and Information Technology, between this two-year period, according to the Budget 2021-22.
A total of 4,072 jobs are estimated to be created in the Department of Health and Family Welfare, as its actual strength of 20,907 on March 1, 2019, will be 24,979 by March 1, this year, it said.
As many as 2,419 jobs are estimated to be created by the Ministry of Labour and Employment, 1,848 by the Ministry of Information and Broadcasting, 1,456 by the Department of Water Resources, River Development and Ganga Rejuvenation, 995 by the Department of Animal Husbandry and Dairying and 651 jobs in the Department of Fisheries between March 2019 and March 1, 2021, the documents said.
A total of 5,305 jobs are likely to be created in the Ministry of Mines, as its actual strength of 7,980 as on March 1, 2019 is estimated to be 13,285 by March 1, 2021, it said.
As many as 2,684 jobs are likely to be created in the Ministry of Personnel, Public Grievances and Pensions between 2019 and 2021, according to the Budget documents.

The budget will bring several positive changes for individuals, investors, industry and the infrastructure sector, the prime minister said in his televised remarks on the Budget 2021-22 presented by Finance Minister Nirmala Sitharaman in Parliament.

Branch Postmaster (BPM): The Job Profile of Branch Post Master will include managing affairs of Branch Post Office, India Posts Payments Bank (IPPB), and ensuring uninterrupted counter operation during the prescribed working hours using the handheld device/ Smartphone/ laptop supplied by the Department.
Assistant Branch Postmaster (ABPM): The Job Profile of Assistant Branch Post Master will include all functions of sale of stamps/stationery, conveyance, and Delivery of mail at doorstep deposits/ payments/ other transactions under IPPB, assisting Branch Postmasters in counter duties using the handheld device/Smartphone supplied by the Department.
Dak Sevak: The Job Profile of Dak Sevaks will include all functions of viz sale of stamps and stationery, conveyance and delivery of mail and any other duties assigned by Postmaster/ Sub Postmaster including IPPB work in the Departmental Post Offices/ RMS.
Age Limit: The minimum and maximum age for the purpose of engagement to GDS posts shall be 18 and 40 years respectively as on 08.03.2021 the date of notification of the vacancies.
Educational Qualification for India Post Recruitment 2021
Secondary School Examination pass certificate of 10th standard with passing marks in Mathematics, local language and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education by the Government of India/State Governments/ Union Territories in India shall be a mandatory educational qualification for all approved categories of Gramin Dak Sevaks.
Compulsory knowledge of Local Language: The candidate should have studied the local language at least up to 10th standard [as compulsory or elective subjects] as declared by the State Government or as per constitutional provisions relating to the 8th schedule of the Constitution of India.
Basic Computer Training: The candidates for all approved categories of GDS referred to in (i) above will be required to furnish Basic Computer Training Course Certificate of at least 60 days duration from any Computer Training Institute run by Central Government/State Government /Universities/ Boards/ Private Institutions Organizations. This requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or Class XII or any other higher educational level and in such cases, a separate certificate will not be insisted upon.

"For IAS, as per the recommendations of the Baswan Committee and with the approval of the competent authority, 180 IAS officers are recruited through CSE each year since CSE-2012," Minister of State for Personnel Jitendra Singh said in a written reply.
For IPS, 150 officers have been recruited through CSE each year since CSE-2009, which has been further increased to 200 since CSE-2020, he said.
There was a vacancy of 1,510 Indian Administrative Service (IAS) officers in the country against their authorised strength of 6,715, as on January 1, 2020. There were 908 vacancies of IPS officer against their authorised strength of 4,982, according to the minister's reply.
"Filling up of the vacancies is a continuous process. It is the endeavour of the central government to fill up vacant posts expeditiously," Singh said.
The Union Public Service Commission (UPSC) conducts civil services examination (CSE) for filling up of vacancies on direct recruitment basis in IAS, IPS and other allied services every year, he said.
"Each cadre controlling authority intimates to the UPSC the vacancies to be filled up in the respective services through CSE every year through direct recruitment mode.
"In promotion quota too, prompt actions are being taken for holding of selection committee meetings timely for appointment by promotion of state civil service and state police service officers to IAS and IPS, respectively; as well as for appointment by selection of non-state civil service officers to IAS," Singh said.
