Organising a marriage procession with band, sound system, or loudspeakers in Cuttack now requires mandatory prior permission from the police, with applicants required to submit a detailed set of documents and follow a fixed online approval process under the Odisha Urban Police Act.
The Deputy Commissioner of Police (DCP), Cuttack, informed that individuals planning marriage processions must apply for a licence addressed to the DCP office through the prescribed online portal.
Mandatory Documents And Clearances Listed
According to the information shared by the police, applicants must submit the original booking receipt of the band or sound system and execute an indemnity bond on non-judicial stamp paper worth Rs 100, duly notarised.
Proof of venue booking, receipt for private security guards deployed during the procession and identity documents of the bride are also required, particularly when the ceremony is held at a private residence.
Additional clearances are mandatory depending on the venue. These include an electricity bill if the event is hosted at a residential location, land no-objection certificates from local authorities such as the CMC, CDA, R&B department or the Tahsildar if government land is involved.
Further, NOCs from the Fire Department, TPCODL, are also required for electrical safety and the R&B department for stage or pandal safety certification.
Fee Structure Under Odisha Urban Police Act
The licence attracts a fee of Rs 100 per programme. However, if loudspeakers are used during the procession, the amount increases to Rs 300 per programme. Payments are to be made through the designated e-challan system under the Odisha Urban Police Act, using the specified receipt head.

Online Process And Verification Timeline
The application process is fully online through the Commissionerate Police portal. Applicants must register using a valid 10-digit mobile number, after which updates on the application number, approval or rejection status are communicated via SMS.
Once approved and payment is completed, the licence certificate can be downloaded online following verification. Final confirmation is also sent to the registered mobile number.
The guidelines specify that applications must be submitted at least 72 hours before the date of the marriage ceremony, but not earlier than 15 days in advance. Applications outside this window are not considered.
Applicants facing technical difficulties during the online application process have been advised to contact the designated helpdesk during working hours, from 10:30 am to 5 pm on weekdays, excluding Sundays and public holidays.
