In a strong and clear message to the Maoist groups operating in Odisha, the Border Security Force (BSF) on Saturday warned that those who refuse to surrender will face strict action, including possible encounters.
BSF Inspector General Shiv Aadhar Shrivastava, addressing a press meet in Bhubaneswar, said the force is committed to achieving a Naxal-free Odisha by March 2026, which remains a top operational target.
Shrivastava emphasised that the state government and security forces are ready to help any Maoist who wishes to return to normal life. “If they surrender, they will receive full cooperation and can reintegrate into the mainstream,” he said, encouraging cadres to lay down arms voluntarily. He added that the state has provisions and rehabilitation plans to support those who choose the peaceful path.

Referring to recent anti-Maoist operations, the IG noted that after the high-profile encounter of dreaded Maoist leader Hidma, the focus has now shifted to the remaining top-ranking Maoist leadership active in Odisha and border regions.
Shrivastava highlighted that 2024 has been a significant year in the state’s anti-Maoist campaign, with 19 Maoists killed, 8 arrested, and 6 surrendering due to intensified security operations.
The BSF IG reiterated that the window for peaceful surrender remains open, but those who continue to engage in violence will face decisive action. Security forces, he said, are determined to completely dismantle Maoist influence and restore peace in the affected regions.
