Bhubaneswar: In a bid to streamline the functioning of the Biju Patnaik University of Technology (BPUT), the State Cabinet on Monday approved the amendment to BPUT Act, 2002. With today’s decision there will be a provision for the Minister of Employment and Technical Education & Training (ETET) to act as Pro-Chancellor of the University.

The decision also includes reduction in the term of the Vice-Chancellor of BPUT to 3 years from 5 years.

For better management of the administrative work of the university, it has been decided to make provision for appointment of an officer belonging to the Odisha Administrative Service, not below the rank of Joint Secretary to the post of Registrar.

The amendment to the BPUT Act, 2012, which is likely to be passed in forthcoming session of the state Assembly, will give clarity to the University and the state government on BPUT's power to grant autonomy to its constituent colleges.

The proposal also includes there will be a provision for an officer not below the rank of Joint Secretary belonging to the Odisha Finance Service to be appointed as the Finance Officer of the University.

It is also proposed that Chancellor shall have power to constitute selection committees for the teaching posts not below the rank of Assistant Professor, while the Vice-Chancellor would have power to constitute separate selection committees for the teaching posts below the rank of Assistant Professor and non-teaching posts.

The state Cabinet also took reformative decisions under the chairmanship of Chief Minister Naveen Patnaik. The major decisions included enhancement of retirement age of medical teachers serving in government medical colleges of the state to 65 years from 60 years, amendment of the Odisha Cooperative Societies Act, 2012, modification of terms of Capex programme for distribution of companies of Odisha, restructuring of the Odisha Engineering Service, restructuring/reorganization of the Electrical Engineering Cadre under the Energy Department, exemption of motor vehicle tax and permit fees in respect of vehicles financed under the scheme for Rural Transport Connectivity in scheduled and backward areas district and augmentation of passenger transport services in the Left wing extremists affected areas, proposal for creation of Water Conservation Fund, amendment of Odisha Pani Panchayat Act, 2002.
