Bhubaneswar: Taking a jibe at the Odisha government over 'sudden' implementation of 5T model, the Opposition once again cornered the ruling-party asking why 5T was introduced now after 20 years of BJD governance and not before. While senior BJP leader and Bhubaneswar MP Aparajita Sarangi termed 5T model as an old wine in a new bottle, senior Congress MLA questioned whether it is '5T or Tea'.
On the margins of Run For Unity programme organised by the state BJP marking the 144th birth anniversary of Sardar Vallabhbhai Patel, Sarangi said, “There was no need to create a separate department or a power centre like 5T. Rather all the secretaries of the departments should be pushed to bring in the philosophy of 5T into their work culture. Did the government not have 5T in its governance during the 20-year period?”
She further said, “5T is not an innovative concept of governance as has been touted by some sections of the government. It’s an old concept. Even I was taught of this theory while training for IAS in Mussoorie.”
On how 5T should have been implemented, Sarangi said, “The theory of 5T should be embedded in the functioning of all the departments and in the state machinery as a whole. Creating a separate power centre to monitor 5T undermines the efficiency of other department secretaries and ministers.”

Meanwhile, responding to Aparajita Sarangi, BJD leader Arup Patnaik said, "As far as I know about the IPS/IAS training, we were taught only parade (left-right-left) and not about 5T or handling people and situation. I think she might have undergone a special training for 5T concept. She (Aparajita) can scrap the 5T model when she becomes the CM but right now every minister, MLA and MP is a servant."
Notably, after registering a thumping victory in 2019 assembly elections, the Naveen Patnaik-led BJD government decided to bring in the concept of 5T into their governance. However, both the BJP and Congress have criticised such efforts of the government calling it a farce.
