Despite the extension of the Pollution Under Control Certificate (PUCC) validity by one month, long queues continued to be seen across several cities in Odisha, including on Thursday, on Christmas. Vehicle owners were found lining up with their bikes and scooters at pollution testing centres, waiting to obtain or renew their PUCC.
In Berhampur, residents gathered in considerable numbers at pollution testing centres, reflecting continued pressure on the system even after the grace period announcement. Many locals said the extension was a welcome step, but the sudden implementation created confusion and inconvenience for vehicle owners.
Implementation Issues at Testing Centres
A worker at a mobile pollution testing centre said the footfall increased sharply following the government announcement. “Earlier, around 60 people used to come daily to get their PUCC issued. However, after the recent government announcement, hundreds of people are queuing up to get their certificates,” he said.
He added that technical issues were also contributing to delays. “In several cases, vehicle owners are not receiving OTPs, which results in delays. Vehicles with pending fines are not issued PUCC here and are directed to the Jana Seva Kendra for further proceedings,” the worker said.
Public Concerns Over Sudden Rollout
Locals expressed concern over the timing of the move, even though they acknowledged the importance of maintaining valid documents. “We have to follow the rules put in place by the government. Though we have stood in line for over half an hour, we understand it is mandatory,” one resident said.
Another local remarked that while the rule itself was necessary, the rollout lacked preparation. “We had to get this done anyhow as it is a government rule. We have no objections, as documents like PUCC should be kept updated. But this was implemented very hastily,” he said.

The Odisha government announced the one-month extension, as stated earlier by Transport Minister Bibhuti Jena on Wednesday, but the continued rush suggests the need for smoother execution and greater public communication, as sources said.
