Chief Minister Mohan Charan Majhi on Tuesday informed that Odisha has secured investments worth Rs 1.45 lakh crore for port-based and energy project developments in Paradip, surpassing its initial target of Rs 1 lakh crore.
Addressing the gathering at the Boita Bandana Utsav in the port city on Wednesday, the CM stated that Paradip is set to emerge as the nucleus of industrial expansion in eastern India, while announcing a slate of large-scale projects that will shape the state’s economic roadmap for the coming decade.
Rs 40,000 Crore Green Hydrogen Hub In Paradip
CM Majhi announced the development of a Rs 40,000 crore Green Hydrogen Hub in Paradip, which is one of only three such hubs approved in India under the National Green Hydrogen Mission.
The initiative aims to position Odisha as a leader in the emerging clean energy economy. The hub will notably be developed with support from the Ministry of Ports, Shipping and Waterways and the Ministry of New and Renewable Energy.
According to reports, the hydrogen hub will attract allied industries, promote renewable energy integration, and enable cleaner industrial operations in and around the port region.
Rs 80,000 Crore Naphtha Cracker Underway
Central to this new wave of industrialisation is the landmark Memorandum of Understanding (MoU) signed between the Odisha government and Indian Oil Corporation Ltd (IOCL) for India’s largest dual-feed naphtha cracker project.
The Rs 61,000 crore facility, to be established at Paradip, forms the cornerstone of IOCL’s Rs 1,00,300 crore integrated investment plan for the state. The project, finalised during a December 2024 meeting between Chief Minister Majhi and IOCL Chairman A.S. Sahney, received in-principle approval in August 2025.
According to reports, it will expand the Paradip refinery’s capacity from 15 to 25 million tonnes per annum and set up a new naphtha cracker unit to produce high-value petrochemicals. The state government will hold equity in the venture, earning dividends in addition to tax revenues.
Paradip At The Core Of Odisha’s Industrial Strategy
The Chief Minister said that, along with the ongoing industrial projects, Paradip will be transformed into a critical industrial and logistics centre for eastern India. He said that new connectivity and port infrastructure would be developed, including a greenfield airport.
He noted that Paradip Port will serve as the engine of growth for Odisha’s next industrial chapter and will be central to its ambitions, outlined under the ‘Vision 2036’ roadmap.
