In a major administrative reform aimed at easing land transactions, the Odisha government will begin land registration, buying, and selling directly at tehsil offices from November 1, informed Revenue and Disaster Management Minister Suresh Pujari.

In an interaction with media persons, the minister informed that the initiative will first cover 44 tehsils across the state, with plans to extend the service to the remaining 273 tehsils by December.

Sources reported that Chief Minister Mohan Charan Majhi will inaugurate the system on November 1, marking a significant shift from the existing practice of carrying out registrations at sub-registrar or district nodal offices.

Under the new system, citizens can book slots online and complete their registration at the nearest tehsil office, eliminating the need to travel to district headquarters.

Minister for Revenue and Disaster Management, Suresh Pujari, said the reform will empower tehsildars to execute land-related operations independently.

“Plot buying and selling will begin on November 1 across 44 tehsils. Plot registration and administration work will now be handled by the tehsil offices. This will end people’s dependence on nodal offices,” he said.

He added that after the launch in the 44 selected tehsils, he will visit Nuapada, and by December 1, the facilities will be extended across the state. “People will no longer need to go to district headquarters for any plot-related matter,” he said.

Streamlined Process And Local Access

Notably, the initiative marks the first time in Odisha that land registration and sale transactions will be processed entirely within tehsil offices, bringing the registration mechanism closer to citizens. Applicants can access the state’s online portal, book time slots, and complete registration formalities under the supervision of local tehsildars.

The move follows the Revenue Department’s new Standard Operating Procedure (SOP) issued in mid-October to clarify rules for registration of part plots and simplify procedures for different categories of land.

Statewide Implementation By December

With the first phase beginning on November 1, the government aims to bring all 317 tehsils under this system by the end of December 2025, added Suresh Pujari.

Once operational, Odisha will be among the few states to decentralise land registration to the tehsil level, allowing direct access for property buyers and sellers at the block and subdivision level.
