The Odisha government has set out a large-scale tourism expansion plan involving the development of 15 iconic destinations and the creation of nearly 15 lakh livelihood opportunities under its long-term roadmap, Viksit Odisha at 2036, Chief Minister Mohan Charan Majhi said on Saturday.
The CM announced the plan while inaugurating the seventh edition of the Konark Eco Retreat at Ramchandi, located along the Puri–Konark marine drive.
He said the state aims to reposition itself as a leading eco-cultural tourism destination in Asia by strengthening infrastructure, diversifying tourism offerings and preparing for a sustained rise in visitor numbers.
Long-Term Tourism Roadmap Under Viksit Odisha
CM Majhi said the tourism strategy forms a key pillar of the Viksit Odisha 2036 vision, with a dual focus on destination development and employment generation. He stated that tourism has the capacity to absorb a large workforce, particularly from low-income and rural communities, while also serving as a platform to showcase Odisha’s cultural identity, traditions and cuisine.
According to the chief minister, the government plans to move beyond isolated tourism projects and instead create integrated destinations capable of supporting higher tourist volumes over the coming years.
Eco-Retreats Highlighted As Replicable Model
The Chief Minister cited eco-retreats at Satkosia, Bhitarkanika, Daringbadi, Sonapur and Konark as examples of nature-based tourism initiatives that have strengthened local economies. He said these projects have demonstrated how tourism can generate livelihoods, promote environmental awareness and create economic activity without undermining natural ecosystems.
CM Majhi described eco-retreats as one of the most prominent initiatives undertaken by the state in recent years and said similar concepts should be explored at other suitable natural locations. He also indicated that the government is considering holding cabinet and council of ministers’ meetings at select eco-retreat destinations.

Konark Eco Retreat Gets Underway
The seventh edition of the Konark Eco Retreat has been set up near the Kushabhadra river mouth and will operate for 90 days.
The facility offers multiple categories of luxury tents, along with curated activities including beach-based experiences, yoga, water sports and cultural programmes. The inauguration event featured a drone show along the beachfront.
