New revelations have surfaced about Shankar, the alleged mastermind behind the massive Police Sub-Inspector (SI) recruitment ‘sabotage’, painting a disturbing picture of his long history of fraud and criminal activities.
According to sources, Shankar is not new to scams. He had previously been involved in several fraudulent activities, including large-scale job scams. In fact, he was once arrested in connection with a fake certificate racket that rocked Rayagada and Paralakhemundi districts.
Congress leader Rajanikant Padhi from Hinjili confirmed that Shankar’s criminal links were well known in the past.
“In 2017, a sarpanch candidate was killed the day before the election by Shankar. Apart, he has been arrested several on times. He was arrested in Parlakhemundi and Rayagada for running a fake certificate racket. He has even spent six months in jail,” alleged Congress leader Rajinikant Padhi.

As per reports, Shankar’s criminal record goes beyond forgery. In 2017, he was arrested in connection with a murder case but later managed to secure bail. Allegations have also surfaced that during earlier Staff Selection Commission recruitments for teacher posts, Shankar was involved in multiple irregularities and manipulations.
These shocking details raise serious questions about how someone with such a tainted background managed to re-enter the system and allegedly orchestrate a big ‘sabotage’ in Odisha’s police recruitment history.
With mounting evidence against him, calls are growing louder for a deeper probe into the network that backed him and the loopholes that allowed such repeated frauds to take place. Police officials have said that investigations are ongoing, and more arrests could follow as the scam appears to be much wider than initially thought.
