The Council of Higher Secondary Education (CHSE), Odisha, outlined detailed responsibilities and confidentiality guidelines for Centre Superintendents ahead of the annual Higher Secondary Examination, 2026, emphasising their crucial role in ensuring the smooth and fair conduct of examinations across centres.

Centre Superintendents are designated as the chief authority at examination centres and are entrusted with handling multiple examination-related duties of a confidential nature. 

They are required to maintain complete secrecy regarding the appointment of invigilators, seating arrangements, reports of malpractice, and the identities of candidates booked under unfair means. Officials have been clearly instructed not to disclose such information in any public forum.

The Council has further clarified that used memo forms are confidential documents and cannot be accessed by anyone unless specifically authorised by the Controller of Examinations. 

Entry into examination centre premises is strictly regulated, with no unauthorised person allowed during the examination period, half an hour before commencement, and at least half an hour after the completion of each sitting.

Appointment and Eligibility Conditions

Centre Superintendents are appointed by the Council, with Principals or Headmasters of Higher Secondary Schools declared as examination centres usually assigned the role.

If a Principal is ineligible or unable to perform the duties, they must inform the Controller of Examinations well in advance with valid reasons and recommend the senior-most teacher for consideration.

The Council has also barred any individual whose near relative is appearing in the exam from accepting the role. Near relatives include parents, siblings, spouse, and children.

Handling Of Question Paper Packets and Invigilation

In case a sealed packet contains any material other than the required question papers, it must be immediately resealed, kept under the personal custody of the Centre Superintendent, and reported to the Controller of Examinations without delay.

Invigilators have been directed to make a mandatory announcement after distributing answer scripts, stating: "Students! Please check the answer script and see that it is complete in all respect...see the number of pages...see whether it has SERIAL NUMBER.... etc....If not, then inform me."

Importance of Accurate Records

The absentee statement has been highlighted as a crucial document during result processing. Centre Superintendents have been advised to exercise utmost caution while preparing and maintaining all examination records and documents, for which they will be held fully accountable.
