In a major reform move, the Odisha government has plans to merge the secondary and higher secondary education boards into a single board. Chief Minister Mohan Charan Majhi made this announcement during his visit on Wednesday to Berhampur in Ganjam district, signalling a significant restructuring of the State’s education system.

The CM also informed that 45,000 teachers will be appointed, and emphasised that there will be no contractual teachers in the to-be-introduced system. Importantly, all teachers will be appointed as regular employees, a move aimed at strengthening teaching standards and job security. CM Majhi said the State government is committed to eliminating the practice of contract-based recruitment in education.
This announcement comes at a time when there are prolonged demands and protests to abolish contractual appointments in the education sector. The Chief Minister’s statement is expected to bring considerable relief and reassurance among teachers.
CM Majhi made these remarks while attending the 42nd annual function of Shishu Vidya Mandir at Nilakantha Nagar in Berhampur, where he reiterated the government’s focus on long-term educational reforms and teacher welfare.
“As you see, there are currently two boards – a secondary board and a higher secondary board. In order to enhance the quality of education, the government has decided to merge the boards into one, but not to have two separate boards,” the CM said.
“Thereby, the responsibilities of imparting education to children from Class I to Class XII will remain with one organisation. This will be similar to the CBSE and ICSE at the Centre. The same pattern will be implemented in Odisha too,” the CM reiterated.
“Infrastructure needed for it will be given priority, and around 45,000 posts of teachers will be created. The teachers to be recruited will not be contractual staff,” the CM added.
