Odisha govt issues guidelines for engagement of retired teachers as guest faculty in aided colleges

The Higher Education Department of the Government of Odisha on Thursday released detailed guidelines for the engagement of retired academicians as Guest Faculties in non-government aided colleges across the State, including Sanskrit colleges under both the 488 and 662 categories.

According to the notification, the engagement will continue until regular vacancies are filled up. However, only those colleges that have been fully integrated into the Higher Education Integrated Management System (HIMS) will be eligible to recruit retired teachers. All aided colleges have been directed to implement all HIMS modules by October 31, 2025, without fail.

Applications from eligible retired teachers will be accepted only through the HIMS online portal, and advertisements for vacancies will be published on HIMS as well as in at least two widely circulated Odia newspapers.

The tenure of engagement will initially be for one academic session, subject to renewal based on performance. Retired professors and lecturers up to the age of 69 years can apply, provided they have a clean service record and are in good health.

Remuneration for Guest Faculties has been fixed between Rs 25,000 and Rs 50,000 per month, depending on academic rank and qualification, with a minimum requirement of 50 classes per month. Payments will be made directly through DBT mode via the HIMS portal.

The notification further states that Guest Faculties will be entitled to 10 days of casual leave per academic session. Principals, with the approval of the Governing Body President, may disengage any faculty member in cases of indiscipline, misconduct, or unsatisfactory performance.

The Higher Education Department has clarified that the engagement of retired academicians is purely temporary and contractual, and it does not create any employer–employee relationship with the government.
