The OdishaGovernment initiated the process for compulsory retirement of lecturers working under the Higher Education Department, with strict directions issued on Friday to identify the faculty members whose performance and conduct are found to be unsatisfactory.
As part of the move, the Higher Education Department laid down clear guidelines for reviewing the performance and behaviour of lecturers across Higher Educational Institutions in the state. The exercise aims to improve teaching standards and ensure better academic outcomes for students.
Colleges Asked To Submit Reports By January 31
The department issued letters to college authorities directing them to submit detailed reports by January 31. Institutions have been instructed to review teaching standards as well as the overall work practices of faculty members. College authorities have been specifically asked to assess lecturers who have been showing consistently poor performance over a period of time.
To implement the review process, all Higher Educational Institutions have been asked to prepare and submit a list of faculty members whose performance is considered below the expected standard. A prescribed format for submitting these details was already provided by the Higher Education Department.
Assessment To Determine Further Action
Following the submission of reports, an assessment will be carried out to determine whether the identified faculty members have improved or continue to fall short of required standards. As per reports, lecturers who fail to perform satisfactorily and do not show improvement despite review may be asked to take premature retirement.
The assessment will also examine whether such faculty members are becoming a hindrance to effective teaching and learning within institutions.
Communication Sent To Universities And Colleges
In this connection, the Higher Education Department wrote to the registrars of all universities and principals of colleges, directing them to ensure compliance with the instructions and timely submission of reports.

The move is being seen as part of a broader effort by the state government to strengthen academic standards and accountability within Higher Educational Institutions, while maintaining a structured and review-based approach to personnel decisions.
