Odisha Govt effects major IAS reshuffle; new IDCO Managing Director appointed

The Odisha government, on Wednesday, announced a series of appointments and additional charge allocations involving senior IAS officers. A notification was issued in this regard by the General Administration & Public Grievance Department.

Accordingly, Bhupendra Singh Poonia, 2008 batch IAS and Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department, was allowed to remain in additional charge of Commissioner-cum-Secretary to Government, Sports & Youth Services Department. The additional charge of Sachin Ramchandra Jadhav, IAS, presently working as Commissioner-cum-Secretary tothe  Government, Sports & Youth Services Department, shall stand terminated from the date Bhupendra Singh Poonia takes over.

D. Prasanth Kumar Reddy, 2009 batch IAS and Commissioner-cum-Secretary to Government, Micro, Small & Medium Enterprises Department with additional charge of Managing Director, IDCO, was appointed as Managing Director, IDCO.

Rashmita Panda, 2O10 batch IAS, under the orders of appointment as Vice-Chairman, Bhubaneswar Development Authority with additional charge of Managing Director, Bhubaneswar Smart City Limited and Special Secretary to Government, Housing & Urban Development Department was appointed as Commissioner-cum-Secretary to Government, Micro, Small & Medium Enterprises Department, She was allowed to remain in additional charge of Chairman & Chief Executive Officer, Startup Odisha and CEO, ORSAC. The appointment of Ms. Rashmita Panda, IAS, as Vice-Chairman, Bhubaneswar Development Authority, with additional charge of Managing Director, Bhubaneswar Smart City Limited and Special Secretary to Government, Housing & Urban Development Department made vide this Department Notification No.-3952/AlS.l, dated 05.02.2026, was cancelled.

Surendra Kumar Meena, 2012 batch IAS and Additional Secretary to Government, Scheduled Tribe & Scheduled Caste Development, Minorities & Backward Classes Welfare Department, was allowed to remain in additional charge of Executive Director, Centre for Modernising Government Initiatives (CMGI) and Convener of the Committee on Administrative & Governance Reforms. The additional charge of Vineet Bhardwaj, IAS, as Executive Director, Centre for Modernising Government Initiatives (CMGI) and Convener of the Committee on Administrative & Governance Reforms shall stand terminated from the date Surendra Kumar Meena takes over.

Aboli Sunil Naravane, 2015 batch IAS and Director, Industries, with additional charge of Managing Director, Odisha Small Industries Corporation (OSIC) and Managing Director, Odisha State Financial Corporation (OSFC), was allowed to remain in additional charge of Managing Director, IPICOL. The additional charge of Bhupendra Singh Poonia, IAS, as Managing Director, IPICOL, shall stand terminated from the date Ms. Naravane takes over.
