The Government of Odisha has taken a significant step toward improving administrative efficiency by announcing the creation of four new Tahasils to address the immense service delivery challenges in three of the state’s largest urban centres.
The decision was formalised in an official letter dated November 18, 2025, issued by the Revenue and Disaster Management Additional Secretary to the Collectors of Khurda, Cuttack, and Sambalpur.
Addressing ‘Enormous Challenges’
The restructuring targets the existing Bhubaneswar, Cuttack, and Sambalpur Tahasils, which currently encompass the respective Municipal Corporations. According to the directive, these Tahasils encounter enormous challenges in the delivery of public services due to their vast area, increasing density of population, and the multitude of services required by a large number of citizens.
Keeping these factors in view, the Government decided on the following bifurcations:
* Bhubaneswar Tahasil: Will be divided to create two new additional Tahasils.
* Cuttack Tahasil: Will be bifurcated to create one new additional Tahasil.
* Sambalpur Tahasil: Will be bifurcated to create one new additional Tahasil
The Additional Secretary has requested the Collectors to submit a detailed proposal for the creation of these new Tahasils within seven days, emphasising that the matter must be treated as extremely urgent.
