In line with the Purvodaya initiative, the Government of Odisha has announced several major interventions aimed at enhancing tourism development under the state Budget 2026-27. These measures highlight the state’s commitment to eco-tourism, cultural heritage, and sustainable tourism development.

Eco-Tourism and Nature-Based Thematic Trails

One of the key interventions focuses on the promotion of eco-tourism and nature-based thematic trails. Odisha’s coastline will feature turtle conservation trails, linking tourism with environmental protection. These trails will offer tourists a unique opportunity to engage with the state’s diverse ecosystems while simultaneously supporting local livelihoods and environmental conservation. Shamuka Project: A Major Coastal Tourism Destination

A cornerstone of Odisha’s tourism strategy is the ambitious Shamuka project at Puri. Spanning 1515.45 acres, this project will create a world-class coastal tourism destination that integrates Odisha’s cultural and spiritual heritage with premium beach experiences and modern infrastructure. The project’s location, strategically near Puri and supported by the upcoming Puri International Airport, promises to enhance national and international connectivity, positioning the region as a global tourism hub.

At the heart of the Shamuka project is the proposed World Tourism Centre (WTC), which will serve as a platform for tourism policy dialogue, innovation, and research, as well as hosting MICE (Meetings, Incentives, Conferences, and Exhibitions) activities. This will significantly elevate Odisha’s international standing in the tourism sector.

Hirakud: Transforming into a World-Class Tourism Destination

The Odisha government is also focusing on the Integrated Tourism Development of Hirakud, with a comprehensive master plan aimed at transforming the region into a sustainable and world-class tourism destination. The plan covers key areas like the Hirakud Dam, Debrigarh Wildlife Sanctuary, and nearby island clusters, ensuring the development of tourism while maintaining environmental integrity. The government has already approved Rs. 99 crore for the development of the reservoir area, marking a strong step toward creating a major tourist destination.

Eco-Restoration of Chilika Lagoon

Chilika Lagoon, Asia’s largest brackish water lagoon and India’s first Ramsar Site, faces significant ecological challenges. In response, the Odisha government has announced a new scheme for the eco-restoration of the lagoon. This initiative aims to restore the lagoon’s ecosystem stability, ensuring its sustainability for future generations while also promoting it as a key attraction for eco-tourists.

Cultural Heritage and Museums

In addition to natural tourism, the government is focusing on cultural heritage as a key driver for tourism. A world-class museum is set to be built in Bhubaneswar, showcasing Odisha's glorious past and rich cultural assets. Furthermore, the government will establish the Mayurbhanj Chhau Academy at Baripada, with an allocation of Rs. 10 crore. The academy will preserve and promote the traditional Chhau dance, one of Odisha's cultural prides, further solidifying the state’s position as a hub for cultural tourism.
