Highlighting the urgent need to reduce road accidents, CM Mohan Majhi on Monday stressed the importance of adopting a comprehensive ‘4E’ approach, with the addition of two more critical elements, to ensure road safety and save lives.
Addressing a gathering, the Chief Minister said that accidents can be significantly reduced if all stakeholders work together with a clear and structured strategy.
Concept of 4E
Explaining the concept, the Chief Minister said the first ‘E’ is Education, which focuses on spreading correct information and creating awareness among road users. The second ‘E’ is Enforcement, which involves the strict implementation of traffic rules and regulations. The third ‘E’, Engineering, relates to the construction of safer roads, bridges, and improved traffic infrastructure. The fourth ‘E’ is Emergency, ensuring quick access to medical care and emergency services for accident victims.

The Chief Minister further proposed adding two more ‘Es’—Environment and Engagement. Environment refers to developing road systems that are safe and sustainable, while Engagement stresses the active participation of citizens, communities and institutions in promoting road safety.
Four Golden Rules
“There are four golden rules – Education, Enforcement, Engineering, and Emergency. Many lives can be saved if these rules are followed in cases of accidents. I also want to add two more words, like Environment and Engagement/Evolution. There is a need for more awareness, and it should be evaluated that will eventually help in reducing mishaps,” the CM stated.
He stated that if these six components are effectively implemented, nearly 95 percent of road accidents can be prevented. Expressing concern, the Chief Minister noted that India unfortunately ranks first globally in road accident cases, a distinction the country does not wish to hold.
He called for collective responsibility to change this reality and make roads safer for all.
