Bhubaneswar:The National Human Rights Commission (NHRC) today served a show cause notice to the state government to reply within four weeks on the allegations that the recent floods were manmade due mainly to the maishandling of the Hirakud dam water and opening of the gates.

The notice was served on the petition of the India Media Centre. The petitioner had made the secretary of the water resources department, engineer-in-chief and chief engineer of the water resources department, chief engineer of the Hirakud dam and the state government as respondents in the petition.
