NCERT team reviews implementation of FLN programme in Kandhamal schools
A team from the National Council of Educational Research and Training (NCERT) conducted an extensive review of the implementation of the Foundational Literacy and Numeracy (FLN) Programme in various schools across Kandhamal district. The review aimed to assess how effectively the programme is being executed to strengthen basic reading, writing and numeracy skills among young learners.
During the inspection, the NCERT team closely examined classroom practices and teaching methodologies adopted under the FLN framework. The team interacted with students to evaluate the learning outcomes achieved through the programme and to understand the level of foundational skills acquired in literacy and numeracy. Teachers were also consulted to assess their training, preparedness, and challenges faced during implementation.
As part of the visit, the team toured the Tikabali Teacher Training Institute and the FLN Training Centre at Rujangi, where they reviewed teacher training modules and support systems designed for effective delivery of the programme. In addition, the team visited five schools in different parts of the district to gain first-hand insight into ground-level implementation.
The review also focused on the availability and use of teaching-learning materials, student engagement, and overall classroom environment. The NCERT team assessed the impact of the programme on early-grade learning and identified areas where further improvements could be made.

Later, the team held detailed discussions with Kandhamal District Education Officer Rajesh Swain and District Collector Vedabhushan. The discussions revolved around the achievements of the FLN Programme in the district, challenges encountered during execution, and additional steps that could be taken to enhance its effectiveness and sustainability. The visit concluded with a focus on strengthening foundational education to ensure better learning outcomes for students in the district.
